Matt Dillon/Steve Drew's Shell, besides doing a lot of other
neat things, does that as well.  In fact, it keeps a history of
your last n commands, n being as large as you tell it (if I remember
right - I just use it now, it's been a long time since I looked at
the docs).  You can roll back up through them with the arrow key,
get the one you want, move around and edit it, then execute it.
