You can put this statement in your login.com file. If you're planning to use version 18, things change. In particular, I believe the existence of a .emacs file in your sys$login directory is sufficient, as you expected. Also, your initialization file gets executed BEFORE the standard initialization file which can cause some problems. I've seen a work around for this.
