You should eliminate any directories and the volume label for that partition.
DOS has the unfortunate restrictions:

o   IBMBIO.COM  and IBMDOS.COM must occupy the first two directory
	entries
o   IBMBIO.COM must be contiguous on the disk (no fragmentation).
