Minnesota had long had a 'prima facie' speed law. If you were going
below the posted limit you still could be convicted for speeding,
but the state had to prove that you were moving at a speed unsafe
for the conditions; likewise, you could present as a defense that
going faster than the posted limit was safe for the conditions.

Minnesota also had "absolute speed limits" that could not be legally
exceeded. There were special rules controlling where such zones could
be placed and how they were to be marked.

All this may have changed since the Feds got into the act. I haven't
followed this since I left there in '74.
