The 'agreements' for my mastercharge and visa see to indicate that you can
only instruct them to refuse payment on local purchases.  This never made
much sense to me, since you are more likely to be burned on mail order than
by a local merchant where you can walk in and stir up trouble.

Perhaps there are other provisions that apply to mail order that supercede
these limitations?  I once got screwed royally when a company shiped me a
~250 lb toy airfreight from CA when I had explictly specifed motor freight.
