Does the Apollo version of /etc/ping use a non-standard icmp packet?
There are various machines on the internet that will not respond to
a ping from an Apollo but will respond to pings from other types
of machines on our campus (such as bsd VAXes, Suns, Encore, etc).
I know it is not a routing or connectivity problem because the remote
hosts will respond to a ftp or telnet connect request from the Apollos.
I don't think that it is a filtering problem in our gateway because
other remote hosts will respond to pings from the Apollos.
I would appreciate any suggestions as to what is going on or how to
fix it.

Specifics:
    OS: SR9.7.x
    tcp/ip v3.1
    non-responding remote host: eddie.mit.edu (18.62.0.6)
    responding remote host: umix.cc.umich.edu (35.1.1.10)
