  The Earth's radio signals are NOT occulted once a year, except to obsevers
within 1/4 degree of the ecliptic plane.  That's only about 1/200th of the
sky.
  It is not necessary to resolve the Sun from the Earth, since Earth is
much brighter than the Sun at the wavelengths of interest.
