The clock has always run slow on V/AT 2.3 running on our 5-star system.
I have tuned clocktic with no real change.  I decided it was time to do
some analysis.  Here is what a found.

The clock looses minutes.  In other words, if I boot and set the clock,
some time later it will be 1 minute slow or 2 minutes slow or whatever.
The seconds are always correct.  Also, the number of minutes lost is not
really a function of time since boot; it could loose 1 minute in the first
10 and then not loose another for 3 hours.

To me, it sounds like a lost interrupt.  The 5-star is a strange beast
which could exacerbate the problem.  The CPU is on a card slot so all
memory access goes over the buss.  The only thing that plugs directly
into the CPU card is the keyboard.
