The ROM BIOS of the PC-AT makes mention of a Daylight Savings Time option
when setting the Real Time Clock.  The option can be set with interrupt
1AH, but does it do anything?  Will it automatically invoke DST on the 
last sunday of April, and release it on the last sunday of October?
