It is well and good to say (as several have said) that one can use pkarc 
as long as the .arc files are not put on any non-ibm/clone machines.  The 
problem is that one can't tell what machines a give file will end up on.  For
example, I up- and down-load to several different bulletin boards, including
fido type boards as well as this usenet unix board.  Keeping track of which
board has which files is hard enough without worrying about whether or not
the files are arc or pkarc.  If pkarc used a different extension the whole
problem would become simpler.
