TOPS-20 EMACS does line inserts and deletes on terminals that have that
capability (such as Datamedia DM3052), and uses region scrolling on VT100-like
terminals.

The recent mg2a on my 3B1 does region scrolling for VT100-like terminals, and
mg2a on the Amiga does (what appears to be) region scrolling on the console
window.
