{"id":14842,"date":"2016-12-08T14:06:42","date_gmt":"2016-12-08T14:06:42","guid":{"rendered":"http:\/\/www.megalextoria.com\/wordpress\/?p=14842"},"modified":"2016-12-08T14:06:42","modified_gmt":"2016-12-08T14:06:42","slug":"another-week-another-65-new-regulations","status":"publish","type":"post","link":"http:\/\/www.megalextoria.com\/wordpress\/index.php\/2016\/12\/08\/another-week-another-65-new-regulations\/","title":{"rendered":"Another Week, Another 65 New Regulations"},"content":{"rendered":"<div class=\"article-body-text\">\n<p>As the <em>Federal Register<\/em> climbed above 87,000 pages for the first time in its 81-year history, agencies issued new rules ranging from landfills to movie theaters.<\/p>\n<p>On to the data:<\/p>\n<ul>\n<li>Last week, 65 new final regulations were published in the <em>Federal Register<\/em>, after 85 the previous week.<\/li>\n<li>That\u2019s the equivalent of a new regulation every two hours and 35 minutes.<\/li>\n<li>With 3,454 final regulations published so far in 2016, the federal government is on pace to issue 3,722 regulations in 2016. Last year\u2019s total was 3,406 regulations.<\/li>\n<li>Last week, 2,006 new pages were added to the <em>Federal Register<\/em>, after 2,292 pages the previous week.<\/li>\n<li>Currently at 87,297 pages, the 2016 <em>Federal Register<\/em> is on pace for 94,071 pages. This would exceed the 2010 <em>Federal Register<\/em>\u2019s previous all-time record adjusted page count of 81,405.<\/li>\n<li>Rules are called \u201ceconomically significant\u201d if they have costs of $100 million or more in a given year. 30 such rules have been published so far in 2016, one in the last week.<\/li>\n<li>The running compliance cost tally for 2016\u2019s economically significant regulations ranges from $23.5 billion to $36.2 billion.<\/li>\n<li>277 final rules meeting the broader definition of \u201csignificant\u201d have been published this year.<\/li>\n<li>So far in 2016, 580 new rules affect small businesses; 99 of them are classified as significant.<\/li>\n<\/ul>\n<p>Highlights from selected final rules published last week:<\/p>\n<ul>\n<li>The federal government charges a fee to everyone who flies\u00a0through U.S. airspace, even if their flights neither take off nor land on American soil. A new rule <a href=\"https:\/\/www.federalregister.gov\/documents\/2016\/11\/29\/2016-28589\/update-of-overflight-fee-rates\">updates those fees<\/a>.<\/li>\n<li>Another type of opiate is being <a href=\"https:\/\/www.federalregister.gov\/documents\/2016\/11\/29\/2016-28693\/schedules-of-controlled-substances-temporary-placement-of-furanyl-fentanyl-into-schedule-i\">classified as a Schedule I controlled substance<\/a>, the Drug Enforcement Administration\u2019s most severe category.<\/li>\n<li>A <a href=\"https:\/\/www.federalregister.gov\/documents\/2016\/11\/30\/2016-27844\/medicaid-and-childrens-health-insurance-programs-eligibility-notices-fair-hearing-and-appeal\">new Medicaid rule<\/a> will increase state and federal spending by a combined $191 million in 2016, and $209 in 2017.<\/li>\n<li>The Environmental Protection Agency is implementing new <a href=\"https:\/\/www.federalregister.gov\/documents\/2016\/11\/30\/2016-27981\/greenhouse-gas-reporting-rule-leak-detection-methodology-revisions-and-confidentiality\">reporting requirements for greenhouse gas emissions<\/a> for petroleum and natural gas systems. The estimated cost is roughly $110,000 per year.<\/li>\n<li>Washington State requires <a href=\"https:\/\/www.federalregister.gov\/documents\/2016\/11\/28\/2016-26754\/determination-of-full-program-adequacy-of-washingtons-municipal-solid-waste-landfill-permitting\">permits for landfills<\/a>.
