For those who read of my problem of CMU's Ping missing ARP replies, heres
the answer to the problem.

I went back and ran a Microsoft compiled version of Ping that was known
to work. It too had the same problem of missing the Arp reply.

One thing to note is that all debug options where on, causing
ping to dump a lot of information. Apparently that was enough to
causes the Arp reply to be missed. When I turned off all debugging
both versions, microsoft and Turboc worked correctly.
