Yes! This bullseye position would also be very approriate for default selection. This also leads one to consider the advantages/disadvantages of using concentric circles or partial circles (ie. arcs) with truncated pie sections, which might allow for groupings of menu selections. My first impression (purely imaginary -- of course) is that such a design would be too busy.
