It was placed on a common bathroom scale and when operated did, in fact, cause the scale to have a lower reading. This got a patent, and in the process of trying to develop a practical use for the principle was shown to be using a characteristic of spring scales. I suspect that the Newman device is also a case of misapplication of a principle rather than a fraud of any type. The matter to energy conversion sounds VERY unlikely, but there is some posibility that a new discovery has been made (bloody unlikely tho). The only thing which makes this interesting to me is the fact that (a) he isn't trying to get any money out of it (yet), and (b) one of the categories of invention which used to be unpatentable was the heavier than air flying machine. Since the patent application will protect his rights if there is some commercial posibility here, I would love to see the machine really examined by professionals.
