rwhw, how old are you?  26?  Why stop there?  Why not 30?
40?  50?  The truth of the matter is, you can't define
auto-deaths as a function of age.  You certainly cannot
punish an entire group of people because of the wrong-doings
of a few.  That is a practice of guilty until proven innocent:
i.e. Well, you just got your license, so until you can prove
you deserve it by driving 'safely' for the next 10 years,
big brother's going to be watching you.  It's the same as
sending someone to jail before they commit a crime just as
a deterrent against commiting crimes in the future.  If
a certain group of people seem to commit crimes more than
others, do we imprison the entire group?
