I just checked and found that Top Cat is no longer running here in 
early mornings.  However, I have some info from memory.  TC was
definitely a satire of Phil Silvers, though the guy who did the voice
was not Phil.  One of TC's gang was voiced by a very familiar character
actor who shows up frequently in commercials.  He's the one who
plays the "sun" in a raisin commercial and says to a lawyer,
"How'd you like to get a nice 2'nd degree burn?"

And it was Officer Dibble, not Dribble.  Though TC probably called
him Dribble from time to time as a joke.

As for the theme, I don't have it on tape, but I can pull forth some
of it from memory, with gaps:
