I see now that the PopCLI I was running is a new version that has a Lattice-related bug that prevents popped CLIs from getting the PATH that I set up in my startup-sequence. The two fixes suggested were "use the old PopCLI" (with the side-effect that the CLI that runs the startup-sequence never goes away!), or "modify the startup-sequence a bit more": the line that used to read: Popcli now reads: Popcli newcli from s:startup-cli and the file s:startup-cli has my PATH set the way I want it. This worked perfectly. Also, thanks (Kim) for the tip about DMouse v1.09 -- I will check it out if it's still there. I was on vacation until today!
