Recently I heard rumors that Congress was considering passing a bill which
would severely restrict public bulletin board systems, perhaps requiring:


	* Registration of all BBS's as public utilities.
	* BBS users to log in with, and post their legal names.
	* SYSOPS to keep a log of all names of users.
	* SYSOPS to keep a log of all messages and access times.
	* Criminal penalties for SYSOPS whose BBS'es had illegal messages
	  posted on them -- even if the SYSOP was not aware of the message and
	  had not been informed of the message, and had not had a chance to
	  remove it!


Does anyone out in net-land know any more about this legislation, which was
supposedly going to be introduced in mid-July?  Please send mail to me,
and if I receive enough replies I'll post a summary to this net.
