You can make SYS$ANNOUNCE be as long as you want by pointing to
a file:

        $ define/system/exec sys$announce "@SYS$MANAGER:ANNOUNCE.TXT"

Where SYS$MANAGER:ANNOUNCE.TXT is a text file.

The same works for SYS$WELCOME
