I've tried direct email to the authors without success, so here goes:

I'm looking for a compression utility that I can ship with commercial
software. The utility will be used for initial installation (to reduce
the number of disks needed), but it would also be nice to let the
customers use it for other purposes. There will be no attempt to
restrict further distribution of the compression utility, if that is
a license requirement. Distribution fee or royalty is fine (as long
as it's reasonable).

I've seen conflicting information about whether ZOO can be distributed
this way. Does anyone know for sure (I can't reach Rahul Dhesi).

How about PKPAK and PKUNPAK.

If neither of these, does anyone have recommendations? (I have moral
qualms about using SEA ARC).
