They actually say "Ici farce Canada", which is a take-off on the
french CBC (SRC-Societe Radio Canada) identifing phrase "Ici Radio Canada".

The SRC phrase means "This is the CBC", while the take-off means
"This is funny radio Canada" (or thereabouts).
