Sites without domains are not necessarily distinct, and should not be routed to, even if they appear before the domain-style name. If this becomes too long, you could accept the null domain, "." as evidence of licence to re-route. If you wanted whatever routing anyone could give you this would add 1 (or 5 if .uucp) characters to each site name - say 4 (20) characters total. Smaller than an Options: field.
