Personally, I've moved most of my business to Amazon. Most of the items I've
seen also have a link to other sellers through Amazon ("new and used").
I bought a book last week for $0.01 ($3.99 shipping)... Another I was
interested in was $0.35... And I feel much more comfortable shopping
with/through them than I ever have with eBay...
Another site I use for most of my tech items is Buy.com...
I must admit I don't often buy older computer equipment through these sites,
but then I have more than I need at present...

Heh, they tried that here in Australia but we have laws against that, so
instead they force the seller to _offer_ paypal, but under Australian law
they must also accept other forms of payment!

At least for income tax (selling), you were supposed to be doing this
anyway... it's just that of course few if anyone actually does.
Note that eBay definitely doesn't support those new tax bills, since it makes
them less competitive and hence they figure they'll lose money.

I have sold a lot of stuff on ebay too.. The trouble is their fees are
getting so high, and the final value percentage you have to pay.. Then
on top of all of that, you get knocked a few bucks for using paypal
too.
However, in their defense, the amount of scammers working on ebay has
really caused them to have to spend a lot of money combating the
fraud. Paypal is good because it protects the buyer and seller, and
is more difficult to commit fraud with. I refuse to accept checks
because I would have to hold the item for a month before I'd be
convinced the check was any good.
It would definitely be a good thing if there were a decent competitor
to ebay, though. Unfortunately, right now ebay is the biggest player
so any seller wants to reach the widest audience possible and has no
incentive to move to some other auction site that only serves 1% as
many people. I think it would take a startup auction site millions
and millions of dollars in advertising in order to attract enough
users to ever compete.

Their push to get sellers to offer "free shipping" is also a little sneaky,
since obviously shipping isn't really free, so even if a buyer figures, "hey,
that should cost about $10 to ship, I'll bid $10 more than I otherwise would
have" eBay now gets a chunk of that extra $10.
I realize they did this somewhat in response to shipping costs being a very
common buyer complaint, and clearly many sellers were using shipping as a
profit center, which I don't feel is right. But even those sellers who were
charging actually shipping costs tended to get dinged a bit -- many people
don't realize the huge difference in "per package" shipping costing for some
guy selling a couple items per month vs. one who signed a contract with UPS
guaranteeing 1,000 shipments per month (e.g., Amazon).

Yes, I would actually say more sellers were fudging on shipping than
were being honest. I always tried to price my shipping honestly, and
in many cases lost a few bucks on shipping because it ended up costing
more than I planned. But so often you'll see a memory chip being sold
for $5 and then $15 to ship it. We all know they are going to stick
it in a padded envelope and mail it for about $1.
I, for one, and glad about the new crack down on shipping. However,
there is the issue that shipping anything via UPS tends to cost at
least $6 no matter how small or light it is. This is where people
should really investigate using the US mail instead. It really ticks
me off that I order things from Mouser Electronics, which is only
about 5 miles from my house. But they no longer allow customer
pickups there anymore, and the only shipping you can use is UPS. So I
can order 50 cents worth of resistors or something and I have to pay
almost $6 to have it shipped to me. And that is the ground service,
which fortunately gets here next day since I am so close.

the protections of PayPal aren't there but sellers are free to accept
any type of payment they wish. The seller may have been BS-ing you.

to disallow MO or Check as of January of this year.

I think the requirement is less nefarious than it is perceived. eBay
gets a lot of complaints concerning payments (I'm sure a sizable
percentage is Paypal complaints as well), so as a business owner, I can
definitely see the rationale behind wanting to restrict payment options
to channels they can deal with better or have some power to work with in
correcting issues.
However, as a buyer, I lament the lack of choices. Since I actually
like Paypal (I know, hate me if you must, but it's easy for me to use,
I've not had issues, and it provides some nice features that help as a
seller), the lament is somewhat academic. Still, I think the OP has a
valid point.
Those with strong views are happy to shout "I told you so" when I
finally fall victim to some Paypal or eBay craziness, of course.
Don't misinterpret this post as a defense of eBay and that I'm a
"fanboi". I just tend to believe eBay make a decision that, while it
has some sound business implications, creates a perception that they are
shafting the sellers and consumers. As well, it's just my opinion, and
I have been known on occasion to be less than perfectly correct in my
statements. YMMV, IANAL, FWIW, HAND, TTYL.

