I believe the moderated newsgroups are not the same as unmoderated newgroups.
This means that the same rules for creating unmoderated newsgroups DO NOT
APPLY to moderated newsgroups. 

As I recall, the proceedure for a moderated group involves discussion in
net.news.group and the willingness of someone to be a moderator (and/or
a gateway). Perhaps someone could clarify these rules, but I am sure
that mod groups are not the issue here. Please do not include items that
do not belong.
