The classic text is "Introduction to VLSI Systems", by Lynn Conway and
Carver Mead, ISBN 0-201-04358-0. This is a text for a course requiring no
prior knowledge of IC technology in which students design their own custom
ICs and have them fabricated.

A good introduction to standard off-the-shelf ICs and what to do with
them is "The Art of Electronics", by Horowitz and Hill, ISBN 0-521-23151-5.
This is a book for scientists, primarily physicists, who need to "do
electronics". An excellent way for smart people to get started in electronics.
