I believe that the pl.8 compiler was designed first; then the hardware was
designed to fit it (really!).  The first machine was a wire-wrapped 74S
ttl monster ( not cmos ) that was continuously changed as improvements
were made to the compiler design.  I have a (tiny) piece of it in my
closet at work ( grabbed it out of the trash can ).
