It seems that the Air Force had STS-10 reserved for carrying a classified satellite into orbit. But since the IUS problem has not been solved yet, they are afraid to risk their satellite. It's a shame that the Air Force can yank NASA's strings like that. In any commercial operation, if you cancel a reservation, you still have to pay unless another taker can be found.
