It's also entertaining to try, say, telnetting to a local broadcast address.

Does the Host Requirements RFC give any prescription about hosts replying
to ordinary protocol traffic send to a broadcast address or to a link-level
broadcast?  Clearly, UDP broadcasts should be accepted, but what about TCP?
