You should verify that the outside cable, and all of your video
equiptment is properly grounded. The outside cable should have a
connection between the shield, and a good ground such as a 6 foot
pole that has been driven into the ground.

If the plugs on your VCR and TV aren't polarized, then try reversing ONE
of them.

Or, get yourself a new extension to go between the outside cable and the
VCR.
