    On a DEC-20, under TOPS 20, there is a rudimentary bulletin board feature
provided by the BBOARD subcommand of the MM program  --  are there better
tools for distributing information, posting questions (or bug reports), and
maintaining group discussions ?

    To be more explicit, our present arrangement (which I'd like to improve)
involves
	1.	the MM program,
	2.	a directory, PS:, to which any user can mail stuff  and
	    whose MAIL.TXT file is publically readable via MM's BBOARD command,
	3.	miscellaneous  subject.TXT  files in PS: which contain
	    items I move from the MAIL.TXT file  or  postings first mailed
	    directly to me -- these are also readable via MM's BBOARD command.

    Perhaps it is naive to look for `solutions' to problems involving human
communication, but I would like to reduce mechanical impediments.
