However, I have some info from memory. TC was definitely a satire of Phil Silvers, though the guy who did the voice was not Phil. One of TC's gang was voiced by a very familiar character actor who shows up frequently in commercials. He's the one who plays the "sun" in a raisin commercial and says to a lawyer, "How'd you like to get a nice 2'nd degree burn?" And it was Officer Dibble, not Dribble. Though TC probably called him Dribble from time to time as a joke. As for the theme, I don't have it on tape, but I can pull forth some of it from memory, with gaps: --- Top Cat! The most (gap) Top Cat! Whose intellectual close friends get to call him T.C.! (missing) Top Cat! The indisputable leader of the gang! He's the most, He's the tip, He's the championship!
