Here at Penn State,  has a very short path:
"psuvax1!rutgers!webber".  As far as I can tell, it actually was on rutgers.
Inews says it arrived from rutgers at 22:39 on 21 Jun, and the NNTP log says
that rutgers sent 43 articles between 22:30 and 23:05.
