The *American Heritage Dictionary* reads as follows:

	hip[4] (hip) *interj*.  Used as a cheer or a signal for a cheer:  
	*Hip, hip, hurrah!*  [Origin uncertain.]  

I'm not a Jew, but the origin of this phrase doesn't seem settled to me.
