I have exactly the same problem when I install texx.  Now I get
it working but I did not fix all the problems yet. 

Let me guess the machines you have.
1) You have a SUN working station running X11
2) You compile and execute texx on a VAX

The problem is the program has a machine dependent #ifdef.
When the program is compiled on a VAX, the SUN option is not
turned on. You should re-compile texx with USE_SUN defined.
Then texx should work for a SUN but not on other workstations!
I am still looking for a nice solution.

You should also get the lastest version of texx on a.cs.uiuc.edu in
the directory pub/TeX. 

I contacted the author (grunwald@m.cs.uiuc.edu) about this
(actually it is the author who suggested the solution). He said he
will try to find a better solution during this summer.
