After a very long time I have come to the conclusion that bison
may not work if you have useless productions in your grammar.
Yacc will simply ignore these, after warning the user.  Bison also
warns.

Mail me if you want my specific example.  

The doc's say that bison is upward compatible for properly written
grammar.  I don't beleive that a useless rule constitutes an 
improper grammar.
