I have experienced this ACCVIO problem in the past on two or three
occasions. However, it was never reproduceable, and did not affect
my mail messages, and occured so rarely that I did not worry about
it. It usually happened when system response was slow, and when I
was using command line recall inside MAIL. (VMS version 4.5)

(BTW, I am unable to replicate the described problem with new folders.)

However, try this:

1) Go into EDT line mode
2) Do a HELP DEF KEY *

Somewhat simple (investigation shows that it is caused by a blank
line in the EDT help file), but spectacular.
