An IPA font for TeX is available from Washington State. Contact
Brian Harvey,
Computing Service Center,
Washington State Univ.,
Pullman,
Washington 99164-1220.
Phone: (509) 335 0411.

It costs $100. I don't know how it is implemented at the keyboard level.

NB. Georgia Tobin also has an IPA font done in old MF79. Contact her at
1888 Barnard Drive,
Powell,
Ohio, 43065.
Phone: (614) 764-6087.
