Gregg,

  Marty Sasaki at Harvard had this problem when trying to send out copies of
the GNU EMACS program.  He wrote a short C program that would fix the file
after it was transferred to the VMS system before you run backup on the file.
I have a copy of the program that undoes the file on the VMS side but not the
program that creates the original file.  You can contact Marty through the
arpanet by Sasaki@harvard.edu or send a message to gnu-emacs@harvard.  If
you want the unfix program send me mail back.
