However Israelis disagree. One of their US supporters is Jean Kirkpatrick who said that according to her interpretation of laws and situation the transfer does not violate international law. Reagan thinks the opposite. I recall that question hinges on status of people held - prisoners of war vs. plain arrested citizens.
