I a message similar to this whenever our /usr/spool has a dramatic change
in file space use:

> Sep 24 23:20
> /usr/spool: optimization changed from TIME to SPACE

1) Why do I only get this on /usr/spool?
2) If I believe what it says, it's wrong. It claims to switch to
SPACE optimization when lots of space is available, and to switch
to TIME optimization when no space is available, which makes no sense.
