Look, this is the Twenty-Fourth(?) Century!

They have the technology to do almost anything
they want.

The Time Lords on the planet Gallifrey (*)
have no problem with capturing black holes,
it just takes some stellar engineering.

(*) - In the constellation Kasterborus,
galactic co-ordinates 10-0-11-0-0 by 0-2
from galactic zero center.
