A British Judge in the late 1940's stated that it was legal for a
man to beat his wife "provided he uses a stick not bigger around
than his little finger.  A Daily Mail cartoonist (Giles) did a
cartoon showing long lines of men going into a shop selling sticks
and canes and coming out with canes and nasty smiles.  This
situation has sinced been changed.
