Somebody actually proposed an underwater pipeline to move water from the
Columbia river down to California. I think it was to be a giant rubber
hose instead of metal.

The big problem is that any pumping project is going to involve several
states and much Federal money to complete. This means that California has
to convince the rest of the country to spend money to allow California
to continue to grow and prospere. But most States realize that if you 
can't build in California because of water shortages then you will probably
build in another State with water. It is in the best interest of the rest
of the country NOT to pump water to California.
