A useful reference on the effects of "digital geometry" and digital
number representation on Point-in-Polygon and similar problems is:

Franklin, W.R., 1984, "Cartographic errors symptomatic of underlying
  algebra problems."  Proceedings, International Symposium on Spatial
  Data Handling, Zurich, Switzerland, vol. 1, pp. 190-208.

Randolph Franklin is at Rensselaaer Polytechnic Institute, and is reachable
