My guess is that the maker of your drill wants to gaurd against
the possibility of reverse charging those NiCads which may discharge
earlier.  There has been much on the net, mostly in net.consumers,
about the formation of crystals when NiCads are reverse charged.

My feeling about NiCads is use them but don't discharge them all the way.
