Many nations around the world are seeing alarming rises in cases and deaths, totals that in many instances exceed the highs reached in March, April, and May.<\/p>\n<p>From the beginning of the pandemic, governments around the world have tried to tame the virus. All have failed, to varying degrees.<\/p>\n<p>Whether governments implement draconian lockdowns, modest lockdowns, or no lockdowns at all, the virus has spread. Some countries with harsh lockdowns have fared better; many have fared worse. As some have <a rel=\"nofollow\" href=\"https:\/\/www.aier.org\/article\/the-virus-doesnt-care-about-your-policies\/\" class=\"keychainify-checked steem-keychain-checked\">pointed out<\/a>, the virus doesn\u2019t seem to care what policies you put in place.<\/p>\n<p>Belgium, for example, has the second highest COVID-19 death rate in the world even though it implemented one of the strictest lockdowns in the world (81.5 <a rel=\"nofollow\" href=\"https:\/\/ourworldindata.org\/grapher\/covid-stringency-index?time=2020-07-18\" class=\"keychainify-checked steem-keychain-checked\">stringency<\/a>). Italy and Spain had even harsher lockdowns, and both countries are also among the most devastated by the virus. (Italy\u2019s current death rate is lower than that of Belgium and Spain, but the country is facing a resurgence of the virus that looks positively frightening.)<\/p>\n<div style=\"display: flex; max-width: 550px; width: 100%; margin-top: 10px; margin-bottom: 10px;\"><iframe id=\"twitter-widget-0\" scrolling=\"no\" frameborder=\"0\" allowtransparency=\"true\" allowfullscreen=\"true\" class=\"\" style=\"position: static; visibility: visible; width: 550px; height: 659px; display: block; flex-grow: 1;\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?creatorScreenName=feeonline&amp;dnt=false&amp;embedId=twitter-widget-0&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1326936669468102656&amp;lang=en&amp;origin=https%3A%2F%2Ffee.org%2Farticles%2Fhow-finland-and-norway-proved-sweden-s-approach-to-covid-19-works%2F&amp;siteScreenName=feeonline&amp;theme=light&amp;widgetsVersion=ed20a2b%3A1601588405575&amp;width=550px\" data-tweet-id=\"1326936669468102656\"><\/iframe>\n<\/div>\n<p>We can <a rel=\"nofollow\" href=\"https:\/\/ourworldindata.org\/grapher\/covid-stringency-index?time=2020-11-12\" class=\"keychainify-checked steem-keychain-checked\">measure lockdown stringency<\/a> because of a feature created by Our World in Data, a research team based at the University of Oxford that produces information in all sorts of wonderful charts and graphs.<\/p>\n<p>While most of the world went into lockdown in March, Swedish officials chose to forgo a full lockdown, opting instead for a \u201c<a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/could-sweden-s-laissez-faire-approach-to-the-coronavirus-actually-work\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">lighter touch<\/a>\u201d approach that relied on cooperation with citizens, who were given public health information and encouraged to behave responsibly.<\/p>\n<p>Our World in Data shows Sweden\u2019s government response stringency never reached 50, peaking at about 46 from late April to early June.&nbsp; (As a point of reference, the US averaged a stringency of about 70 from March to September.) This is well below the top stringency of Spain (85) and Italy (94).&nbsp;<\/p>\n<p>Yet, Sweden\u2019s per capita death rate <a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/5-charts-that-show-sweden-s-strategy-worked-the-lockdowns-failed\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">is lower<\/a> than Spain, Belgium, Italy and other nations despite the fact that it did not initiate a lockdown. As a result, Sweden\u2019s economy <a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/bbc-sweden-s-economy-is-doing-way-better-than-the-rest-of-the-eu-during-the-covid-19-pandemic\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">was spared<\/a> much of the damage these nations suffered (though not all).<\/p>\n<p>Despite the apparent success of Sweden\u2019s strategy, the Swedes have found themselves attacked. The<em> New York Times <\/em>has described Sweden\u2019s policy as a \u201c<a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/why-sweden-succeeded-in-flattening-the-curve-and-new-york-failed\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">cautionary tale<\/a>,\u201d while other media outlets have used it as an illustration of <a rel=\"nofollow\" href=\"https:\/\/www.cbsnews.com\/news\/sweden-covid-coronavirus-deaths-make-sweden-example-of-how-not-to-deal-with-covid-19\/\" class=\"keychainify-checked steem-keychain-checked\">how not to handle<\/a> the coronavirus.