From the Preface to *Fortran IV with WATFOR and WATFIV* by Cress, Dirksen,
and Graham:

The name WATFOR was chosen to stand for _WAT_erloo _FOR_tran. When we began
to write the new compiler, we needed a means of identifying it, and we chose
the term WATFIV ("the one after WATFOR"), more or less as a convenience. As
the compiler developed, we officially adopted the term; by a stroke of good
fortune, it happens to be a short form for _WAT_erloo _F_ortran _IV_.
