A .ARC file is just what you said, an archive of several files encoded so
as not to take up so much space, useful for transfer over phone lines, etc.
(If you are interested, look up Huffman codes for a start.)

You can get a dearchive program from most PC BBS's.  PKXARC is a dearchive 
program that works with PKARC and most previous versions of ARC.  PKARC/PKXARC
are self-dearchiving and contain documentation.
If you don't have any luck, send mail and I will give you the number of a
BBS which has  PKXARC.
