It seems to me that while geography makes a poor basis on which to base 
routing decisions, we have a better one.  Most of the net is made up of
organizations which have one or more systems, and more and more of those
systems are installing internal networks which are far better than uucp.
If we were to simply ask that each organization which does this establish
just one machine as the gateway, and that gateway be configured to hide the
very existance of the other machines on its own net, we would reduce the
number of "global" machine names to a far more managable number than we
have now.  The net currently exists because various organizations are willing
to foot the bill for phone calls - all this really does is formalize the
situation which already exists to some degree or other.
