Placing UNMANNED radar detectors along the highways to slow traffic when
many people are carrying radar detectors was tried some years back; the
FCC heard of it and came down hard.  Unmanned transmitters are permitted
in very few circumstances; satellites are one such situation.  Tricking
radar detectors is NOT and the Federal govt. would severly reprimand or
penalize any local law enforcement agency that deliberately violated the
FCC codes.
