    I think this is a good idea, but realize that it might not be
    feasible to retrofit the existing Internet, or enough of it
    to make a difference.

Certainly some of the regional networks might be interested in
experimenting with it to measure effects.  A lot of the Internet
is still growing -- it would be less trouble to build it into the
new networks...  And me, I love to tinker.
