Your first paragraph is ok. The second one is terrible. The number of 
variables that are needed to compute an overall speed limit is great,
therefore, I believe that the setting of a speed limit should contain two
basic elements.

1.    Road design.     Set speed limit at 75% of design speed.
2.    Typical driver attitude.        Reduce step 1 by another 75%.
