Questions about how to unrotate notes seem to come up again and again.
What we need is someplace in the notesfile to keep this information 
permantently, and I just happen to have a suggestion.

Notesfiles have a neat little feature called a policy note (accessible
from the index page with the key "p") which should contain guidelines
on what subjects are appropriate for that notesfile.  Perhaps net.jokes
should have one of these policy notes, which could also include a description
of how rot13 works and when it should be used.  I'm not sure if the policy
note is just local or if it is also distributed over the net, but whether
it is written locally or not, it should contain information on rot13.
The only remaining problem is then to inform everyone of the existence
of the policy note feature.
