A TeX-to-troff converter is a pretty tall order.  On the other hand, a
"texinfo"-to-troff converter is  fairly  tractable.  In fact, I   have
just  such  a thing about   90%  complete (sounds  like  a programmer,
doesn't it?).

It takes the raw texinfo files (like man/emacs.tex) on stdin and spits
out  more or less equivalent troff  on  stdout.  You troff the results
for  hardcopy  (nroff would probably also   work, but would  not be as
aesthetically pleasing).

I expect  to have this  completed  in late July  or  early August.  It
currently lacks  postprocessing   for producing the  indices, and  the
occasional detail item.  And, of course, documentation.   When I get a
spare day, I'll poke  that out.  I can  probably post this if there is
interest.   (On the other hand, I  wouldn't want to discourage anybody
from posting an already complete version of the same kind of thing.)
