I've changed my 4.2 date getter once again. Now it tries to estimate
the round-trip time and adds half to the returned value before setting
the date.

It also fixes a long-standing bug that caused it not to properly record
the old time in /usr/adm/wtmp before setting the time; this is now
properly done.

The new file is where the old one was: in the file pub/dated.flar on
merlin.purdue.edu, available viaanonymous FTP.
