  • NYT: Biofuel Mandates Have Been an Environmental Disaster

    Gridlock that stops any legislation from being passed is usually better than “bipartisanship.” To get bipartisan support, legislation has to buy off power brokers and special interest groups in both political parties. A classic example is America’s harmful legislation requiring the use of biofuels. It has resulted in the destruction of vast areas of tropical rainforest, massively increasing greenhouse gas emissions.

    The New York Times describes this in a story called “Palm Oil Was Supposed to Help Save the Planet. Instead It Unleashed a Catastrophe.” The story explains that “A decade ago, the U.S. mandated the use of vegetable oil in biofuels, leading to industrial-scale deforestation—and a huge spike in carbon emissions.” In some areas once covered by rainforest, there are now “only charred stumps poking up from murky, dark pools of water.” As the Times explains:

    Slashing and burning the existing forests to make way for oil-palm cultivation had a perverse effect: It released more carbon. A lot more carbon. NASA researchers say the accelerated destruction of Borneo’s forests contributed to the largest single-year global increase in carbon emissions in two millenniums, an explosion that transformed Indonesia into the world’s fourth-largest source of such emissions. Instead of creating a clever technocratic fix to reduce American’s carbon footprint, lawmakers had lit the fuse on a powerful carbon bomb that, as the forests were cleared and burned, produced more carbon than the entire continent of Europe.

    Despite this massive destruction of forests, Nancy Pelosi (D-Calif.), the Speaker of the House at the time, continues to defend the “biofuels mandate she shepherded into law.” She claims it is “reducing emissions” when it obviously isn’t. Her fellow Democrat and political ally, former Congressman Henry Waxman (D-Calif.), admits as much. He helped enact the mandate as chairman of the House Energy and Commerce Committee. But he now recognizes the obvious reality that the mandate is “doing more harm to the environment” than any fossil fuels it has replaced.

    Former President George W. Bush enabled this destruction by supporting the mandate and signing it into law. This bipartisan support for the mandate didn’t make it better because bipartisanship is usually a toxic blend of evil and stupidity. “In America, we have a two-party system,” a Republican congressional staffer told a visiting group of Russian legislators in the 1990s. “There is the stupid party. And there is the evil party. … Periodically, the two parties get together and do something that is both stupid and evil. This is called—‘bipartisanship.’”

    This harm to the environment was also facilitated by the Obama-era Environmental Protection Agency. It massively underestimated the destruction of forest that the mandate would cause. Dire losses of forests were projected in its initial, honest estimate of what would happen from the mandate going into effect. But in response to lobbying from special interests, it replaced that estimate with a rosier one that dismissed forest losses as negligible.

    As The New York Times notes, initially, the Obama EPA recognized that the negative effect on the environment “of land-use changes overshadowed any other consideration, and not by a small margin,” resulting in negative effects on the climate annually for at least 32 years and taking “a century” before the resulting replacement of fossil fuels would “reach the level of benefit required under the law.” But in response to lobbying, the EPA’s stance changed:

    By the time the E.P.A. released its final rule in early 2010, it had made a complete about-face. Its models now found that the impact from land-use changes were almost negligible. For Indonesia, the E.P.A. estimated that just 110,000 acres of forest would be converted to cropland as a result of the American biofuels law, and almost none of it on sensitive peatland.

    Across the world, the land substitution effects of biofuels mandates have been profoundly negative.

    Biofuel mandates drove up wheat prices in Egypt, triggering riots and contributing to the ouster of pro-American ruler Hosni Mubarak. Egypt is now under a veiled military dictatorship that is far more oppressive and wasteful than Mubarak’s rule, and there is far more terrorism and much less tourism and growth in small businesses than under Mubarak. Related food price increases fueled terrorism and violence in places like Yemen and Afghanistan. They also contributed to hunger and child malnutrition in Guatemala.

  • Banning Plastic Bags Isn’t Just Bad Economics—It’s Bad for the Environment

    In January, the British government announced its intention to extend their plastic bag tax to all shops. As of now, only establishments which have more than 250 employees need to impose the charge on single-use plastic bags. In the United States, certain states or cities even go beyond a tax and put an outright ban on them. But the UK government’s own research suggests that this is actually bad for the environment.

    Environmental Impact and Reuse

    In 2011, the UK’s Environment Agency published an earlier-drafted life cycle assessment of supermarket carrier bags. The aim: establishing both the environmental impact of different carrier bags which are in use and their reuse practice. The intention was to inform public policymakers about the impact that a crackdown on plastic bags could possibly have. Needless to say, politicians had little concern for the actual assessment the report presented.

    In a section the report calls “global warming potential” (GWP), the agency assessed the environmental impact according to abiotic depletion (the disposal of products produced by crude oil), acidification (impact on soil, freshwater bodies, and the oceans), eutrophication (nutrients contained in water), human toxicity, freshwater aquatic ecotoxicity, marine aquatic ecotoxicity, terrestrial ecotoxicity, and photochemical oxidation (air pollution). These impact categories were also aligned with the GWP assessment of the 2007 IPCC report on climate change.

    The researchers then looked at the number of times that a bag would need to be reused in order to have the same environmental impact as the conventional HDPE (High-density polyethylene) bag that people are used to. They reach the following conclusion:

    “In round numbers these are: paper bag – 4 times, LDPE bag – 5 times, non-woven PP bag – 14 times and the cotton bag – 173 times.”

