Sure--hook up a monitor, turn it on, and look at the bottom of the screen.
A ROM 3 machine says "ROM Version 3", and a ROM 1 machine says
"ROM Version 01".

(That's not the only way to tell the difference, but it's the most obvious.
Other things you could do include hitting Apple-Ctrl-ESC and choosing the
Control Panel.  The ROM 03 Control Panel has Keyboard and Mouse subsections
instead of the Options subsection.)
