	The budget of the Department of Health and Human Services, which 
spends money for nothing besides social programs, is much larger than
that of the DoD, and has been for at least a decade.  In fact, it is
larger than the total budget of any nation on the globe, the U.S. and 
Soviet Union excepted.  Furthermore, I don't believe it includes Food 
Stamps, which are administered by the Department of Agriculture.
