I don't think the problem is with Excel. Windows grabs the keyboard interrupt
and prevents the blanker from seeing keyboard input. I had the same problem
with a screen blanker from Video7's VegaDeluxe board. I had to tunr blanking
off in a small batch file before bringing up Windows, then turn blanking on
when I left.
