Yeah, there is an apparent industry standard known as the Targa 16
a medium resolution frame grabber that works well in a 286 (AT) machine.
I am currently purchasing a system here in Palo Alto, er, rather, in 
Sunnyvale, CA.  I have received quotes from Savvy in PA, Videomedia in
Sunnyvale, and GESI over in Berzerkly.  A low end system with Camera 
and software will run in the $10K-$20K category.

I am using the system up at HP Labs in Stanford Park.
