I am not going to argue whether V.3 should or should not change the modes of
whatever files, but I am going to add this:

My employing company is selling unix based boxes running canned applications
(mind you, who isn't), into sites where there is absolutely no unix expertise
(and in some cases, no EDP expertise at all),  and where the customer has no
intention of gaining that expertise.

What that means is that the people in my unit are responsible for maintaining
the environment on those customer machines, usually remotely.  

Anything that stops a potentially ignorant customer from accidently stuffing
files like passwd is seen by me as as help, not a hinderance.
