He said there was a maximum of 256 windows. I didn't get a chance to find out whether that meant top-level windows or some other abstraction. He felt that 256 was more than any human being would ever need, which I tend to question, especially given examples such as the dictionary popping up two windows for every entry in a search that covered scads of definitions. So, what's the real answer?
