It really depends on what level you want to test.  For a physical test,
a Time-Domain-Reflectometer is a good machine.  For the higher levels,
we have some tools called "traffic" and "etherfind" that can be run on
Sun workstations (included in release 3.0 and beyond).  The traffic
program gives a real-time bar-graph of various usage statistics, and
the etherfind program is used to get packet traces for debugging
high-level protocols.
