Perhaps we should all keep large ashtrays on our desks and spit into them; contents could be emptied once a week. Or develop loud coughing fits whenever someone lights up. Or eat garlic lunches before meeting with obnoxious smokers. The point of all this is that non-smokers have the "right" to be annoying and rude to people they work with, but most of them don't exercise it. Some smokers are polite enough to refrain from smoking around people who ask them not to. Many are not -- they consider smoking to be some kind of god-given right that is not to be interfered with. To deal with them, remember Do Unto Others and find something that drives them crazy. If they complain you don't have the right to bug them, point out that they don't have the right to make your stomach turn, aggravate your allergies, or pollute the air you breathe, even though it won't do any good.