<\/p>\n<p>Critics of Sweden\u2019s policy point out that although Sweden has experienced fewer deaths than many European nations, it has suffered more than its Nordic neighbors, Finland and Norway.<\/p>\n<p>This is true, but it needs to be contextualized.<\/p>\n<p>Norway and Finland have some of the lowest COVID-19 death rates in the world, with 54 deaths per one million citizens and 66 per million respectively. This is well below the median in Europe (240 per million) and Sweden\u2019s rate (605 per million).<\/p>\n<p>What these critics fail to realize is that both Finland and Norway have had <em>less restrictive<\/em> policies than Sweden for the bulk of the pandemic\u2014not more lockdowns.<\/p>\n<p>Norway\u2019s lockdown stringency has been less than 40 since early June, and fell all the way to 28.7 in September and October. Finland\u2019s lockdown stringency followed a similar pattern, floating around the mid to low 30s for most of the second half of the year, before creeping back up to 41 around Halloween.<\/p>\n<p>When people compare Sweden unfavorably to Finland and Norway to dismiss its laissez-faire policy, they are drawing the opposite conclusion from what the data point really reveals. Yes, Finland and Norway have lower deaths than Sweden\u2014but they have actually been <em>more <\/em>laissez-faire than their neighbor for the majority of the pandemic.<\/p>\n<div>\n<div id=\"om-fqmeg7lcejd7fy5oro5r-holder\">\n<\/div>\n<p>Since June, Finland and Norway have had less restrictive government policies than Sweden, and both nations have endured the coronavirus remarkably well. They have been among the freest nations in the world since early June, and COVID-19 deaths have been miniscule.<\/p>\n<div style=\"display: flex; max-width: 550px; width: 100%; margin-top: 10px; margin-bottom: 10px;\"><iframe id=\"twitter-widget-1\" scrolling=\"no\" frameborder=\"0\" allowtransparency=\"true\" allowfullscreen=\"true\" class=\"\" style=\"position: static; visibility: visible; width: 550px; height: 640px; display: block; flex-grow: 1;\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?creatorScreenName=feeonline&amp;dnt=false&amp;embedId=twitter-widget-1&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1326950967552708609&amp;lang=en&amp;origin=https%3A%2F%2Ffee.org%2Farticles%2Fhow-finland-and-norway-proved-sweden-s-approach-to-covid-19-works%2F&amp;siteScreenName=feeonline&amp;theme=light&amp;widgetsVersion=ed20a2b%3A1601588405575&amp;width=550px\" data-tweet-id=\"1326950967552708609\"><\/iframe>\n<\/div>\n<p>Neither country even has a mask mandate, though both <a rel=\"nofollow\" href=\"https:\/\/www.loc.gov\/law\/foreign-news\/article\/finland-government-issues-recommendation-on-wearing-face-masks-in-public\/#:~:text=Top%20Recent%20Articles-,Finland%3A%20Government%20Issues%20Recommendation%20on%20Wearing%20Face%20Masks%20in%20Public,Institute%20for%20Health%20and%20Welfare.\" class=\"keychainify-checked steem-keychain-checked\">implemented<\/a> mask <a rel=\"nofollow\" href=\"https:\/\/www.forbes.com\/sites\/davidnikel\/2020\/08\/14\/norway-recommends-face-masks-in-oslo-for-first-time-since-coronavirus-pandemic-began\/\" class=\"keychainify-checked steem-keychain-checked\">recommendations<\/a> in August. In Norway, private gatherings in public places are still permitted, though the capacity was <a rel=\"nofollow\" href=\"https:\/\/www.forbes.com\/sites\/davidnikel\/2020\/10\/27\/norway-pm-tightens-coronavirus-rules-to-save-christmas\/?sh=4cf9812ac161\" class=\"keychainify-checked steem-keychain-checked\">recently reduced<\/a> to 50 people (down from 200).<\/p>\n<p>In Finland, people say daily life hasn\u2019t changed very much.<\/p>\n<p>\u201cMy daily life actually hasn\u2019t been affected too much,\u201d healthcare assistant Gegi Aydin <a rel=\"nofollow\" href=\"https:\/\/www.euractiv.com\/section\/languages-culture\/news\/finland-europes-quiet-success-in-covid-19-fight\/\" class=\"keychainify-checked steem-keychain-checked\">told one<\/a> local news station.