I believe that the regulations state you may ship firearms to federally licensed dealers, gun smiths and manufacturers for repairs or modifications. You may also recive shippments for the same reasons. I have also shipped a rifle to Beeman's in CA. By the way, S&W is doing the repair with no charge.
