The H flag was added -- as far as I can tell -- to allow the mailer to
peak at the message.  I believe it is so that 1) the mailer can tell if
it is a regular mail message or, for example, a compound document and
2) it is the way that the mailer gets the addresses (since you'll notice 
they are not passed on the argument line in the mailer definition).  Further,
UMC probably needs this peaking capability.
