Grubbs is the former chairman of the Iowa Republican Party. He previously led Bob Dole and Steve Forbes to great success in the Iowa caucus. Now he\u2019s working at the top of Rand PAC.<\/i><\/p>\n<p><i>\u201cWe have 1,019 precinct campaigns in every corner of the state,\u201d Grubbs said. \u201cHe\u2019s peaking at just the right time. Four years ago, Rick Santorum was in last place 23 days out. He rose to win it. There\u2019s been a lot of movement here in the last three weeks. If you want to be in the right place at the right time, you need to have the ground game ready to go.\u201d<\/i><\/p>\n<p><i>\u201cFor the first time since 2000, the caucus will occur while college is in session,\u201d Grubbs said. \u201cWe have campus organizations at more than twenty University of Iowa colleges and universities.<\/i><\/p>\n<p><i>\u201cThey\u2019ll register at the caucus,\u201d Grubbs said of his younger libertarian-minded voters. \u201cIt\u2019s better to register the day of the caucus. If you register January 10 at your local county auditor, then they\u2019ll pull the punch list on caucus day and your name won\u2019t be there. Because they\u2019re just using the most recent list they have from the state of Iowa, and that\u2019s a government! How often do they refresh? Then if your name isn\u2019t there, there\u2019s a challenged ballot.\u201d<\/i><\/p>\n<p>Paul himself <a href=\"http:\/\/t.umblr.com\/redirect?z=http%3A%2F%2Fwww.pbs.org%2Fnewshour%2Frundown%2Frand-paul-tells-gwen-ifill-he-has-hidden-advantage-in-iowa-ground-game%2F&amp;t=NDIzN2ZlYWIwOWQ0ZGZjMzhmNzIwZGRlY2FiZDQ1MzE5MmRjZDIzMyxUSU92TElDbQ%3D%3D\" target=\"_blank\">recently pointed out<\/a> that the campaign has a goal of turning out 10,000 college students:<\/p>\n<p><i>In an interview with PBS NewsHour\u2019s Gwen Ifill on Thursday, the Kentucky Republican said that his campaign has a \u201creal shot\u201d of reaching its goal to draw 10,000 students to the polls next month \u2014 an ambitious goal for any GOP candidate, including the current front-runners, Sen. Ted Cruz of Texas and real estate developer Donald Trump.<\/i><\/p>\n<p><i>The campaign is targeting students \u201con campus, really trying to organize dorm by dorm,\u201d Paul said. \u201cWe have a really good ground game.\u201d<\/i><\/p>\n<p><i>Paul said his campaign has placed 500,000 phone calls to voters across Iowa and has 1,000 precinct chairs in the state, more than any of his GOP rivals, with two weeks to go before voting begins.<\/i><\/p>\n<p><i>Note: Since Paul\u2019s interview a few days ago, the campaign <a href=\"http:\/\/t.umblr.com\/redirect?z=https%3A%2F%2Fwww.facebook.com%2Fiowaforrandpaul%2Fvideos%2F953258471378786%2F&amp;t=MjliNDNhN2FlNDlhOTk3NWU4MGJiMmE4MWQzODY3MTk5YzQ0ZTFkZixUSU92TElDbQ%3D%3D\" target=\"_blank\">has reached 700,000 phone calls<\/a>and has a goal of 1 million.<\/i><\/p>\n<p>Paul has some strong outside help that adds yet another layer to his impressive organization. PurplePac <a href=\"http:\/\/t.umblr.com\/redirect?z=http%3A%2F%2Fwww.politico.com%2Fstory%2F2016%2F01%2Frand-paul-super-pac-iowa-ad-buy-217290&amp;t=NWQ1NDQ3ZTQ5YWEzMTUxNTY4YjM5MjAxMDAzNGQyYTJkNDk3YWZjYixUSU92TElDbQ%3D%3D\" target=\"_blank\">reserved $500,000 in ads<\/a> for him earlier this month. But perhaps more impressive have been the efforts of <a href=\"http:\/\/t.umblr.com\/redirect?z=https%3A%2F%2Fwww.washingtonpost.com%2Fnews%2Fpost-politics%2Fwp%2F2016%2F01%2F14%2Fpro-rand-paul-super-pac-announces-3-million-haul-as-the-candidate-preps-for-debate-counter-programming%2F&amp;t=YWU4YWRmMWQ3MGM0MGQ0NWQxMGQxM2Q4NjMyYmYyMmQyNjUzMjI3MSxUSU92TElDbQ%3D%3D\" target=\"_blank\">Concerned American Voters<\/a>, lead by Matt Kibbe (formerly of FreedomWorks) and Young Americans for Liberty President Jeff Frazee. CAV has had at least<a href=\"http:\/\/t.umblr.com\/redirect?z=http%3A%2F%2Freason.com%2Fblog%2F2015%2F06%2F18%2Fmatt-kibbe-leaves-freedomworks-to-head-u&amp;t=NTJjYzkzOTY3ODM0ZmVlZTM1ZmZhZWZmMmFhNmZhOTE2M2Q0OWJjYixUSU92TElDbQ%3D%3D\" target=\"_blank\">40 full-time, paid staffers<\/a> since it started in June.<\/p>\n<p>Frazee <a href=\"http:\/\/t.umblr.com\/redirect?z=https%3A%2F%2Fwww.washingtonpost.com%2Fnews%2Fpost-politics%2Fwp%2F2016%2F01%2F14%2Fpro-rand-paul-super-pac-announces-3-million-haul-as-the-candidate-preps-for-debate-counter-programming%2F&amp;t=YWU4YWRmMWQ3MGM0MGQ0NWQxMGQxM2Q4NjMyYmYyMmQyNjUzMjI3MSxUSU92TElDbQ%3D%3D\" target=\"_blank\">recently gave an update<\/a> on the notable progress his PAC has made:<\/p>\n<p><i>\u201cWe\u2019re waiting for Rand to catch fire,\u201d Frazee said. \u201cIf that happens in Iowa, there are millions of dollars sitting on the sidelines, waiting for him.\u201d<\/i><\/p>\n<p><i>Concerned American Voters got off the ground in June, and since then it has made 1.1 million voter contacts in Iowa to identify 37,352 likely caucus goers. They\u2019ve been marked as certain to support, likely to support, or maybe to support Paul.<\/i><\/p>\n<p>Overall, the Paul organization-both the campaign and outside support-is extremely impressive. And the goal of forging a winning coalition cannot be understated.<\/p>\n<p>Though Paul has focused heavily on the college vote, he hasn\u2019t neglected rural areas of the state. While some candidates such as Donald Trump have taken to pandering on ethanol mandates, Paul has been emphasizing his <a href=\"http:\/\/t.umblr.com\/redirect?z=http%3A%2F%2Fwww.desmoinesregister.com%2Fstory%2Fnews%2Felections%2Fpresidential%2Fcaucus%2F2016%2F01%2F08%2Fpaul-opposes-use-eminent-domain-pipeline%2F78516246%2F&amp;t=MGJiZjEyNTRlYjNjZjg2MTYxNjg1NGVjOTA0MmY5MzRmOWI3NmZmMyxUSU92TElDbQ%3D%3D\" target=\"_blank\">strong opposition to eminent domain<\/a>:<\/p>\n<p><i>He spoke to a crowd of about 80 in Oskaloosa at an event billed as an eminent domain town hall.
