An interesting aside to this discussion:

Montana, Wyoming, and the Dakotas (if they exist) had Open Range laws.
Apparently the others have repealed them, but it is still true that in
Montana, if you hit and kill a cow ON THE FREEWAY, ON A PUBLIC ROAD,
ANYWHERE, you have just purchased that cow, and pay additional damages.

Every year, the insurance company lobbies send people to pressure the
state legislators, and every year, it does them no good whatsoever.

Isn't it nice when the legislature actually passes a law that spells out
who's right, who's wrong, and what the penalties are?  :-*
