What is the facility to read/write tapes that VMS can understand?

ANSITAR (with -D option)? This I have. I would like it to be as easy as
possible for a VMS site to load the tape and extract what I put on it
with 'filenames' of some sort on the tape. I guess this is either the
'copy' or 'backup' format in VMS (?). The -D option of ansitar says
something about it NOT being able to WRITE in variable record format,
just read.

Any insight?
