If they can't, they must so inform you within the 30 days and give you a way of canceling the order without penalty, and without having to pay for postage or for a telephone call. If you don't tell them whether to cancel the order, and they can't ship within a second 30 days, they must cancel it and refund your money. In practice, I'm not sure what you can do to someone who violates these regs, but I expect that a certified letter to them with a copy to the FTC would work wonders.
