Right.  Taxation is the answer.  Tax the hell out of cigarettes,
AND the companies that make them.  I know that that won't stop
very many people (some of them will pay $6 for a tube of 
toothpaste that is supposed to be for smokers.  I wish it
had occurred to ME that people who will spend $N on cigarettes
would spend $6 for a tube of toothpaste!), but if we could 
balance the budget on the backs of those polluting our air,
I would at least be able to tolerate the smoke.
