Perhaps the reason why you are not getting the large response is because
people do not have an infinite amount of money to spend playing
empire via phone.  However, if you could get an IMP and connect yourself
to the ARPAnet, I can practically guarantee you a much larger number
of players.  In fact, at berkeley they had an empire game over the summer
which featured people such as Admiral Dave "Horatio Nelson" Riggle (creator
of sail) coming in from Xerox Parc, and myself from UC San Diego.

Bottom line is that 1-2 hours a day across the country is not a very
good way to get "good" players, just a way to get rich players
(or those with wats lines).
