Our illustrious state legislators have many times failed to pass >compulsory insurance legislation. Well, in CA, liability insurance IS compulsory. We have been hit by five drivers in the last eight years. Three of them were not insured. Passing a law does not, of itself, change people's behavior. Enforcing them might, but CA hasn't gotten around to trying that, yet. FROM: Brian G. Gordon, CAE Systems Division of Tektronix, Inc.
