I'm not completely sure about it, but I think the Macintosh-VAX/VMS
XMODEM protocol file transfer utility (XMAC) does just that. The
only problem is that the version I have (2.0) was written for
MacTerminal, which has handles the initial handshake in another way.
But as the program comes as pascal source code, it may be easily
corrected.
