Did this stop people in the UK We once had a guest lecturer, Milton Leitenberg, at a class on foreign policy when I was in college. He shared with us some of his notes and observations from a news conference he attended at the Pentagon, at which the officer giving the briefing made allusion to a policy of the U.S. to target any nation which has atomic weapons. Someone asked if that meant that allies, like Britain and France (presently an unofficial ally), were targeted. Leitenberg said the general just smiled, then went on to his next topic.
