I assume you are referring to the 2400 baud dialup standard, V.22bis.  There
is another, used primarily in France, called V.26ter that makes use of echo
cancellation.  These spec's are available from the Department of  Commerce
(Springfield, Va.) or from Omnicom, Inc. (Vienna, Va.), and are contained in
the CCITT Red Book.  You only need to order the book for Study Group XVII,
which is concerned with modem standards.  This book contains the full text,
in English of all of the current CCITT standards (except V.33, a 14.4 kbps
leased line standard).  It will set you back about $25.00.  I don't have the
detailed addresses handy right now, but can get them if you need them.
