Yes.  The ][+ has a 6502 microprocessor chip.  The //c and the enhanced //e 
have a 65C02, which has something like 20 additional instructions.

Only partially.  There are other hardware features of the later machines, 
including the full keyboard, that make developers want to shun the ][+.

The Transwarp will give you all the new instructions, and it'll make your 
machine run 3 times as fast.  It will not give you double hi-res graphics - 
for that you need an extended 80-column card.
