The reason the PENALITY [sic] is different is because the South African
Embassy chooses not to press charges and the Soviet Embassy chooses to press
charges.  It is the choice of the embassy and not the authorities of
Washington, D.C.  Yes, POLITICS makes the difference--but what's a mother
suppose to do?
