The ordering of the menu remains constant, but when it pops up your cursor is
left over the last selection so that all you have to do is release the mouse
button to choose that selection again.

Is this a benefit?  Sometimes, but in general (when you need to select
something else) it takes a little cognitive effort to rescan the list from the
top and either move up or down relative to your current position to make the
other selection.
