solve difficult learning control problems" IEEE Trans. on
Systems, Man & Cybernetics 13 p. 834 (1983).  This article is
reprinted in James Anderson's  marvelous collection of classic
papers, Neurocomputing (MIT Press, 1988).

An interesting paper on the credit assignment problem!
