My wife is a writer who is using WORDSTAR 3.3 and needs to send
some files to a publisher who is using WORD PERFECT. While I
can easily convert the WS files to straight ASCII, I have no idea what
the WORD PERFECT files look like. Are they ASCII w/CR at end of each line?
Any help would be greatly appreciated.

WordPerfect comes with a utility called CONVERT that will do the
translation for you. Just send the publisher your wordstar file
along with a note explaining what you have done. They should be able
to run convert and tell it that the input type is Wordstar (yes, it
also accepts Multimate, DIF, and a host of others) generating a
WordPerfect file as output. The conversion will work the other way
well. WordPerfect also can "import" ASCII files without trouble,
but you will have to sacrifice most of your formatting information
without some higher level conversion step.

Of course, you could always switch to WordPerfect...

WordPerfect 4.x (I have 4.0 and am waiting for 4.1) comes with a program
called CONVERT.EXE which can convert a WordStar file to WordPerfect format
and also a WordPerfect File in a WordStar file. It handled control chars
and dot commands fine in the few times I have had to use it.

You should be able to mail the WS3.3 file and CONVERT will take care of it.

Wordperfect files have soft returns at the end of each line.
I don't believe that Wordstar uses carriage returns in its paragraphs.
The soft returns that Wordperfect uses are codes it knows, but are
unimportant. All you need to do is to ensure that no carriage returns
or linefeeds are in the paragraphs, so that they would look like long
text lines. Wordperfect should then do its automatic hyphenation and
margin setting when you load the file. Also, Wordperfect does not use
the high bits of characters, as Wordstar does, so that stripping is
necessary.
