The insurance cost reflects the cost of the claims they have to settle.
It is generally a lot cheaper to properly package crystal for shipment
than it is to put it back together again. It is very likely that the
decreased insurance cost would not be offset by the increased cost
of new cars and law enforcement.

Watering vegetables for 40 years is very expensive.
