I am very negative towards the idea of a new IP protocol.  I think if
we're going to go to variable format addresses, we might as well use
ISO IP.  After all, that seems to be the major difference.  A new IP
with ISO address formats seems to add yet another protocol when we're
having enough trouble getting two protocols right.  I propose that we
adopt the following policy: Until half of the network numbers of any
class, we continue the current policy of encouraging all IP users to
get their own network number.  When half of the class B or class C
addresses have been given out, the IAB should reevaluate the
situation, and adopt more restrictive policies, such as giving out
official network numbers only to those connected to the Internet.
