I heard this told as an "English joke".  That is, not a joke about the
English, but a joke told by the English, about Scots.  Another one I
remember was:

   Scotch fellow in a bar goes to the bathroom, and when he comes back,
 finds a fly floating in his beer.  So he picks up the fly and shakes
 it, yelling "Spit it oot, spit it oot!"
