Yes, they could have been, but unfortunatly arc is not to be found on every
unix system in the universe, while uuencode/decode is pretty universal.

uudecode is so stupid that it wouldn't be hard to add per record checksums,
sequnece numbers and even transliteration checks in a way that files would
be compatible with either new or old decoders. 

Anybody feel like doing a little PD software?
