Here at Cornell, the administration is trying to revise its campus code
of conduct because 1300 arrests of anti-apartheid protestors this spring
were found to be unjustified and thus thrown out.

In the cover letter for these revisions, the notation is explained:
deleted text in brackets, inserted text underlined; an example is given:

	[Justice] _O_r_d_e_r_ is important.  =  Order is important.

In a nutshell, that's the new code.
