These things vary by company and by state, but in my experience
insurance rates are based on everyone who might possibly have
occasion to drive the car more often than once in a blue moon.

That includes husbands, wives, children, and even unrelated roommates.
The form that came with my last renewal said "List all licensed
drivers in this household."
