The balloting will begin November 11 and extend through December 10. If you are a member of IEEE or the IEEE Computer Society you can join the committee and vote. (There are two levels of committee participation, "working" and "balloting". A balloting member is informally bound to accompany any negative vote with a meaningful comment.)
