I don't have SVAT up any more, but as I recall you need to use
patch on something named .ulimit or ulpatch or .ulpatch:
use patch on the kernel with these arguments and see
if you get a reasonable value.  Then patch the kernel;
you might want to make a shell script with these and clock
patches, etc., if you rebuild your kernel from time to time.

(If you're really in trouble I might be able to dig it
out of an old backup tape but it'll take a long time.)
