Right - they're going to stop fooling around??  Everyone already knows that
they do, since they go into the room together and the door gets closed ...

Seriously though, why not explain the problem and offer to trade rooms??
(Then your (current) downstairs neighbour will ask to trade, and soon your
troubles will be in the basement ... :-) )
