Because the MS-DOS file processor is not re-entrant, and is single- threaded. Any attempt to share the file processor between two processes ranges from hairy to dreadful. It can be done, but you have to monitor some undocumented "file system busy" or "bios busy" bit. Of course, some PC software vendors have done this, but they do use a bit more memory (ex: Vianet), and replace the file processor to do it. Maybe Sun will do it someday, but it will be hard work, and a memory pinch. Maybe just wait for "MS-DOS 5.0."
