Count of Flanders; d. 1 Jan 961; m. Mahaud de Bourgogne, dau. of Conrad I, duke of Burgundy. He predeceased his father, Arnoul, who either associated himself with Baldwin in his government or else resigned in his favour, and on the death of his son again took possession. Succeeded by Arnoul II. [Falaise Roll, p. 187]

Although his reign was a very short one, did a great deal for the commercial and industrial progress of the country. He established the first weavers and fullers of Ghent. He also instituted yearly fairs at Ypres, Bruges, Veurne, Cossel and other cities throughout the kingdom. At Baldwin's death in 961, old Count Arnulf resumed control and spent the few remaining years of his life in securing the succession of his grandson Arnulf the Younger. [House of Forrester, p. 4]
