It's not necessary to create a new high-level network to support binaries!
If you don't want them, just have your newsfeeds put !comp.binaries.all
in their sys files for you, and you won't be bothered.  Or put it in
your outgoing newsfeeds and you at least won't pay for distributing it
outgoing.

What's the advantage of this approach?
	- creating a new high-level takes a long time to get good
		propagation.
	- most sites already carry comp.binaries, and many people use them.
	- only the people who don't want them have to do anything,
		and many already have.
	- the net is fragmented enough - let's not increase it.
