GEM comes with bindings for linking C and Pascal programs to AES subroutines. They don't support every compiler that's available, but they do support their format, and Microsoft's format at least. If you can call C from COBOL, you should be able to build a C function that accesses the AES subroutines, and then call the C function from COBOL.
