RE IEEE suggestion

Does this mean I would have to scan both "comp.ai.neural-nets" and
"ieee.ai.neural-nets". Would one present the real truth and the other
be just gossip?

A newsgroup for people interested in the IEEE sounds good. A systematic
reorganization of the info connected with science and engineering might
be nice. Coupling the two in some way is of unclear benefit.

I vote NO for the suggestion as worded.
