Not so. See "the ringworld engineers". Wu had seen Phsstpok's corpse.

It's listed as uninhabitable (see the map in "Known Space"), and nobody is
crazy enough to visit it. Or if they are they become protectors, read
Brennan's journal, and go charging off to the Galactic Core.
