One comment, then I'll sign here.  There is another issue, that legal
or not, in order to be prosecuted, one HAS TO CATCH YOU doing it.  I
think that a good number of people are protected in the scanner
environment by laws precluding unreasonable search and seizure (even
if what they are doing may be interpreted as being illegal).

Really, folks, haven't we beaten this dead horse enough???
