Yes.

1.  To form a local group, read the ACM SIGGRAPH newsletter Computer Graphics
and then contact Lou Katz, the SIGGRAPH local groups reprentative on EC.  He
can be reached as:

2.  You don't have to be a local group to get full sets of course notes.
Anyone can order them in advance.  Universities (and similar educational
institutions) can order them at special rates.  See the newsletter for
details (this happens once a year, so you will need to scan back a few
issues).
