This morning on NPR I heard, in reference to Nicaragua, the term 

		peace offensive

in the context

	The Nicaraguan's government current strategy is a peace offensive.


I guess this means that Nicaragua is attacking but with a permanent state of
prehostility.  No, it means they're staying home and not attacking, but are
telepathically sending offensive thoughts.  No, it means they're conducting a 
war by shipping pacificists across the borders.  Er...
