how does one go about getting a VAX/VMS machine onto the USENET (or 
ARPA)  I have a friend who would like to get into  netland, but 
does not run a unix machine.  (he is running VMS on a 11/750)

I'm sure it can be done, but don't have any idea of what software is
needed. (he has DECnet)
