People wanting to use the HP plotter in 336 have priority on the terminal
that the plotter is attached to.  It's quite all right to use that terminal
for non-plotter work, or for statistical work in preparation for plotting,
*IF* nobody wants to use the plotter at the moment.  The plotter terminal
is not special in any way except for having the plotter attached; anything
else, including statistical work using S, can be done on any other terminal.
(In fact, the plotter terminal is a good deal slower than our other public
terminals.)  But the only way to use the plotter is from that terminal, so
plotter users must be given priority.