<\/p>\n<p>The lighter touch approach can be seen in their economies, as well. In the second quarter of 2020, Norway and Finland saw their economies contract by <a rel=\"nofollow\" href=\"https:\/\/www.dailysabah.com\/business\/economy\/norway-in-recession-as-2nd-quarter-gdp-falls-at-record-pace\" class=\"keychainify-checked steem-keychain-checked\">6.3 percent<\/a> and 6.4 percent respectively. That\u2019s about half the <a rel=\"nofollow\" href=\"https:\/\/ec.europa.eu\/eurostat\/documents\/2995521\/10545471\/2-08092020-AP-EN.pdf\/43764613-3547-2e40-7a24-d20c30a20f64#:~:text=In%20the%20second%20quarter%20of,office%20of%20the%20European%20Union.\" class=\"keychainify-checked steem-keychain-checked\">11.8<\/a><a rel=\"nofollow\" href=\"https:\/\/ec.europa.eu\/eurostat\/documents\/2995521\/10545471\/2-08092020-AP-EN.pdf\/43764613-3547-2e40-7a24-d20c30a20f64#:~:text=In%20the%20second%20quarter%20of,office%20of%20the%20European%20Union.\" class=\"keychainify-checked steem-keychain-checked\"> <\/a><a rel=\"nofollow\" href=\"https:\/\/ec.europa.eu\/eurostat\/documents\/2995521\/10545471\/2-08092020-AP-EN.pdf\/43764613-3547-2e40-7a24-d20c30a20f64#:~:text=In%20the%20second%20quarter%20of,office%20of%20the%20European%20Union.\" class=\"keychainify-checked steem-keychain-checked\">percent drop<\/a> of the European Union, and well below that experienced by Spain (-18.5%) and the United Kingdom (-19.1%). It\u2019s even lower than that of Sweden, which saw a decline of 8.6 percent.<\/p>\n<p>Despite their low lockdown stringency, Norway and Finland are among the only places in Europe you\u2019ll find considered <a rel=\"nofollow\" href=\"https:\/\/www.thesun.co.uk\/travel\/13125479\/countries-high-risk-europe-holiday-destinations\/\" class=\"keychainify-checked steem-keychain-checked\">safe for travel<\/a>.<\/p>\n<p>As I\u2019ve pointed out <a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/why-sweden-succeeded-in-flattening-the-curve-and-new-york-failed\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">before<\/a>, people aren\u2019t attacking the results of Sweden\u2019s policies. They are attacking the nature of its policies. Of course, there are many nations that have been hit much harder than Sweden. Their numbers have remained low with moderately strict lockdowns and with laissez-faire policies.&nbsp;<\/p>\n<p>With the coronavirus resurging around the world, there is talk of implementing another round of crippling lockdowns. World leaders are facing immense pressure to \u201cdo something.\u201d<\/p>\n<p>This would be a mistake. Lockdowns come with severe and deadly <a rel=\"nofollow\" href=\"https:\/\/www.google.com\/url?q=https:\/\/fee.org\/articles\/4-life-threatening-unintended-consequences-of-the-lockdowns\/&amp;sa=D&amp;ust=1605212592973000&amp;usg=AOvVaw2cQ4FhtjFUJzCr4MPttk02\" class=\"keychainify-checked steem-keychain-checked\">unintended consequences<\/a>. Moreover, they have proven utterly ineffective at taming the virus\u2014which is why the World Health Organization is now <a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/who-reverses-course-now-advises-against-use-of-punishing-lockdowns\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">advising against their use<\/a>.<\/p>\n<p>The reality is, humans are unwilling to accept how powerless they are to stop this virus. They are unwilling to admit <a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/lockdown-despotism-and-the-control-panel-delusion\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">they cannot <\/a><a rel=\"nofollow\" href=\"https:\/\/fee.org\/articles\/lockdown-despotism-and-the-control-panel-delusion\/\" class=\"keychainify-checked steem-keychain-checked\" data-toggle=\"popover\">control<\/a> it.<\/p>\n<p>Decades ago, in his Nobel Prize acceptance speech, the economist F.A. Hayek <a rel=\"nofollow\" href=\"https:\/\/www.nobelprize.org\/prizes\/economic-sciences\/1974\/hayek\/lecture\/\" class=\"keychainify-checked steem-keychain-checked\">warned of<\/a> the dangers of such hubris. If man continued to live in ignorance of the limits of his knowledge, it would breed a \u201cfatal striving to control society \u2013 a striving which makes him not only a tyrant over his fellows, but which may well make him the destroyer of a civilization\u2026\u201d<\/p>\n<p>It\u2019s a lesson that has never been more important.
