To the best of my knowledge, the "overhaul" of date-time services in VMS V5 is just the addition of several RTL (LIB$) routines to allow dates and time in different display formats to be input and output. The basic problem is still with us (non-linear time) in the kernel of VMS V5. = Frank J.
