Is anyone familiar with a disk quota system for the Apollo?

We will begin to charge users for disk space and would like
to enforce a disk quota cap on them. This disk quota can
be of two types; overall or per disk.

I believe that the VAX/VMS disk quota is per disk. This means
that a user cannot store to a disk that he/she does not have
    quota on.
