  I think that the response stating that people should get licenses when
they are qualified hit it right on the head.

  I'm 21 now, and I consider myself a fairly responsible and reasonable driver.
When I got my license, at the age of 16, I was suprised that many of the people
who drove weren't dead already. One friend I knew of mine totaled a car
during his drivers license exam.

  However, what I also noticed was that those same people were, in general, not
exactly "mature." They were still clinging to the "macho" image of driving,
drinking while driving, etc etc. This got in the way of their ability to
analyze and react to conditions that were dangerous.

  But, I must admit, I know a lot of people who are 21 and do this. Also, I
know a lot of people in their 40s who do it. I think that someone should be
able to drive once they have demonstrated that they are competent -- and their
license should be revoked when it is clear that they are not competent anymore.
Improved and frequent testing is the answer, as well as stiffer laws for
drunken driving, not raising the age limit on licenses.
