I found the same thing, when I recently had a second line installed.  I asked
the phone company technician about it, and he agreed.  He said, however, that
"most people don't know enough to be able to do anything with it".

Not only can you tap someone's phone (or vice versa), but you could make LD
calls on their ticket.
