I think you're confusing low-intelligence  with  average  intelligence.  By
definition,  most  people  are of average intelligence (within one standard
deviation of the mean).  It would certainly make no sense to consider  this
a  negative trait.  I leave, as an exercise to the reader, the assigning of
+ or - to those significantly below or above average.
