Yup.

Attendance at the 1988 devcon has no effect on developer renewal.
Anyone presently a member of one of the developer programs may automatically
renew their status in that program. Or, in the case of commercial developers,
may automatically renew their membership in either program. 

One of the differences between renewal and joining one of the programs for the
first time is present members who are are renewing their membership
are not subject to scrutiny regarding their meeting the requirements for
membership in their present program. 

Ordinarily, the CATS staff reviews all new applications for the developer
support programs to determine if the applicant meets the criteria for the
program (e.g. already has commercial programs released, is connected with a
university or college, etc.)
