I've been using FrameMaker for only a short time (~ one month), and this license arrangement (license locked to a particular workstation) was a BIG stumbling block in getting my management to buy into Frame. Starting with the next release of Frame (1.12?) about end of July, they are going to a more reasonable site license arrangement "due to popular request". I was told this both by a Frame employee (unofficially) and also by a Frame customer rep. I think it's a good publishing system.
