Because health experts disagree on their effectiveness, countries and health agencies around the world, including the World Health Organization and the CDC, have <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.webmd.com\/lung\/news\/20200608\/who-changes-stance-says-public-should-wear-masks\" rel=\"nofollow\">done a reversal on their mask recommendations<\/a> during the pandemic.<\/p>\n<p>Reasonable and persuasive cases can be made both <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/fee.org\/articles\/voluntarily-wearing-masks-can-save-lives-and-open-the-economy-faster\/\" rel=\"nofollow\" data-toggle=\"popover\">for<\/a> and <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.cidrap.umn.edu\/news-perspective\/2020\/04\/commentary-masks-all-covid-19-not-based-sound-data\" rel=\"nofollow\">against<\/a> the use of masks in the general population. Unfortunately, the science of masks and viruses is becoming less clear because of the politicized nature of the debate.<\/p>\n<p>A case in point is the Kansas public health official who made news last week after he was <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.ksn.com\/news\/health\/coronavirus\/coronavirus-in-kansas\/kansas-policy-institue-ceo-criticizes-kdhe-secretary-dr-lee-norman-for-deceptive-map\/\" rel=\"nofollow\">accused of using a deceptive chart<\/a> to make it appear counties with mask mandates had lower COVID-19 case rates than they actually did.<\/p>\n<p>At a press conference, Kansas Department of Health and Environment Secretary Dr. Lee Norman credited face masks with positive <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.worldometers.info\/coronavirus\/usa\/kansas\/\">statewide COVID-19 trends<\/a> showing a general decline in deaths, hospitalizations, and new cases.<\/p>\n<p>Norman pointed to a chart (see below) that depicted two lines tracking cases per 100,000 people between July 12 and August 3. The flat blue line represented the remaining 90 counties, which had no mask mandates in place.<\/p>\n<p>\u201cAll of the improvement in case development comes from those counties wearing masks,\u201d Norman said.<\/p>\n<p>The results are clear, Norman claimed. The red line shows reduction. The blue line is flat. Kansas\u2019s real-life experiment showed that masks work.<\/p>\n<p>It didn\u2019t take long for people to realize something wasn\u2019t quite right, however. The blue line and the red line were not on the same axis.<\/p>\n<p>This gave the impression that counties with mask mandates in place had fewer daily cases than counties without mask mandates. This is not the case, however. [It\u2019s about] making sure Kansans can make sound conclusions from accurate information,\u201d Austin <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.kwch.com\/2020\/08\/10\/kdhe-says-covid-19-mask-graph-used-last-week-was-accurate-despite-claims-it-was-misleading\/\" rel=\"nofollow\">said<\/a>. \u201cAnd unfortunately, the chart that was shown prior in the week strongly suggested that counties that had followed Dr. Norman\u2019s mask order outperformed counties that did not, and that was most certainly not true.\u201d<\/p>\n<p>Twitter was less diplomatic.<\/p>\n<div style=\"display: flex; max-width: 550px; width: 100%; margin-top: 10px; margin-bottom: 10px;\"><iframe id=\"twitter-widget-2\" class=\"\" style=\"position: static; visibility: visible; width: 550px; height: 380px; display: block; flex-grow: 1;\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?creatorScreenName=feeonline&amp;dnt=false&amp;embedId=twitter-widget-2&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1292108425133010946&amp;lang=en&amp;origin=https%3A%2F%2Ffee.org%2Farticles%2Fthe-sneaky-trick-a-public-health-official-used-to-make-mask-mandates-look-super-effective%2F&amp;siteScreenName=feeonline&amp;theme=light&amp;widgetsVersion=223fc1c4%3A1596143124634&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1292108425133010946\"><\/iframe>\n<\/div>\n<div style=\"display: flex; max-width: 550px; width: 100%; margin-top: 10px; margin-bottom: 10px;\"><iframe id=\"twitter-widget-3\" class=\"\" style=\"position: static; visibility: visible; width: 550px; height: 1002px; display: block; flex-grow: 1;\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?creatorScreenName=feeonline&amp;dnt=false&amp;embedId=twitter-widget-3&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1292116160859840512&amp;lang=en&amp;origin=https%3A%2F%2Ffee.org%2Farticles%2Fthe-sneaky-trick-a-public-health-official-used-to-make-mask-mandates-look-super-effective%2F&amp;siteScreenName=feeonline&amp;theme=light&amp;widgetsVersion=223fc1c4%3A1596143124634&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1292116160859840512\"><\/iframe>\n<\/div>\n<p>The chart <em>is <\/em>deceptive.