Speaking of military procurement (yes, it does sound like a criminal
offense, doesn't it?), I have an example of efficiency in government for
you all.  We were all sitting around the office the other day looking
at _Commerce_ _Business_ _Daily_, the government's list of things they
want to buy, and after getting a good laugh of the section "Nuclear
Ordnance", we noticed a request to supply the armed forces with 43 million
rounds of 5.56mm rifle ammo.  The per unit price was a little over
17 cents a round.  Gee, I can buy the same stuff in quantity 1000 for
14 cents a round.  I guess the price break for quantity goes negative
above 10 million units.
