I have a program (2 actually) that I got from Peter Karp at SRI who
got it from Ira Winston at UPenn etc. etc. which will turn any VMS file
into a text file (ASCII) suitable for transmission over 7 bit lines,
even over ARPAnet through Top-20's.  You can get it via ANONYMOUS Ftp
here (off hours please).

	       BIN2ASC.MAR
	       MAKE_ASCBIN.COM

Get the files, execute MAKE_ASCBIN, and you're all set.  They work.
