Can someone expand on what's in these Motorola terminals?  How
expensive?  Is the communications section of it a module that could be
bought by an OEM separately?

Packet radio, of course.   Motorola already has terminals that operate
at 900Mhz, witha data rate of 4.8kbps (or some integral multiple
thereof).  Satelite is another alternative, although it's not quite
ready yet.  (Gerard K. O'Neil is working on this, he founded a company
called GeoStar.)
