Apparently our russell host was using a 1500 byte MTU on its ether
interface and this caused fragmentation losses at the main Stanford
gateway and elsewhere.  I just patched the MTU back to 576.  (I know
this bug was fixed years ago, but somehow we are seeing it again.)

So now anonymous FTP's to russell should be working better.  Let
me know if you're having problems picking up the gateway release
(and the problem is not due to poor arpanet thruput).

We also copied over Charlie's CAP release as "cap3.shar", this will
allow west coast users to avoid the cross country trunks.  We are
also hoping to post this stuff on c.cs.cmu.edu in the 
directory.
