There is a C-Binding specified by ANSI for GKS.  We at the University of
Lowell have a L2b-GKS we are distributing writen in FORTRAN, but it includes
a C, Pascal, and soon (whatever soon means) Ada and LISP bindings.  We 
distribute WITH source for the implementation, and all language bindings.
