Why are dhtimer and dztimer called from the clock interrupt even if
you're not using the Berknet line discipline?  It looks to me like
this isn't necessary unless transmit, receive, and silo interrupts
are all off.  Also, why does the BBN network code leave out silo
interrupts in the DH driver unless you're using Berknet?  How could
they hurt?
