I only use plain TeX, not LaTeX.  I adjust line spacing by changing
the \baselineskip value, as in
     
   \baselineskip=20pt
     
or whatever.  There are a couple of other related parameters to adjust
for very tall or deep boxes that would overlap another line.  See the
TeX Book.
