Interesting that this guy works at Ashton-Tate, eh?  I can't imagine
a less enforceable regulation that this so-called prohibition against
reselling licensed software.  As long as the seller transfers all copies
and the manual to the purchaser, I see nothing wrong with it, and trying
to exercise such a claimed right on the part of Ashton-Tate would NEVER
stand up in court in a situation involving individual consumers.
