How significant do you think the tax angle is?  If you take the phone bill
as an expense on your taxes, that just means you don't pay taxes on those
dollars -- not that you don't spend the dollars!  Besides, most companies
would be happier spending their 'tax free dollars' on other things, like
wages or anything else likely to increase productivity.
