Emacs 19 has Unix-compatible support for subprocesses on VMS.
Sorry, I don't know when version 19 will come out.

Mere support for subprocesses won't make the various Emacs facilities
work, since you also need replacement programs for the Unix-oriented
utilities that they invoke.  And the Unix interface may not make
sense on VMS; it may convey the wrong kinds of information.
