No, they're really turtles.  When they were young they got zapped with
some sort of radiation, making them bigger and smarter.  (This is all
detailed in an earlier issue.)  I've been told they were thought up as a
parody of current trends in comics (teenagers, "mutants", Ninja), with
the turtle part thrown in for weirdness.
