On a slightly related topic:

I noticed in the AP and NYT news digests that the debate on air-bags
has been re-opened.  I remember hearing about them being mandatory
on all cars a few years back, and then (the auto industry lobby 
awakened as a slumber giant, wielding green magic in all its tentacles,
and) no more was heard about it.  In all the tests I ever heard of,
the bag was activated in time to prevent serious injury (ie, the person
striking the wheel or going out the windshield), and the bag never
activated accidently.  These buggers are practically perfect, and
you don't even have to wear a seatbelt.  Maybe we should all flame
at our Congressmen.
