At least as far as the section relating to the US government goes, the
Commodore license agreement is not out of line.  The US courts have
decided that the government isn't bound by some of the same copyright
restrictions that apply to citizens.  Companies still have protection
under certain specific agreements, but it is considered a good idea to
post a reminder along with any other copyright terms.
