It would be a big help to internationally minded job seekers if people who 
posted job offerings would note whether they were looking primarily for 
residents of their own country or were willing to consider foreign 
candidates.  (For European postings, I suppose the question is whether they'd 
consider non-EEC nationals.) 

In the U.S., for example, it is possible for a foreigner to get permission to 
work but it requires several thousand dollars worth of tedious legal work.  
Some employers are willing to do it, some aren't.
