A few years back New York had a lottery which, in addition to the instant
lottery ticket, had a stub which had one of the letters 'N', 'E', 'W', 'Y',
'O', 'R' or 'K'. If you collected all 7 letters you won $5000. The local
newspaper printed several letters from people who had 100 tickets and had
never seen a single 'Y', and were complaining that the game was fixed, since
they should have gotten all the letters a long time ago. Some people seemed
to think that they should be able to buy 7 ($1) tickets and automatically
get the $5000 prize.
