Precisely.  On really busy systems, you may wish to alter rmail so it
runs uux -r, then kick off generic (no -s option) uucico's very frequently.
The next step is to alter the uucico-starter so it doesn't start anything
when the system is heavily loaded.  And the next step is to give up...

While you are at it, stick in a leading "exec" anywhere a command line
is sent through sh(1), e.g. in your crontab, to prevent unnecessary
processes wait(2)ing around.  Good luck.
