The various versions of DOS backup and restore all record the full
directory path from which each file was backed up.  The restore program
insists on putting the file back into the same directory from which it
was backed up.  If you try to restore into another directory, it'll
notice that there aren't any files that were backed up from that directory
and unhelpfully say "no files found to restore."

It will restore onto a different volume than the one from which it backed
up, so if you really don't want to restore to your original directory, you
might try restoring onto a scratch floppy and then copying the files to
where you want them.
