There are tons of these, as Synchronet and Mystic BBSes have all of
those features. Someone else already linked to the Synchronet BBS list,
which should get you to one. One of those is up at tacopronto.bbs.io
but I haven't really tested all of those features yet :). It's on DOVE,
but not FIDO.

I'm not sure how many offer POP3/IMAP and TLS. Synchronet's IMAP server has
been a little iffy in the past. I'm pretty sure that the message bases show
up as IMAP folders, last time I checked.

Being able to run IMAP, NNTP and IRC off of one box with Fido and othernet
access is pretty nice if you can find it.
