Because .ARC files contain more than binaries, for openers.  With
executables, I often wish to look at them on the Xenix system for
Trojan Horses, Copyright notices, etc.

Sometime RSN VP/ix or whatever this year's name for DOS partition under
Xenix will appear, but the problem will still apply to most Unix systems.
