My father is half-owner of a company that manufactures high-power (up to 15K
watts) broadband (from 1 hz to several gigahz) amplifiers.  When I want to
freak out the neighborhood at my dad's company all I have to do is open one of
the doors to a shielded room.  It jammed anything and everything around.  For
a few hundred thousand dollars you can jam the world.

p.s. of course, you sometime have genuine accidents in such a business

We once accidently scrambled the local phone system by setting a several Farad
EMP-simulator off too close to the company's telephone switching box.  oops.
