So far I haven't seen a rumor from either a credible (or even an
incredible) source about 1-2-3 for the IIgs.  If I do (if someone
out there would like to send me one with some sort of flimsy
documentation about the source), I'll publish it in Vaporware (it
won't be any more far-fetched than some of the rumors from Cringley
in InfoWorld or the Katt in PC Week).

A 1-2-3 is rumored for the Macintosh.  Supposedly Lotus got miffed
about the release of Excel for the IBM-PC (requires Windows) and
announced 1-2-3 Mac (don't hold your breath waiting for release).

Your friend CAN run 1-2-3 on a IIgs with the addition of PC Transporter
(and an IBM type disk drive).  I'd rather have Excel myself.
