There is a problem with both venues on the March 9th date.  South Africa has it
it's current political unrest, which makes it undesireable.  Argentina on the 
other hand, is still officially at war with Britian.  This poses certain 
political problems with the British teams: Tyrrell, Williams, McLaren, Brabham, 
Lotus, etc. which is quite a few of the participants!

In view of the observations of the Curacao F3000 event, it seems unlikely that 
F1 will race there.  Most of the observations being that the F3000 cars were too
powerful for the current circuit.
    Of course, FISA will change some thing some where along the line...
