According to TIME, credit for the International Cometary Explorer's
rendevous with Giacobini-Zinner and the resulting upstaging of the Halley
probes goes to Robert Farquhar, NASA Aerospace Engineer. Some credit should
also go to NASA officials who approved the necessary extra $3M even before he
completed the feasibility study.

So if Robert is out there, I salute him, and I dearly hope that his
last use for the satellite comes true. As it stands, the satellite will be
in a near-earth orbit, and coated with comet dust, it should be able to be
picked up Aug 2, 2012.
