Either Conneticut or Mass tried to outlaw CB without a state permit back about
1975 or so.  I think lawsuits were filed IMMEDIATELY and it was voided, but it
shows to what extremes authorities can sometimes go when :
	1. They are paranoid.
	2. They are caught up in emotionalism
	3. They are immature to think they can really have an effect
