That's odd. I'm running VMS 4.7, and when I SET TERMINAL/DEVICE=LQP02 it doesn't get set /PASSALL. Your problem could be a change in the definition of an LQP02 in SMGTERMS between the two versions (though the edit history in that file indicates the most recent change to be in 1986). Under 4.7 it's defined as: NAME = "LQP02" !
