There is a known problem with V4 of VMS and 8600s which cause some
8600s to get jerky LAT output (also known as the "Slow QIO" problem).
There is a patch (not a fix) available from the Colorado TSC to the
driver which deals with the problem.  It may well be fixed at V4.5
of VMS (or the patch may be built in?).

The problem doesn't occur on all 8600s (Digital at DECUS did not know what
configurations had the problem) or on other VAX systems.
