How can I tell if a program is supposed to be started from the Workbench
or from CLI ? (Assuming I don't have a xxx.info for it but can make one if
it is necessary)
	If I start it from the wrong place, what will happen? I know
sometimes it just goes to GURU-land. But sometimes it just gets weird.
	Many programs are written to start up from either environment
(The RIGHT way) but many are not.
