Well, Xerox Special Information Systems (XSIS) markets a product called "Analyst" which does all kinds of information management -- some of it is much more complicated than the stuff you're probably looking for, and the price tag is around $1K. It does have a fairly complete graphic plotting system, though. I don't know of any others currently on the market or in public domain except... The "Orange Book" -- Smalltalk-80: The Interactive Programming Environment, Adele Goldberg (Addison-Wesley) does have an example of a quick and dirty BarChartView in the FinancialHistory example.
