We considered it for C News as well, particularly when Bob Webber was
being obnoxious about moderated groups.  We came to pretty much the same
conclusion:  it's hard, you really need serious-cryppie help, and the
choice of algorithm is a problem.  (Not to mention, it's not good for
performance.)  So we said "not just now".
