I request any information, or information on where to find information
in the two following areas:

1.  What is the sequence of QIO calls (parameters/functions) that are
    needed to control DECnet (RTAn) devices.  The creation of these is
    easy: just do an RMS open on sys$node::"23=".  I assume that an UFO
    open will give back a channel for use by QIO.  The device is created
    offline.  How do I put it online, read and write to it, etc. to
    simulate writes and reads to a physical terminal, and do the other
    things done by RTPAD to implement the SET HOST command.  In short, I
    want the pseudo-terminal capability without loading any special drivers
    (the only pseudo-terminal drivers I know are Public Domain and
    occasionally crash the system, I want to pseudo-terminals in software
    that should be able to be run securely on any system by a
    non-privileged user).

2.  I need as much information as possible on writing a complete ALLIN1
    text DSAB, the allin1 default editor driver, the (conversion) text
    routines, etc.
