Hobbit at Rutgers comments that terminals that need ^S^Q to reach 9600 are
antiques and should be replaced with decent hardware.  While that's nice in
theory, lots of us work on data LANs, or use PCs running terminal emulators, or
use other combinations of things that occasionally need flow control.
Emacs never should have used ^S^Q in the first place, but that's water under
the bridge.
