The most likely reasons for this are wrong cable, cable not plugged in completely, or bad logic board on the DW. Since you tried a new DW, I suspect that the cable may be incorrect. The DW uses the Standard Apple Peripheral-8 Cable. This cable switches the transmit and receive lines in the RS-422 interface. You may have a cable that does not switch these lines. Also, make sure that none of the pins in the cable have been damaged or pushed back in the connector. The DW needs both + and - lines on the transmit side to work.
