Bob, It's not really true that IBM doesn't publish protocol information,
although sometimes not officially defining the publication as the final
authority.  Some examples:

For SNA:
  Systems Network Architecture Format and Protocol Reference Manual:
  Architectural Logic, IBM form number SC30-3112.

  Systems Network Architecture Format and Protocol Reference Manual:
  Architecture Logic for LU Type 6.2, IBM form number SC30-3269.

  Systems Network Architecture Format and Protocol Reference Manual:
  Distribution Services, IBM form number SC30-3098.

For NJE (RSCS, JES, and HASP):
  Network Job Entry Formats and Protocols for System/370 Program
  Products, IBM form number GG22-9373.

Beware, however, that these manuals add up to well over a thousand pages.
