The mention of chewing tobacco gave me a good idea:
Make smoking illegal in favor of chewing.  Everyone 
will be happy:
  We non-smokers won't have to breathe smoke.
  The tobacco industry can make more money, since
 there is less production needed to make chewing tobacco
 than rolling cigarettes.
  People who need that nicotine (sp?) can still get it.

Of course, the kind of people who feel no compunction about
polluting our air will also not feel any compunction about
spitting everywhere.  But then, if we ever find a perfect
solution to any problem, the world will blow up.
