Recently I noticed a newsgroup net.crypt appearing in our Junk newsgroup.
This is because we got no create message for this group.  This might be
because nobody ever posted a create message, but the more probable cause
is that the create message got lost in the network failures that have
recently been going on in the decvax area.  This raises a bit of a problem.
If you miss a control message, and run 2.10 or any other system that
demands them, then when the group starts arriving you will never know it.
You can't subscribe to junk, and there is no automatic informing system.

This seems like a bad thing.
