Where then is the accrd? This is essentially what some countries are doing now, and it seems to be very effective, especially in combination with misleading or false reports about the more pleasant countries. I am sorry, but without enforcement a sufficiently egotistical leadership could easily abrogate the whole concept! And I have grave doubts about emmigration of criminals. Many of these people are highly anti-social and could not live peacably anywhere. Or do you think the Atlanta Child Murderer can really be trusted not to do it again if only he were allowed to emmigrate?
