Not necessarily.  Is there antifreeze on the floor?  I use my Rabbit very
little and had a similar problem.  Leaves got under the hood and covered
the drains at the firewall.  Water filled the whole cavity and overflowed
into the heater air intake and then out of the heater ducts inside the
passenger compartment.  The clue was that the water was clear and not green,
then I looked under the hood and found the problem.
