The +IN format is an installable file.  Use the Administration/Software Setup/
Install Software from Electronic Mail selection from the install login.
I always first save a copy of the *+IN.Z file to floppy, then do the
uncompress, put the *+IN in /usr/uucppublic/receive and then do the above.

I think the install format has such things as a size file to determine if you
have enough disk space, an install shell to put the files in the right spots,
edit other files, etc.  It also puts an uninstall shell in the /usr/installed (?)
directory.
