One problem, though, would be the cost to the consumer.  Already we have
the situation in which low-income people must subscribe to the new "Lifeline"
metered service in order to be able to reasonably meet the costs of the
telephone, or subscribe to a "party line".

Many of the people who the 1+ convention would help are exactly those who
would not be able to afford an expensive telephone set for their home;
i.e., those whose understanding of toll calls are limited to "if you have
to dial a 1, you have to pay for it, and if it's farther away, you have to
pay more."

Of course you could argue "such a set would be very low-cost," but consider
that we are already paying $.25 per-use for features that exist simply
as software in the ESS systems, already.
