One of my users needs to get back to my machine from the netherlands.

He was told that SEISMO has an arpanet computer.  The only SEISMO I know of
is a uucp node.

Does anyone know how a user in Holland or Manchester, England could use 
TELNET and get back to an ARPAnet node?   Are there computers that act as
gateways?  I do not know which computer in Europe he will be using (by name).
