No, no, it's HEP (Hierusalem est periculata?) that stands for Jerusalem
has fallen.  (I understand it was used as a rallying cry in Russian pogroms.)
Nowadays, I'd consider that ancient meaning to be strictly a homonym for
the cheering queueing formula (hip), the archaic slang evaluation (hep OR
hip), etc.  (Maybe we should move this discussion to net.nlang.)
