As mentioned previously, INPSMB performs privileged functions and hence
must run with privilege.  With Version 4.0 of VMS it was modified to remove
some of the restrictions which previously limited it to only working with
card eaters.

For a previous employer, I implemented a "remote batch" system very similar
to what the original poster was proposing.  We used INPSMB to processing
the incoming "cards" and a modified print symbiont to return the job log
to the remote systems (CDC and IBM).

I'm fairly sure my previous employer would be willing to share the code, 
although it will probably take some modification to be useful to other
sites.  I can provide more info to anyone who is interested.
