Actually, if you need to save money at all costs (huh?), you can get just TeX
and the previewer for $200. I am assuming that you have a modem, and that you
can access a mini/mainframe TeX installation for printing. This way you just
upload the .dvi file and print it out. You may even get typesetter quality 
this way. 
If you need decent quality output you need at least a 24-pin printer. [I have
seen TeXtures (on Mac) output on an ImagewriterII. Yucky]. So you
may have to consider the printer cost if you don't already have it.
