I know a few days have elapsed, but I think I have something worthy to add 
to the discussion on SIMM speeds.
          
I work for Motorola in Austin, Texas.  We do final test on all the 020's
and 030's (and yes, 040's).
         
I don't think the following constitutes a trade secret:
  If we are unable to ship enough 16MHz units to satisfy demand, we mark
20 or 25MHz units as 16s ("downgrading") and ship 'em!
             
In fact, I don't think any DRAM (memory) or CPU manufacturer produces slow 
units on purpose.  We produce the fastest CPUs we can, and do a sort test
in order to determine what they are capable of.
