For storm information specific to your area outside\r\nthe United States, please monitor products issued by your national\r\nmeteorological service.\r\n\r\n\r\nDISCUSSION AND 48-HOUR OUTLOOK\r\n------------------------------\r\nAt 1100 AM EDT (1500 UTC), the eye of Hurricane Matthew was located\r\nin the Gulf of Gonave near latitude 18.9 North, longitude 74.3 West.\r\nMatthew is moving toward the north near 10 mph (17 km\/h). On this\r\ntrack the eye of Matthew will move over the Windward Passage and\r\neastern Cuba today.  A turn toward the north-northwest is expected\r\nby Wednesday, followed by a northwest turn Wednesday night. Matthew\r\nis expected to move near or over portions of the southeastern and\r\ncentral Bahamas tonight and Wednesday, and approach the northwestern\r\nBahamas Wednesday night.\r\n\r\nMaximum sustained winds remain near 145 mph (230 km\/h) with\r\nhigher gusts.  Matthew is a category 4 hurricane on the Saffir-\r\nSimpson Hurricane Wind Scale.  Some fluctuations in intensity are\r\npossible during the next couple of days, but Matthew is expected to\r\nremain a powerful hurricane through at least Wednesday night.\r\n\r\nHurricane-force winds extend outward up to 60 miles (95 km) from the\r\ncenter and tropical-storm-force winds extend outward up to 185 miles\r\n(295 km).\r\n\r\nThe estimated minimum central pressure is 950 mb (28.06 inches).\r\n\r\n\r\nHAZARDS AFFECTING LAND\r\n----------------------\r\nWIND:  Hurricane conditions are already affecting the southwestern\r\nportion of Haiti, and these conditions will spread northward today.\r\nHurricane conditions are expected to reach eastern Cuba later today,\r\nthe southeastern Bahamas Tuesday evening, the central Bahamas on\r\nWednesday, and the northwestern Bahamas Wednesday night.  Tropical\r\nstorm conditions are expected to continue spreading across the\r\nremainder of Haiti today, eastern Cuba later this morning, the\r\nsoutheastern Bahamas later today, and the central and northwestern\r\nBahamas Tuesday night and Wednesday, making outside preparations\r\ndifficult or dangerous.\r\n\r\nTropical storm conditions are expected in portions the Dominican\r\nRepublic within the warning area today, and will spread northward\r\ninto the Turks and Caicos Islands tonight.\r\n\r\nHurricane conditions are possible in the hurricane watch areas in\r\nCuba tonight with tropical storm conditions possible later today.\r\n\r\nHurricane conditions are possible within the hurricane watch\r\narea in Florida by late Thursday, with tropical storm conditions\r\npossible by early Thursday. Tropical storm condition are also\r\npossible in the Florida tropical storm watch area by early Thursday.\r\n\r\nRAINFALL:  Matthew is expected to produce total rainfall amounts in\r\nthe following areas:\r\n\r\nSouthern Haiti and southwestern Dominican Republic...15 to 25\r\ninches, isolated 40 inches\r\nEastern Cuba and northwestern Haiti...8 to 12 inches, isolated\r\n20 inches\r\nEastern Jamaica...4 to 6 inches, isolated 10 inches\r\nThe Bahamas...8 to 12 inches, isolated 15 inches\r\nTurks and Caicos Islands...2 to 5 inches, isolated 8 inches\r\nNortheastern Haiti and the Northern Dominican Republic...1 to 3\r\ninches, isolated 5 inches\r\nWestern Jamaica...1 to 2 inches, isolated 3 inches\r\nUpper Florida Keys northward to coastal east-central Florida....4 to\r\n7 inches, isolated 10 inches\r\nMiddle to Lower Florida Keys....1 to 3 inches, isolated 5 inches\r\n\r\nLife-threatening flash floods and mudslides are likely from this\r\nrainfall in southern and northwestern Haiti, the southwestern\r\nDominican Republic, and eastern Cuba.\r\n\r\nSTORM SURGE:  The combination of a dangerous storm surge and large\r\nand destructive waves could raise water levels by as much as the\r\nfollowing amounts above normal tide levels...\r\n\r\nSouthern Coast of Cuba east of Cabo Cruz...7 to 11 feet\r\nSouth Coast of Haiti...7 to 10 feet\r\nNorthern Coast of Cuba east of Camaguey...4 to 6 feet\r\nJamaica...2 to 4 feet\r\nGulf of Gonave in Haiti...3 to 5 feet\r\nSouthern coast of the Dominican Republic...1 to 3 feet\r\nThe Bahamas...10 to 15 feet\r\n\r\nSurge-related flooding depends on the relative timing of the surge\r\nand the tidal cycle, and can vary greatly over short distances.\r\nLarge waves generated by Matthew will cause water rises to occur\r\nwell in advance of and well away from the track of the center.\r\n\r\nSURF:  Swells generated by Matthew will continue to affect portions\r\nof the coasts of Hispaniola, Jamaica, eastern Cuba, and the\r\nCaribbean coastline of Central America during the next few\r\ndays.  Swells from Matthew will begin affecting portions of the\r\nBahamas on Tuesday.  These swells are likely to cause life-\r\nthreatening surf and rip current conditions.
