I've been trying to change the value of load-path for users on our
system.  The problem is that I want to *add* a directory to the path.
We have a directory with additions to the lisp code collection in a
directory EMACS_LIBRARY:[LOCAL.LISP] that I would like in the search
path.  Setting the EMACSLOADPATH variable doesn't work correctly
for multiple directory names.  I tried putting this in site-init.el
but it still doesn't set load-path. 

Is there anything I can do short of a recompile?

We're running GNU Emacs 18.55 on a VAX/VMS 5.1-B.
