Apple has been shipping 4.0 with the SE.  Those users (and there are 
quite a number) who don't know the first thing about system 
versions etc, will be running on the older, buggy software.  

I think it is Apple's responsibility to announce system software 
upgrades to all registered Macintosh owners by mail.  It is outrageous in 
my opinion that Mac+ machines were shipped with 3.0 and SEs with 
4.0, both buggy versions of the system, and no owner has been 
notified.
