The NIC is the organization contracted to DARPA to run the Arpanet.
(BBN is responsible for day to day operations of the physical
network.)  NIC is the central clearinghouse for user information and
official protocol information.  

As far as for their being Nazis, please remember -- DARPA pays for
their network.  They can do what they want.  If you don't want to talk
to the Internet, that's fine.
