Someone else sent me mail mentioning some uniform time zone legislation which was passed in the 60's, and which would supposedly forbid the kind of patchwork system I described (which apparently existed all over the country during the 19th century). Unfortunately I didn't save the letter. When I posted my article, I was relying mainly on my memory of a Boston Globe article I read last year before moving out here. The information may be out of date. However, I've heard from another source that some Indian tribes observe DST.
