One of the situations I am talking about above:

My System: A1000, 512K, 2 floppy drives


One problem is with VLT. I didn't have enough memory to put an
ARP workbench in df0: and run VLT from df1:. Also there wasn't enough space on
the VLT disk to install ARP. So to run VLT I had to boot from the VLT disk in
df0:, but Then VLT couldn't find ARP.  If I booted with the ARP workbench, I
didn't have enough memory for VLT. Very frustrating.
