I visited Hilton Head late september '83.  I found that there was
enough sun to get a light burn, despite my naturally inclination to tan.
Things to do included golf, tennis, golf, tennis, laying on the beach, and
golf.  The weekend of September 28th the National Championship Triathlon
race will be held.  Sometime in September a major mixed-doubles champ
is held.  Back to weather, you do have a bit of a rain at that time of 
year. In regards to sailing, I don't know.
