Sorry Brian, it costs money. All told, about $300. Which is a lot less 
than Addison-Wesley sells their stuff for, from the A-W book on LaTeX :
TeX + LaTeX + Previewer + PrinterDriver = $295 + $25 + $250 + $200 = $775.

You can order it from Radical Eye Software, (that's Tom Rokicki whose email
address is rokicki@polya.STANFORD.EDU) I don't have any financial affiliation
with Tom, but I did buy a copy of TeX.  You might consider showing it around
your department. As soon as they figure out that an Amiga 2000 with TeX makes
a nicer TeX workstation than a Sun they may just buy a bunch.
