Wrong, it's not an ``agency'' that takes the step:
it's some set of individuals within that agency.

Who knows what will motivate people to do this?

This sounds like a licence to ``almost bug'' people.

Also, how many ``criminals'' do you unwittingly have phone conversations with?
(Many people have comitted (possibly minor) offences ...)
so, since the agency doesn't know what you're saying to the ``criminal'',
they will have to either assume the worst or somehow tap your phone!!

Of course, after this has happened to you,
all YOUR acquaintances will then become guilty by asssociation!
