In experimenting with the 'frec' restore program we discovered a 
behaviour that doesn't appear to be reasonable:  if the current
size of the file (on disk) is larger than the archived file frec
overwrites the first part and leaves what is now garbage at the
end.  Any suggestions as to why it would do this?
