It's my understanding that the ability for the caller to
tie up the "callee's" line is no longer there in many areas.
One of the features of the new central office and trunk electronic
switches (Yes, AT&T does make some, although that's not in my 
research area) is that EITHER party may discontinue the conversation.  
Perhaps someone better versed in 5ESS or a similar product can confirm this.
