The version of rzsz that was posted to comp.sources.atari.st is (according
to the submitter) a greatly modified version of the software.  The original
author did not want to make the hacked-up version an "official" release, but
gave his permission to distribute the program as a companion to the Atari
zmdm program.  Apparently the program was posted to comp.sources.atari.st
once before (before I became moderator) so there is some precedent.

I agree that in most cases, UNIX programs should be bounced to the appropriate
group, and I will do so.  I thought that this case was an exception.
