Sun released a paper entitled "Sunview Direction Statement"
(January '88, I believe) which discussed these issues. To summarize briefly:

Sunview 2.0 will be based on the new merged NeWS/X11 server. The
server will handle any device specificities, so Sunview programs
which use old (pre Sunview) Sunwindows calls, and some Pixrect
and CGI calls may not work under Sunview 2. Sun also stated that
for the first release of Sunview 2, Sunview 1.1 compatibility would 
remain.

If you are using a device which is connected to the machine on which
the client is running you could still manipulate the color map, etc.
directly, but that would undo any benefit of going to a device
independent client/server based system.
