The easiest way to get the complete specs for the closed captioning
system, including control codes, etc., is to order the technical
manual for the Telecaption Decoder from Sears in Chicago.  It's
all in there (or at least it is in the old copy I have around here).
It may not be worth building your own, however, since
it's fairly complex, even though Telecaptioning runs at a 
very low data rate (2 bytes every other field on line 21).
All of the data display operations are handled by custom chips.

However, all the data you could possibly desire is in the manual.
