Whoops, last point (I promise!---at least until someone starts
arguing):  if one uses my scheme and has an empty "partial routes
for domains" database, then the situation is just like when we used
to just look up the uucp hostname in the flat-namespace-database
(which is what we are doing right now).  If both db's are empty,
then the situation is like it was under V7: one must always use
full routes, rather than domainified names.

(Sorry about the typo (it's shanghaied, not shanghaid)....)
