There is one link (NNTP) between rutgers and ukma. The + means a multi-way connection (actually, all pairs meeting there are connected via NNTP links). Yes, all are Internet NNTP links. However, many have been optimized to be short hops. Plus, the NNTP algorithm means that the full article text is not shipped over ever link.
