PC-TeX is sold on our campus to students for $2. That's right, two bucks,
including dot-matrix printer drivers, Latex, Bibtex etc. Everything
else including laser printer drivers and screen previewers is
available public domain. Of course that student needs lots of (cheap) disks
and maybe a $15 manual. There is a public domain TeX itself
(the only part of the $2 thing that is copyright) but I don't know where.
Perhaps your campus has a similar deal.
