Tags (licence plates) are a State requirement. Federallyowned vehicles
do not have to comply with state requirements, and do not have to
carry tags. The federal government puts tags on their vehicles
for their own convenience. Many military vehicles also do not have tags.

Drivers of government vehicles do have to have drivers licences when
on public highways.