Hmmm. They haven't enforced it with my transactions. I didn't ask for
checks or money orders but that was worked out after the sale. My
ads asked for PayPal only but I do accept other forms.

While I can sympathize with the majority legitimate sellers, after
having been ripped off by several unscrupulous people over the years, I
won't touch an item on eBay that doesn't offer PayPal...as a buyer your
crazy if you don't insist on it. While PayPal's buyer protection is
hardly perfect, It does offer a measure of protection.
In the days before paypal, when I payed for everything with postal money
orders, if there were problems with an item, or it took forever things
to get shipped, or stuff never showed at all, there wasn't much you
could do. eBay's dispute resolution was pretty impotent, and even if
you got a crooked seller banned, they'd just start a new account... and
I've filed several mail fraud complaints and that never got me back a thing.
It's unfortunate that there aren't good alternatives to eBay for those
sellers that feel it no longer fulfills there needs and expectations,
but as it is the biggest and best known online auction service on the
net, if you want to take advantage of that, you have to expect to pay
for it... I'm not saying it fair, it's just a cost of doing business.
eBay is a not a public service, nobody's forcing sellers to use is, so
if they don't like the fees then they should stop paying them and go
else where. If enough sellers left, and they started to feel a pinch,
I'm sure eBay would restructure it's fee's, but I wouldn't expect PayPal
to go away. While I think sellers should be able to take payments in
forms other then PayPal, as a buyer I do feel that forcing EVERY seller
to accept PayPal as a payment method is needed to insure that there is
some form of protection for the purchaser and accountability from the
seller.

They can only enforce that the ad not ask for Check/MO. How you
actually complete the auction is not enforceable. Basically, they are
stating that you can't ask for Check/MO in the listing. If someone has
an issue and calls eBay on it, eBay is within their rights to say: "They
didn't offer those as payment options, so there's nothing we can do"

I can see legitimate reasons it would not show as completed via Paypal
(buyer and seller agreed to cancel, local pickup with cash, etc.)
I think the fact that they aren;t going after Check/MO transactions
bolsters my point that they simply want to contain the complaints around
transactions. If it's not shown on the ad, then eBay doesn't have to
deal with it.

According to eBay, those are not legitimate reasons.
Those would all be flagged according to eBay's rules.
You can't cancel once the sale is complete. eBay will
still exact their "pound of flesh".
Local pickup would still need payment through PayPal so
a cash transaction would be flagged.

I can;t find anywhere in the rules where, once an auction has completed
and the buyer and seller are in the payment phase, the buyer cannot
arrange with the seller to *not* buy the item. If the seller and the
buyer agree to not complete the transaction, then nothing has been done
wrong. eBay still gets their "pound of flesh" on the listing, though
they won't get it in Paypal fees. So, if that is allowed, I see no
reason why an auction with a cash sale on local pickup cannot be handled
the same way.
If you can point to rules on their web site that say otherwise, I'll
stand corrected, but all I can find are statements that note that eBay
does allow cash for local pickups, just that you cannot refuse Paypal as
a viable payment option.
Thus, until evidence is given to the contrary, I still maintain that
there are legitimate reasons why a sale with Paypal as the payment
option would not be listed as completed via Paypal. As such, accepting
cash/check/MO is still possible. I will agree that advertising that you
accept any of those items is not allowed, which means that buyers will
have to contact you ahead of time, or visit a web site of your that
states the additional payment options (the link would have to be
non-obvious, because I recall the rules states that you cannot link to
information about other payment options either).

I was talking about a paranoid view of an eBay future where they clamp
down on all transactions. I sometimes forget that, when typing, people
can't see the nuances of a conversation such as body language, facial
expressions, etc. Sorry about that!