<\/p>\n<p>Worse, Norman also failed to note that the lines were on different axes until a reporter asked if the blue line \u201cwould get below the red line\u201d if those counties passed mask mandates, which prompted Norman to mumble about different metrics and then admit that counties without mask mandates have lower case rates.<\/p>\n<p>\u201cThe trend line is what I really want to focus on,\u201d Norman said.<\/p>\n<p>The deception prompted <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.cbs19news.com\/story\/42475870\/kansas-reports-1092-new-covid19-cases-7-more-deaths-since-friday\" rel=\"nofollow\">a non-apology<\/a> from the Kansas Department of Health and Environment: \u201cYes, the axes are labelled differently \u2026 we recognize that it was a complex graph and may not have easily been understood and easily misinterpreted.\u201d<\/p>\n<p>Dr. Norman, meanwhile, vowed to do better next time.<\/p>\n<p>\u201cI\u2019ll learn from that and try to [be] clearer next time,\u201d he <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/www.kwch.com\/2020\/08\/10\/kdhe-says-covid-19-mask-graph-used-last-week-was-accurate-despite-claims-it-was-misleading\/\" rel=\"nofollow\">said<\/a> following criticism from lawmakers.<\/p>\n<p>The episode is unfortunate because it further clouds the science and erodes trust in the medical experts individuals rely on to make informed decisions.<\/p>\n<p>It\u2019s also ironic, because the controversy overshadowed the state\u2019s positive data, which suggests masks may be working in Kansas. The chart may have been deceptive, but the data is correct and shows a 34 percent drop in COVID cases in counties with mandates in place.<\/p>\n<p>It\u2019s quite possible that drop is linked to county orders mandating the use of masks. Then again, the order may have nothing to do with the drop. Correlation, we know, doesn\u2019t equal causation. If it did, <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/justthenews.com\/politics-policy\/coronavirus\/one-month-after-statewide-mask-mandate-california-daily-case-average\" rel=\"nofollow\">the surge in COVID-19 cases in California<\/a> following its mask order would be \u201cproof\u201d that masks increase transmission rates.<\/p>\n<p>But science doesn\u2019t work that way (at least it shouldn\u2019t), and Dr. Norman knows this.<\/p>\n<p>Maybe masks are an effective way to curb transmission of the coronavirus, or maybe it\u2019s largely ineffective or even harmful, like the Surgeon General stated back in March. The truth is we don\u2019t yet know.<\/p>\n<p>What\u2019s clear, <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/fee.org\/articles\/europes-top-health-officials-say-masks-arent-helpful-in-beating-covid-19\/\" rel=\"nofollow\" data-toggle=\"popover\">as I noted last week<\/a>, is that the top physicians and public health experts on the planet can\u2019t decide if face coverings help reduce the spread of COVID-19.<\/p>\n<p>In light of this, it seems both reasonable and prudent that public health officials should focus less on forcing people to \u201cmask-up\u201d and more on developing clear and compelling research which will allow individuals to make informed and free decisions.<\/p>\n<p>This, after all, is the traditional role of public health: inform people and let them choose.<\/p>\n<p>Allowing individuals to choose instead of collective bodies is the proper and more effective approach, because, as the great economist <a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/fee.org\/resources\/ludwig-von-mises\/\" data-toggle=\"popover\">Ludwig von Mises<\/a> reminded us, individuals are the source of all rational decision-making.<\/p>\n<p>\u201cAll rational action is in the first place individual action,\u201d Mises wrote in <em><a class=\"keychainify-checked steem-keychain-checked\" href=\"https:\/\/mises.org\/library\/socialism-economic-and-sociological-analysis\">Socialism: An Economic and Sociological Analysis<\/a>. <\/em>\u201cOnly the individual thinks. Only the individual reasons. Only the individual acts.\u201d<\/p>\n<p>Mask orders aren\u2019t just about public health. They are a microcosm of a larger friction at work in our society: <em>who gets to plan our lives, individuals or the collective? <\/em><\/p>\n<p>Despite what many today seem to believe, society is best served by allowing individuals to plan and control their own lives.<\/p>\n<p>But individuals benefit from sound and reliable information.
