I have a question for all of you legal geniuses out there.  Exactly what does 
the definition of public domain software entail?  When the government gets
"unlimited access and possession" of a particular software package (i.e, from
a contract), does the contractor have the right to sell it for profit (i.e,
for the cost of development)?  Oops, two questions.
