Correct me if I am wrong, but I do believe that in "The Enterprise 
Incident" the following was revealed:
 
Vulcans can never lie........but Spock explains at the end that that
statement is MYTH. The commander of the Romulan ship says (and I am
trying to quote)   "And so, the story that Vulcans cannot lie is a
myth after all."  -- Taken from Star Trek 4, James Blish p 111. This
follows the story very close to the original script.
 
Spock's duty as first officer for the USS Enterprise comes first.
