Predominant opinion around the world is that Israeli transfer
of shiites from Lebanese territory was a violation of
Geneva convention. However Israelis disagree. One of their
US supporters is Jean Kirkpatrick who said that according to 
her interpretation of laws and situation the transfer 
does not violate international law. Reagan thinks the opposite.

I recall that question hinges on status of people held
- prisoners of war vs. plain arrested citizens.

Could someone with better knowledge of situation comment
on laws and their applicability to Shiites moved to 
Israel?
