I've tried this with Champions.  We ran into some problems,
however, as a result of conflict of interest between people not
managing to keep their roles of gamemaster & player separate.
This basically occurs because most good campaigns have an element
of mystery or unknown, but obviously, the player already knows it
since he is also a GM.  This often prevents him from role playing his
character in a realistic fashion.
