This probably has been asked before, so forgive me.  Is there a way in 
2.10.3 to specify that not only "local" articles, but almost local 
(originating less than "N" hops away) should be fed to a site.  In 
my case, I'm interested in sending these articles long distance to 
the center of the net.

The region of the world known as "San Diego" is a backwater in
the usenet.  (Not a complaint, just a reality)  Articles seem 
to arrive here 3-4 days after everyone else has seen them, so 
locals tend to be laggards in some of the hot discussions.

Needless to say, local follow-ups take just as long; I'd like
to do something to at least expedite these along.
