It is time to poll the question on the creation of this group.

QUESTION #1.
I think some sort of newsgroup for collecting and archiving
of documention (like net.sources) should exist.

QUESTION #2.
There has been some discussion about whether this should
be a moderated list or not. Due to it's archival nature,
I am pushing for a moderated list. Due to my work with
putting together the documenation sets for BRL VAX UNIX
version 3, I have acquired some expertise in this. I
 	hereby volunteer to moderate.

The rules for the proposed moderated list is as followed.
All submissions will be checked. The following will not
	be forwarded:
		1. Messages that aren't documentation, that were
			misposted.
		2. Messages that are obviously not public domain
			works.
		3. Exact duplicate messages

In addition, I will archive these files at BRL. Periodically,
I will post the catalog of archived files. Requests for copies
can be mailed to the moderator, and I will respond. I hope to
provide an AUTOMATED service for mailing out old-copies of the
	documentation.

QUESTION 3.
Given that either a net.xxx or mod.xxx group be created,
what should appear in place of the xxx. This answer will
be checked for consistancy with the group structure currently
	being established.
