Thanks to Rob Rimbold for an easy solution to the problem (READ/NEW).
Here's an additional hint: The false new mail message usually is a
result of a user deleting their MAIL.MAI file after receiving new mail.
The READ/NEW fix does not work unless the user has a MAIL.MAI file. So
if a user deletes their MAIL.MAI file and reports the problem, tell them
to
          1) send a mail message to themselves (MAIL NL: JRANDOM), and
          2) type MAIL and READ/NEW
