There's a help file and an object file here for Fortran routines to do something like this: "UITAPE comprises four FORTRAN callable routines for reading a magnetic tape of data in a format such as would be obtained by TAPECOPYing a UNIVAC binary data tape to a nine track tape without translation or data conversion." this stuff is *real* old, and is a modification of a thing known as EBTAPE. This is all under tops-20. I don't know the status of source, but you might query remarks@te.cc.cmu.edu about uitape.
