To avoid the three bilbos problem on UUCP, you must have a master
registry of all UUCP host names.  This must be quite large, and will
always be out of date and ignored by some, as witness that there
actually are three bilbos on UUCP.

With domains, the bilbos would presumably be named bilbo.WHEREVER.UUCP,
bilbo.FUN.BEACH,  bilbo.A.B.C, etc.  Whoever names each bilbo need only
know that its name is unique within the immediately local domain.
So, with domains you only need, in each domain, a registry for hosts
in that domain, and a registry of domains (which appears to be starting
to exist in mod.map).
