I don't know anything about the ACW TeX sources (I doubt that they provide
a working change file for TeX), but I do know that Kinch Software has a 
nice inexpensive version of TeX available (TurboTeX: $100 executables only,
$200 executables and source). They implemented TeX by converting it into
C using a utility program called PASCHAL (a WEB-to-C translator) and then
compiling the C. As for Metafont, the best alternative on PCs is still
PCMF from Personal TeX. Doug Henderson worked on the implementation and wrote
the manual and both are fine pieces of work.
