When I got my upgrade from 5.0 to 5.1 I was offered the opportunity to buy just the DOS part of the package as the upgrade, or the whole thing with OS/2 support, so it is possible to have 5.1 and not have OS/2 support. I have no knowledge as to whether it is possible to buy the package off the shelf with only DOS support, but I would guess that the package you buy in the store contains the "whole thing".
