The problem may be that the original (mail) file and the ARChived file that UUDECODE will produce have the same name; on our UNIX (4.2bsd) system, if I try to decode window.arc, and the first line is begin .... window.arc, of course the system reads a couple of lines of the source, then opens window.arc for output (wiping the original, and not giving any feedback, other than 'Short file').
