I think it's an optional part of AIX.  I've got it on my system and /usr/bin/man
is just a shell script. The man pages are in /usr/man/cat? in either straight or
packed pre-nroffed format.  The shell script also seems to be able to handle user
provided man pages in 'nroff -man' format.
