Hey!  Wait a Minute!  I use the "F" command a lot, even when I'm only
going to include one sentence from the original posting (like this one)!
How about a restriction on the ratio of new/used article content?  For
example, if we decided on a ratio of 50%, it would mean that at least 50% 
of any article you post has to be yours, or postnews wouldn't allow you to 
post it.
