I find the old episodes very annoying.  The prime reason it is done is that
HSB is a very expensive show (large cast, etc.), and because of that reason
they do not make as many episodes.  Consequently old shows are used as filler 
(sort of HSB helper ...).  

Both St. Elsewhere and HSB are MTM productions, which was formerly headed by
Grant Tinker (formerly Mr. Mary Tyler Moore), and now head of NBC.  I am not
sure of any connections beyond those of the production company and producers.
