Case history of AA "in action": (Presented without comment)

	Not too long ago I was a Programming Supervisor in a rather
large company (Not BTL).  Working for me was a bright, personable, and
highly competent young black programmer.  I recommended him for
a promotion, and the recommendation was signed, without delay, by the
next three levels of management.  Still and all, it took over
8 months for the promotion to take effect because (I was unofficially
told) the "mix of other minorities" in the list of persons to be
promoted to that particular salary level was "not right", and that
no one would get promoted until the "mix was right".
