If the title bars are implemented anywhere other than the window manager, they will lead to inconsistent interfaces. Anyway, there are already several window managers which do title bars. I don't know of any window manager that requires root execution to function. The window managers I know of that do title bars are awm (enhanced uwm), twm, and wm.
