Try Publishing Partner for the Atari ST, from Softlogic Solutions(?). It claims to be able to output a GEM metafile, although I have not yet tried to use this feature. This is a very powerful, relatively inexpensive Desktop Publishing package (~$80). It is worth the money. I am not affiliated with Softlogic.
