It doesn't change the driver on the disk, but instead intercepts the Control call that the Finder makes to find out the icon, and substitutes the new icon instead. (Earlier versions made the control call and stuffed a new icon into the driver AFTER it was loaded into RAM. This worked for all but ROM-based drivers.) It picks the icon by matching up the name of the disk with the name of the icon, so each disk can have a different icon.
