Much of the audio for television networks is sent through
the phone system.  Notice that it sounds sort of like
a touch-tone.  I believe that it's probably some kind
of "escape sequence" or somesuch; maybe it's a wake up 
for the local franchises (who get the network for users) 
to say that this is a station-break: i.e., commercial time 
set aside that is the right of the local group to solicit.
