VMS' ``SET PROTECTION'' command only affects currently existing files.  To
affect future files, use the ``SET PROTECTION/DEFAULT'' command.
(Unfortunately, this command is not in any manner selective -- it affects all
files which you create until you issue another ``SET PROTECTION/DEFAULT''
command.  Hi-ho.
