You'll notice that swaphphp.c also contains an initialized variable 'nswap'. This is the number of blocks of EACH swap partition that will be used -- Un*x requires that all swap partitions be of the same size, and since /dev/hp3h is much much larger than any of the 'b' partitions you will waste almost 80% of it.
