Spare your friend, neither Sulu nor anyone else, including the computer,
specify what neutral zone they are entering.  However, I tend to support
your main point - Klingon arrangements are different.  The class of ship
being used is not indicative either since (as You know of course) Romulans
have been flying Klingon design ships since "Enterprise Incident" at least.
