     One thing which would bring down background music mighty quickly is to
require EBS tests and activations to be run on all subcarriers as well as
the main channel.  Actually, this is not as asinine as it first sounds; if
there were some national or local emergency requiring activation of the EBS,
persons in business establishments, etc. would be notified much more quickly
than our present EBS.

     The two-tone test would be highly objectionable to the vendors, though...
