When the BBC did "Hitchhikers Guide To The Galaxy", which contained a lot of
graphics, they decided to use animation instead of computer graphics because
of the large amount of time and money they could save. 

With the small amounts of graphics used in Dr Who, I would not be surprised
if they did use the BBC micro.

[As a side note, The BBC have put out a series of television programmes, about
computers, in which they were using only the BBC micro. The programme was
aimed specifically at people with very little, or no, working knowledge of
computers. An announcement was made after each programme, giving an address
which you could send away to for your own BBC micro!]
