Troy,
    The 3c505 is a "smart" card which the Wollongong software uses as a
dumb one.  Unfortunately, this means that sending a packet means sending
a command (PCB) to the board and waiting for it's CPU to get around to
servicing your request.  We were not patient enough, this is fixed in
WIN/TCP for DOS 4.0.
