I think I can answer some of your questions about DiskTools II,
since I'm the author...

I really don't know for sure about DiskTop leaving something
hanging around in the System heap, but I can certainly assure
you that DiskTools II doesn't.

As far as user interface etc. goes, well, I will say that I
have my ardent fans, and they have theirs. BUT - I designed
DiskTools II with a close eye on how DiskTop did things,
and tried to improve on every single one of them, from
all the command-key shortcuts that I built into DiskTools to
the way that the window gets refreshed cleanly, and only
when necessary, unlike the way DiskTop does it.

We have a maintenance upgrade in the works as well (it goes
for the final 2-week test blitz at the end of this week)
to clean up some System 6.0.2 minor glitches, as well as
add some new features (like support for the 'vers' resource
so our Get Info dialogs look just like the Finder's).

I know I may sound like a salesman, but you also get 6 other
DAs in the DiskTools Plus package, including a useful Calendar
and flexible Note Pad/Phone Dialer DA.
