The best way I can think of is to become involved with a group of people who
do some activity that is interesting to you.  Here are a few possibilities:

If you play a musical instrument, you could get involved in a musical
ensemble of some sort.  At one time or another, I've been involved in
chamber ensembles, concert bands, and a community orchestra.  I was also a
supernumerary (a non-singing "extra") in an opera once.

During graduate school, I did backstage work for several plays.  You could
find out whether your town has an amateur theater group and whether they
would like help with their productions.

You could get involved in an informal sports group, such as a volleyball
team.  Groups such as the Sierra Club would probably also be good.  My
girlfriend belongs to an athletic club, and seems to be making friends that
way.  She also belongs to a sailing club.

Try dancing!  My personal favorites are some local dance groups (loosely
associated with the Washington Folklore Society) that do a combination of
New England contra dancing, English country dancing, and traditional-style
(not western-style!)* square dancing.  Various other local dance groups do
Scandinavian couple dancing, polkas, international folk dancing, etc.

Those who are religious could try a local church or synagogue or whatever.
For those (including myself!)  who are not religious, something like a
Unitarian Church or an Ethical Society makes more sense.

And finally, one good way to meet people is through friends.  That's
how I met my current girlfriend.

* A personal prejudice:  I don't like the "country & western" orientation of
western-style square dance groups.  Traditional-style square dancing is not
as well known, but I like it a lot better.
