Summary: What is a line eater?

I'm new at this.

Many people, but not all, post messages as if they expected the first
line to disappear. I see this fact, which means that it doesn't, at
least to me.

On what pair of sending/receiving systems do first lines disappear?
Or is this a vestigal response to a bug that was cleared up a long
time ago?

Please respond directly. Thanks...
