only support a string of up to 128 characters.  True, but he can achieve
the effect he's looking for (long system announcement messages) by
putting "@filename" in the logical.  For instance, the command:
DEF/SYS SYS$ANNOUNCE "@SYS$MANAGER:ANNOUNCE.LIS"
would display the file ANNOUNCE.LIS in SYS$MANAGER before the Username:
prompt at login time.
