Dave/Vint/et al - We should be more definite than that, I suggest:
 
During the next five years, the Internet IAB will require a transition
to the use of variable-length addressing as described in RFC 1008.
Host and gateway implementors should begin development of appropriate
header-parsing algorithms and data structures.
