I support tax cuts. I relish tax cuts.<\/p>\n<ul>\n<li><img loading=\"lazy\" decoding=\"async\" id=\"__mcenew\" class=\"article-noprint-image\" style=\"float: right; padding: 15px;\" src=\"https:\/\/www.megalextoria.com\/wordpress\/wp-content\/uploads\/2017\/05\/deadweight_loss_taxation.gif\" alt=\"\" width=\"329\" height=\"205\" data-id=\"151750\" \/>I like tax cuts because I\u2019m a curmudgeonly libertarian and I think people should have the first claim on the money they earn.<\/li>\n<li>I like tax cuts because I\u2019m an economist and <a href=\"https:\/\/danieljmitchell.wordpress.com\/2014\/09\/01\/the-punitive-economic-cost-of-class-warfare-taxation\/\">we\u2019ll get more growth<\/a> if penalties on productive behavior are reduced.<\/li>\n<li>I like tax cuts because the academic research supports <a href=\"https:\/\/danieljmitchell.wordpress.com\/2013\/01\/07\/do-tax-cuts-starve-the-beast\/\">the \u201cstarve-the-beast\u201d theory<\/a> of less revenue leading to less spending.<\/li>\n<\/ul>\n<p>This is why <a href=\"https:\/\/danieljmitchell.wordpress.com\/2015\/09\/28\/trump-and-taxes-a-bush-like-plan-from-the-donald\/\">I wrote favorably<\/a> about Trump\u2019s campaign tax plan, and this is why I like Trump\u2019s new tax plan (with <a href=\"https:\/\/danieljmitchell.wordpress.com\/2016\/08\/08\/trumps-social-engineering-scheme-to-make-the-tax-code-more-complex-and-increase-the-cost-of-child-care\/\">a few exceptions<\/a>).<\/p>\n<p>But I confess that my heart\u2019s not in it. Simply stated, I don\u2019t think the new plan is serious.<\/p>\n<p>If Trump really wanted a big tax cut, he would have <a href=\"https:\/\/danieljmitchell.wordpress.com\/2014\/04\/07\/the-golden-rule-of-spending-restraint\/\">a comprehensive plan<\/a> to restrain the growth of government spending. He doesn\u2019t.<\/p>\n<p>If Trump genuinely wanted lower taxes, he would be aggressively pushing for <a href=\"https:\/\/danieljmitchell.wordpress.com\/2011\/11\/28\/everything-you-need-to-know-about-entitlement-reform\/\">genuine entitlement reform<\/a>. He isn\u2019t.<\/p>\n<p>And Congress isn\u2019t much better. At least in the absence of leadership from the White House.<\/p>\n<p>It\u2019s not merely that I\u2019m concerned lawmakers won\u2019t put the brakes on spending. And it\u2019s not just that I fear they won\u2019t enact <a href=\"https:\/\/danieljmitchell.wordpress.com\/2014\/05\/08\/the-slow-motion-train-wreck-of-entitlement-programs\/\">much-needed entitlement reform<\/a>. I worry they\u2019ll actually increase the burden of federal spending. Just look what\u2019s happening as Congress and the White House negotiate a spending bill for the remainder of the 2017 fiscal year. The <a href=\"https:\/\/danieljmitchell.wordpress.com\/2017\/04\/25\/if-theres-going-to-be-a-government-shutdown-do-it-for-a-good-reason\/\">pending deal<\/a> would trade more defense spending for more Obamacare subsidies. Everyone wins\u2026except taxpayers.<\/p>\n<p>In this profligate environment, it\u2019s hard to be optimistic about tax cuts.<\/p>\n<p>By the way, I fully agree we would get more growth if Trump\u2019s tax plan was enacted. But the <a href=\"https:\/\/danieljmitchell.wordpress.com\/2011\/03\/03\/a-laffer-curve-tutorial\/\">Laffer Curve<\/a> doesn\u2019t say that all tax cuts pay for themselves with faster growth. That only happens in <a href=\"https:\/\/danieljmitchell.wordpress.com\/2011\/11\/06\/a-lesson-on-the-laffer-curve-for-barack-obama\/\">rather rare circumstances<\/a>.<\/p>\n<p><img decoding=\"async\" class=\"article-noprint-image\" style=\"width: 396px; height: 315px; float: right; padding: 15px;\" src=\"https:\/\/www.megalextoria.com\/wordpress\/wp-content\/uploads\/2017\/05\/tax-foundation-corporate-tax-revenue-maximizing-rate.jpg\" alt=\"\" data-id=\"151749\" \/>Yes, the lower corporate tax rate <a href=\"https:\/\/danieljmitchell.wordpress.com\/2013\/03\/17\/if-obama-wants-more-tax-revenue-he-should-lower-the-corporate-tax-rate\/\">would have a big supply-side impact<\/a> (and there\u2019s <a href=\"https:\/\/danieljmitchell.wordpress.com\/2017\/03\/09\/global-evidence-shows-lower-corporate-tax-rates-are-a-no-lose-recipe-for-growth-and-competitiveness\/\">plenty of evidence from overseas<\/a> to support that notion), but many of the other provisions of his plan are sure to reduce revenue.<\/p>\n<p>Again, I don\u2019t lose sleep about the prospect of less money going to Washington. But you can be sure that politicians pay attention to that issue.<\/p>\n<p>Which is why I\u2019m pessimistic. I don\u2019t think Congress is willing to approve a big tax cut.<\/p>\n<p>The bottom line is that there are three possible outcomes.<\/p>\n<ol>\n<li>Congress and the White House decide to restrain spending, which <a href=\"https:\/\/danieljmitchell.wordpress.com\/2017\/01\/26\/new-cbo-numbers-and-the-simple-formula-for-good-fiscal-policy-part-ii\/\">easily would create room<\/a> for a very large tax cut (what I prefer, but I won\u2019t hold my breath for this option).<\/li>\n<li>Congress decides to adopt Trump\u2019s tax cuts, but they balance the cuts with dangerous new sources of tax revenue, such as a <a href=\"https:\/\/danieljmitchell.wordpress.com\/2017\/02\/02\/everything-you-ever-wanted-to-know-about-border-adjustable-taxation-but-were-afraid-or-too-bored-to-ask\/\">border-adjustment tax<\/a>, a <a href=\"https:\/\/danieljmitchell.wordpress.com\/2017\/02\/11\/carbon-tax\/\">carbon tax<\/a>, or a <a href=\"https:\/\/danieljmitchell.wordpress.com\/2015\/11\/21\/the-value-added-tax-a-nixonian-scheme-to-fund-bigger-government\/\">value-added tax<\/a> (the option I fear).<\/li>\n<li>Congress and the White House decide to go for a more targeted tax cut, such as a big reduction in the corporate income tax (which would be <a href=\"https:\/\/danieljmitchell.wordpress.com\/2016\/10\/14\/americas-miserably-anti-competitive-tax-system\/\">a significant victory<\/a>).<\/li>\n<\/ol>\n<p>Ultimately, I want to completely junk <a href=\"https:\/\/danieljmitchell.wordpress.com\/2012\/12\/19\/everything-thats-wrong-with-the-tax-system-in-a-single-picture\/\">our corrupt system<\/a> and replace it with <a href=\"https:\/\/danieljmitchell.wordpress.com\/2010\/03\/29\/the-flat-tax-good-for-america-bad-for-washington\/\">a simple and fair flat tax<\/a>.
