For what it's worth, from NY Post 7/11:

Ithaca, NY:  DLL Com Con Inc. has signed a $3.5 million agreement with
an Illinois firm to provide customer-owned coin-operated telephones,
president Ed Oliver said yesterday.

DLL will provide the phones to Wenk Ltd. of Oakbrook, IL for resale. 
The first of the Generation II telephones, which are controlled by
an electronic microprocessor, will be ready for shipment late this
month.

Sounds exactly like what was being sought.  No other information
given in article.
