Oh, come on now! Having been in US Special Services or worked for SOF magazine doesn't establish a reputation for factuality. Credentials? It's like using The National Enquirer as a source of information on medical treatment. There are many independent journals on military and defense subjects, with sound academic reputations. GUNG HO (or SOF) isn't one of them. The Rand library doesn't even subscribe to them (and it subscribes to dozens of journals on all aspects of military and defense policy). You can be sure that if there is a substantial factual basis for the serial-number story, we'll hear more about it. And it won't be from SOF or GUNG HO. (Concerning the matter at hand--it really wouldn't surprise me too much if weapons went through Grenada. After all, we've known all along that the Nicaraguans have been getting Soviet weapons, as have the Cubans and the former administration of Grenada. Where else could they get them from? The US??? Now, Grenada certainly seemed to be storing a lot more weapons than they could use for self-defense. So it wouldn't be surprising if they were on their way to Central America.
