Summary: Article length limit won't work

At first glance, limiting article length looks quite attractive.
But it is not a solution for a few reasons. First, If someone is
running an old version of news (isn't almost everybody?) they will be
able to post the article, anyway. It will only be rejected (and
bounced back to them, I guess) by a site running new news software.
When this happens the poster will either repost a shorter version
(which means duplication) or -- and this is the second reason why this
is not a solution -- the poster will post the item in separate pieces.
