BACKUP did what you told it to do, restored all the files to the 
[TAPE] directory. To get BACKUP to "recreate" a directory structure
from a certain point use the ... after the directory name i.e.

If you want to recreate the directory from the top down use the [*...]
specification. if you want to recreate the directory tree a subdirectories
of a top level dir i.e. [TAPE] use [TAPE...]
