I believe that an article to be posted arriving at the moderator's mailbox
containing a Newsgroups line showing multiple newsgroups is a request that
the moderator cross-post the article when it is approved.  This is not
feasible with groups running as digests, as the entire digest probably should
not be cross-posted.  Also, one sometimes runs into a situation where the
originator of the message has requested inappropriate groups in the header.
Here, the moderator should use judgement, possibly mailing back to the
originator an explanation of why one or more groups were not cross-posted.
I don't think that people should multiple post themselves.  Let the software
work as designed.
