    I don't think it would work.  I have such a collection.
It included at one point ~ 2 M bytes of jokes (~ 1200 of them).
I am quite sure that no one would consent even to circulating the
best 300 lightbulb jokes, much less the rest of the slush fund.
The best we could do is list categories to stay away from, but
then, due to human perversity, we would be buried in repitions
of old jokes (as we are).
