I could be wrong but I think this quote should be attributed to Alan
Perlis, and not Hamming.  

I would check ACM SIGPLAN Notices, volume 17, number 9, September 1982.
There is an article by Alan Perlis "Epigrams on Programming."  I don't
have the article handy, so I can't be certain that the quote is by 
Perlis.
