Even the authors know it: the title of the House Intelligence bill was the \u201cEnd Bulk Collection Act\u201d for just one day before it was changed, perhaps because, as Techdirt\u2019s Mike Masnick wrote, \u201c[Rep Mike] Rogers and his staff realized that \u2026 was so bogus that they couldn\u2019t go forward.\u201d<\/p>\n

Curiously, a large majority of the House bill focuses on new ways for the government to collect data from \u201celectronic communications service providers\u201d \u2013 also known as the internet companies. Why is a bill that\u2019s supposedly about ending bulk collection of phone-call data focused on more collection of data from internet companies?<\/p>\n
