I need some help figuring out how to use a plotter that has been
shared to the network as the output device for a graphics program
(IBM Plotting System and Professional Fortran for example).
Just enrolling to use the remote plotter as a printer doesn't seem
to work.

You need to write your own spooling program to work across the network.  We have
a group on campus that has written such a program.  I will check on its
availability.
