Neither is raising the drinking age.  In fact, I saw some
stats (not sure where) that said that the percentages
of deaths among young drivers went up after they raised the
drinking age here (Massachusetts) from 18 to 20.  The 
probable cause:  younger kids couldn't get into bars, so
they got liquor (somehow) and went out driving around
drinking.  Sort of like prohibition, ain't it?
