Thanks to the people who mailed me with comments about LIB$SPAWN not working
in batch. Alas, the solution was to flag spawn away and use $CREPRC and
LOGINOUT.EXE and a temporary file and mailboxes and $GETDVI and...
Anyway, my program works now.

For those that missed it, LIB$SPAWN *sometimes* does not work in batch. There
is NO INDICATION via return codes etc that it has failed! The problem seems
to be quota related. Hand me my SPR Hardy!
