Two points - 1. The 1.3 Workbench and Extras distributed at the devcon were version Gamma 7, not a release version. It is for Gamma testing by registered developers. 2. When Workbench 1.3 is released, distribution will require a new 1.3 Workbench license, which will include a separate Adobe license.
