UUCP on VMS?  Why bother?

Why don't you go out and get a TCP/IP implementation for your VMS,
and buy some arbitrary LAN hardware (Ethernet, Pronet, etc) and
build a small local network?  Probably easier to do, and gives you
more flexibility, than just bringing up UUCP on VMS.

BRL is getting TCP/IP implementations for all our computers, and
this seems to be about the best way to make dozens of different
computers actually communicate effectively.
