In gnu-emacs on our microvax, whenever emacs is called, the screen must
first be cleared using control-L; otherwise miserable junk is left
all over the screen. Once that is done one time, then emacs stays clean
for the remainder of the session.

My question is, is this a bug? If yes, is there a(n easy) fix.
