A couple of meetings back we agreed to put /usr/new
into the standard search rules on daisy.

I finally remembered to do that,
but I now notice that /usr/new duplicates some commands
that are under the other directories (e.g. ctags).

I've put /usr/new at the end of the PATH to avoid breaking things
for the moment, but since there are duplicates, does that mean that
/usr/new is supposed to go at the front of the standard stuff?
