Now I don't know much the IBM PC and related products, so this is a
very naive question. Anyway, I have a friend who happens to live in a
country outside Europe where the IBM PC is the most widespread piece
of hardware. He'd like to get hold of copies of Emacs and LaTeX.

My simple question is thus:

Are these (to me, at least) indispensable programs available for the
IBM PC ? How does one get hold of a them ? (Addresses, price etc.)
How about the output (dvi2ps-like programs etc.) ?
