I have a copy of the California Vehicle Code. ($2.00. 905 pages. A
bargain!)  I can find no such law using the table of contents or the
index. In fact, I find such a claim difficult to believe and the
explanation quite preposterous. Unless you can give me a citation from
the CVC I will assume you made it all up.
