In two months or so, I'll be moving across the country (D.C. area to
S.F. area). I'll be needing a car after I move, and I'm trying to
gather information. For example, I've heard that it can be
significantly less expensive to buy here than in California. Is this
true? Would it offset the cost of transporting the thing (I don't want
to drive cross-country)? Also, if it is true, does that apply to used
cars also.

One other thing...do the California auto pollution laws applying to cars
sold in CA also apply to cars brought into the state? And how much
does a retrofit for pollution cost to meet their requirements?

Any help on these questions would be appreciated. Thanks.