    The attentive reader will now ask the correct deductive question: so what are the reuse levels that we experience in practice? Or: do people’s behavior reflect the environmental impact of shopping bags accordingly?

    The report used two Australian studies that state the following life expectancy for the carrier bags mentioned earlier: paper bags (kraft paper) were found to be single use, LDPE (low-density polyethylene) between 10 and 12 times, while non-woven PP (polypropylene) bags weren’t included (only woven HDPE bags had their life expectancy included), and cotton bags had 52 trips on average.

    These findings may be an approximation, but even if we informed the public and doubled the reuse of alternative carrier bags, then paper and cotton bags wouldn’t even break even. In fact, many countries with a lower inclination to reuse bags would have an immense backlog on this issue. LDPE bags over-performed in reuse to GWP-ratio, however, most plastic bag taxes and bans include LDPE bags as well, which makes the policy all the more ineffective. The same could happen to woven HDPE swag bags, which also perform well in this ratio, yet swiftly fall under the ban because they are made from the same composition as the classic single-use plastic bag.

    It could be that non-woven PP bags are indeed the better alternative, but, even if they are, we are looking at a heavy bag which needs an intense behavioral shift and large usage to be effective. Until that is achieved, years could go by in which consumers use bags which have a worse environmental impact than if they just reused a single-use plastic bag each time.

    Only Intentions Seem to Matter

    The most worrying thing about this research is that, despite its intention to inform public policymakers, it found no attention whatsoever. Quite the contrary, Her Majesty’s Government is actually doing the complete opposite by extending the plastic bag tax to all stores.

    The problem with the debate around this issue is even larger. Let’s pretend for a minute that we’d comprehensively informed a politician sitting in the parliamentary environment committee what the studies find. His plausible response would be that we will have to educate the population and ban other bags on the long-term as well. There is really no way you can win. The intentions are really all that matter for public policymakers: if voters think that this measure improves their environmental impact, despite findings suggesting that it does the opposite, then the policy will be introduced.

    One important message to people is that measures that intuitively sound sensible might turn out to produce unintended consequences. It’s really just Frédéric Bastiat’s “that which is seen, and that which is not seen” all over again.

  • We Can’t Save the Environment without Freedom

    The first Earth Day took place in 1970, when I was a high school senior, and that day set the course of my life for the next 25 years. Convinced of the need to protect the environment and realizing that forests were a key part of the environment in my home state of Oregon, I elected to attend forestry school, graduating in 1974.

    Over the next two decades, I helped almost every major environmental group in their efforts to save public forests from what we thought were the rapacious hands of timber companies. But I soon realized that the real problem was that Congress had inadvertently given public land agencies budgetary incentives to lose money harming the environment, and disincentives to either make money or do environmental good.

    This insight helped me see that creating markets for all resources would allow them to compete on a level playing field. Recreation fees, for example, could reward public land managers for protecting things that recreationists care about, such as scenery, diverse wildlife habitat, and clean water. Though economists estimated that recreation was worth more than any other public land resource, Congress didn’t allow managers to charge for most recreation.

    Many environmentalists in the 1970s and 1980s were receptive to my ideas of reform. Our common goal was to protect the environment, and they happily accepted any tools that would solve a particular environmental problem best. Soon, Congress passed a law allowing federal land agencies to charge recreation fees and to keep those fees.

    Unfortunately, things changed in the early 1990s because of two events: the fall of the Soviet Union and the election of Bill Clinton to the White House.

    Polls showed that the fall of the Soviet Union persuaded most Americans that government was a poor solution to most problems. One of the few exceptions was environmental protection, which many Americans still believed needed government regulation. This led many self-described “progressives,” who believe in more government control, to push their agenda by joining the environmental movement.

    Meanwhile, Clinton’s election changed the financing of the environmental movement. From 1981 through 1992, environmental groups raised much of their money by charging that Republicans in the White House threatened the environment. With a Democrat as president, grassroots funding for environmental groups plummeted.

    To make up the difference, most groups turned to foundation grants. But foundations demanded that the groups they funded all adopt the same strategy. Progressives took this opportunity to demand that their strategy — transferring power from on-the-ground forest managers to political appointees – be the one that was adopted. For example, they opposed recreation fees because, with everything controlled from Washington, they didn’t think they needed to rely on incentives.

    The progressive goal was not environmental protection but government control. They believed they knew how every acre of land in the country should be managed, which forests should be cut, which crops should be planted on which farms, and how many urbanites should live in apartments instead of single-family homes.

    The constitutional rights and personal desires of property owners, the expertise of public land managers, and the housing preferences of homebuyers were unimportant compared with the greater good that could be achieved through central control of our natural resources.

    When free-market environmentalists showed that most environmental problems could be solved with better incentives, progressives latched onto climate change as the one issue that demanded complete government control. “Climate change is a collective problem that demands collective action,” enthuses Naomi Klein, and it “supercharges the pre-existing case for virtually every progressive demand on the books.”

    Giving government power to solve a problem is not the same as actually solving the problem. Instead, that government is more likely to make the problem worse as it abuses its power.
