A lot of the lights in the Portland area are like this.  There's
an extra sensor in the street, say 100 feet back from the intersection.
If traffic is light, the light will change in time for you.

What's really stupid is that the left turn lanes have a red light
except for when the left-turn-only light is on.  Sit and wait!
