Summary: They're not generated sometimes when they ought to be

I am running X11 on a Sun 3/260 with a monochrome screen, SunOS 3.2,
and patches through 60 applied.   X doesn't seem to be generating
enternotify events or leavenotify events under the following conditions:

	The cursor is in window X; window X gets iconified; the cursor is
		now in window Y; Y doesn't get an enternotify and X doesn't
		get a leavenotify
	The cursor is in window X, window X gets lowered; the cursor is now
		in window Y.   Again, no enternotify on Y and no leavenotify
		on X.

	The cursor is in window X.   Window X gets raised.   While window X
		is being redrawn, the cursor moves to window Y.   Window Y
		doesn't get an enternotify and window X doesn't get a leave
		notify.

Are these bugs in the server implementation, or are they bugs in the protocol
spec, or are they going to stay there?
