L_stat and L_sub are used by uustat and uusub, a pair of obscure
programs written by her-daw che, used by no one.  uustat reports the
status of spooled and completed transactions, while uusub is a failed
attempt at helping to administer a uucp subnetwork.

we got rid of uusub in honey danber, and made uustat a moderately
useful tool relying on logs and status files, instead of dross.
