If you look at the last line in the .XTK files that XTALK creates
when you go through the "NEWUSER" procedure, it looks something like:
   GO q45/45

That tells XTALK to dial the number repetitively at 45 second intervals
until it connects, and to wait 45 seconds for a connection each time it
makes a call.  To length the amount of time it waits for the connection,
just change the second number in the GO statement in the appropriate
.XTK files (or add one if none is present).
