Why this restriction on the name?  Without a doubt the most appropriate 
name would be: "PHOENIX".  I don't know of any research vessels of that
name.
I thought I saw the results of a poll a long time ago that indicated that
this would be the most popular choice.  Is NASA avoiding this name
deliberately?
