Gavin Newsom signed Thursday puts the state in the business of buying power to ensure there\u2019s enough to go around during heat waves that strain the grid. But some critics say the method of getting there is at odds with the state\u2019s broader climate goals, because it paves the way for the state to tap aging gas-fired power plants and add backup generators fueled by diesel.\u201d<\/p>\n<p>Unlike most states, California gets most of its electricity\u2014<a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.energy.ca.gov\/news\/2022-02\/new-data-indicates-california-remains-ahead-clean-electricity-goals#:~:text=SACRAMENTO%20%2D%2D%20Data%20from%20the,zero%2Dcarbon%20sources%20in%202020.\" rel=\"nofollow\">nearly 60 percent<\/a>\u2014from renewable sources. But the AP notes the state lacks the storage capacity to dispatch sufficient energy when intermittent energy sources are not producing, something Newsom\u2019s proposal seeks to address.<\/p>\n<p>The governor\u2019s proposal would help \u201ckeep the lights on in California,\u201d <em>The Los Angeles Times<\/em> <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.latimes.com\/business\/story\/2021-07-12\/california-flex-alert-power-grid-heat-wildfire\" rel=\"nofollow\">notes<\/a>, \u201cmaking it easier for solar and wind farm developers to sidestep local government opposition, and limiting environmental reviews for all kinds of energy projects.\u201d<\/p>\n<p>The proposal would also likely serve as a lifeline to beachfront gas plants, as well as <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/en.wikipedia.org\/wiki\/Diablo_Canyon_Power_Plant\" rel=\"nofollow\">the Diablo Canyon nuclear plant<\/a>, the Golden State\u2019s largest power plant and only operating nuclear facility.<\/p>\n<h2 id=\"link-0\">\u2018We Feel Double-Crossed\u2019<\/h2>\n<p>At first blush, Gov. Newsom\u2019s proposal makes perfect sense. But there\u2019s more to the story.<\/p>\n<p>As I noted in May, energy industry leaders had made it clear that grids are struggling to keep pace with rising energy demands as plants shift from <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/justenergy.com\/blog\/thermal-energy-what-it-is-how-it-works-environmental-impact\/#:~:text=Thermal%20energy%20sources%20are%20fossil,truly%20green%20source%20of%20power.\" rel=\"nofollow\">thermal energy sources<\/a> to renewables.<\/p>\n<p>But California is <em>already <\/em>familiar with blackouts.<\/p>\n<p>In August 2020, the state <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.utilitydive.com\/news\/california-releases-final-root-cause-analysis-of-august-rolling-blackouts\/593436\/\" rel=\"nofollow\">experienced a series of rolling blackouts<\/a> that captured national attention. (This didn\u2019t stop lawmakers from <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/fee.org\/articles\/why-california-s-move-to-ban-gas-powered-generators-and-lawn-equipment-could-leave-californians-in-the-dark\/\" rel=\"nofollow\" data-toggle=\"popover\">banning gas-powered generators<\/a> the following year, something many Californians turned to to keep the lights on during the blackouts.)<\/p>\n<p>Following the blackouts, the state water board agreed to allow gas-fired power plants in Redondo Beach, Huntington to continue operating for three additional years, even though they were slated for retirement.<\/p>\n<p>\u201cWe feel double-crossed,\u201d Redondo Beach Mayor Bill Brand told the <em>Times<\/em>. \u201cThese retirement dates were set 12 years ago.\u201d<\/p>\n<p>Brand has a point.<\/p>\n<div style=\"clear: both;\">\n<div id=\"om-fqmeg7lcejd7fy5oro5r-holder\">\n<\/div>\n<div id=\"om-lxkcubhhqwmdm0lkjkbp-holder\">\n<\/div>\n<\/div>\n<p>Newsom has repeatedly called for <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/twitter.com\/gavinnewsom\/status\/1197202972632969216\" rel=\"nofollow\">the phasing out of fossil fuels<\/a> and <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/twitter.com\/gavinnewsom\/status\/1456378134517977095\" rel=\"nofollow\">denied <\/a>that doing so would have an adverse economic effect. His pivot to fossil fuels is prudent because it will reduce the dangerous possibility that Calfornians will again find themselves without power during the peak heat of summer, but it\u2019s also a betrayal ideologically.<\/p>\n<p>For progressives, California is America\u2019s energy blueprint, the model showing the way forward on \u201cgreen\u201d energy. Turning back to fossil fuels is a move that runs against Newsom\u2019s own rhetoric and the progressive vision of our energy future. While many today see fossil fuels as immoral or even evil, the reality is they <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/twitter.com\/miltimore79\/status\/1395052622277595138?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1395052622277595138%7Ctwgr%5E%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Ffee.org%2Farticles%2Fhawaii-is-replacing-its-last-coal-plant-with-a-giant-battery-powered-by-oil%2F\" rel=\"nofollow\">provide most of the energy<\/a> in the US and are vital to human existence and flourishing.<\/p>\n<p>This is not to say that renewable energy sources like solar power are not important and cannot serve a key role. They <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/fee.org\/articles\/can-solar-energy-actually-compete-in-a-free-market-one-energy-ceo-s-surprising-answer\/\" rel=\"nofollow\" data-toggle=\"popover\">can<\/a> (though the idea that they come with no environmental costs <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/fee.org\/articles\/solar-panels-produce-tons-of-toxic-waste-literally\/\" rel=\"nofollow\" data-toggle=\"popover\">is untrue<\/a>).<\/p>\n<p>But the discussion gets at a key lesson of basic economics: tradeoffs exist.<\/p>\n<p>\u201cThere are no solutions,\u201d economist Thomas Sowell famously observed. \u201cThere are only trade-offs.\u201d<\/p>\n<p>What we\u2019re seeing in California is that the tradeoffs of \u201cgreen\u201d energy are getting real for politicians. Having <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.cbsnews.com\/losangeles\/news\/gas-prices-beverly-grove-station-over-7\/\" rel=\"nofollow\">$7 gasoline<\/a> is painful, but bearable. Having <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/calmatters.org\/california-divide\/debt\/2021\/03\/california-high-electricity-prices\/\" rel=\"nofollow\">the highest energy bills<\/a> in the country is not desirable, but it can be endured.
