It is called "Proposal Writing for the Data Processing Consultant" (Roetzheim: Prentice-Hall, 1986), and it covers all aspects of the government procurement process, including subcontracting. The next best source for general seminars is the small business administration. For example, they put on a free seminar in San Diego on this subject at least once per year. The third place to check is with your local congressman. They are quite willing (normally eager) to help by recommending appropriate people to talk to for assistance.
