Apple will be selling a switcher package for about $20, but it will include the documentation (inside switcher? a user package? I'm not sure which). If you want the documentation, you buy the package. Companies that want to ship Switcher as part of their package (Excel, I believe, does) pays a $50/year fee and has to show Apple a debugged switcher application that can be used as a turnkey setup.
