I know that the monitor which comes with the Amiga has inputs which let
one use it as TV (with a VCR supplying the input, for example), and I
know that the ST monitor does not have such an input (I believe it's
called "composite").

My question is: is there hope for Atari users? Is there any device which
will turn composite video/audio into RGB plus audio, as the SC1224 needs?

Conversion of RGB to Composite signal can be done with a small amount of
circuitry. I think there are IC chips that do most of the work. You have
to construct luminance and chroma signals, which is just matrixing with
resistors, and then modulate the chroma signal on a 3.57945-MHz color
subcarrier and add it to the luminance to get the composite. Or something
like that. (I can get exact details for you if you wish.)
