In case anyone else is interested in the proposed solution to this problem...
All of the answers I received (7 or 8 of them) reccomended the same
software :

Guard Dog, a cdev to prevent changes to the desktop without knowing a 'trick'
(or maybe a password).

It's shareware for $20... you may be able to find it on-line, or you may
want to call Nemesis directly. 
  
Apparently the software allows you to set a password and, optionally, a 
certain key combination so that files cannot be moved, copied, or
deleted unless the key combination (or password) is given. Hope this is of
