A Jacob's ladder is cheaper and will cause enough local "white" EM
radiation to subvert anyone's loud enjoyment of `distasteful' music.
Of course, all devices of electronic genre will prevent you or your "nice" 
neighbors from using their own equipment either.  This can finally have
the reverse (-: effect of what is intended, ultimately getting you lots of
enemies and no friends.  What is wrong with the personal approach again?
Ask your other neighbors if it is only you or if they have also noticed
this travesty.  If it is really annoying others as well as yourself, the
problem will go away after a short while.  If not, then a set of earplugs
is inexpensive and effective against noise pollution that only you notice.
