Since the command SET LOGIN/INTERACTIVE=n changes the SYSGEN parameter
IJOBLIM you can find out if logins are disabled by using the DCL lexical
function F$GETSYI() to find out what Logins are set to.

        Something like:

        $ if f$getsyi("IJOBLIM").eq.0 then  -
          write sys$output "Hey guys..logins are disabled"
