In general, it is used following any grammatical error, and may also be used to indicate perverse, i.e., strange, poor, or incorrect logic. It is always used in conjunction with a quotation or paraphrase to indicate that the person using the quotation or making the paraphrase recognizes the existence of an error in grammar or logic. -phil minasian
