   I have lived through similar situations too. I believe that the
only real solution to this kind of problem is simply to have an
adult-to-adult conversation with the individual(s) involved--
assuming that this is possible. For me, there is nothing worse than
having my sleep frequently disturbed; it has far-reaching effects
on the quality of my life, and I would make this point to anyone
who is making regular ruckuses. Perhaps you could offer to trade
rooms with them, so that they would be downstairs. Maybe they
could make love earlier, when you're not trying to sleep, or maybe
they could just do it elsewhere. I think that, unless they are
exhibitionists, they will probably cooperate with you; maybe they
don't realize how noisy they are. If all civil approaches fail,
then see if other people nearby are also bothered, and maybe
more pressure from others nearby will help solve the problem.
If all else fails, call the landlord, or just move somewhere else.
Whatever you do, don't put it off--these kinds of problems are
best dealt with in the early stages; if allowed to continue, the
offending parties will come to assume that they have a "right"
to do what they're doing, and it will just be harder to approach
rationally and calmly.
