Check the settings of the board against the devices command.  My settings:
rsa : 98000
res : 99fff
brsa: 9a000
brea: 9ffff
il1 : 3

I suspect these do not match the board.  Also, some settings will not work.
These work for me, so I suggest you try them.  Check the IBM RT PC Guide to
Installation, pp. 6-11 to 6-16 for the baseband adapter.
