Something similar to this is in *some* versions of UNIX(tm). The set[ug]id bits are ignored on exec, opens on block or character devices are failed, and copying a set[ug]id file on such a file system would clear the s[ug]id bits. This is applicable on a file system basis, not just for floppies. I hope it is in UNIX SVR4.
