Summary: delete pointless headers; save money

The GNU Emacs news code apparently inserts the following header:
    Posted: Thu Jul 23 13:03:01 1987
This is wrong, as ctime(3) format is explicitly called out in all the
relevent RFC's and other docs as being an invalid date format.
Worse, it is stupid given that news itself inserts a Date header:
    Date: 23 Jul 87 20:03:01 GMT

And for,
    Posting-Front-End: GNU Emacs 18.41.3 of Tue Apr 7 1987
Who cares?

I hope the next upgrade to GNU will remove these headers. They impart no
worthwhile information and cost us all money in transport.

A penny here, a centime there -- they all add up,
