Well, it seems the problem has been fixed.  What we discovered was this:

There is a file called ETC:SERVERS.DAT which lists where the servers are
located. This file uses a logical symbol SYS: to define the device
on which the files reside.  The definition of SYS: is translated and 
loaded when the internet kernel is installed into VMS at system boot 
time.  

What apparently happened was that the files had been moved, and the 
definition of SYS: was changed, but the system needed to be rebooted in 
order for the change to take effect, since the old definition of SYS: 
was still loaded in the internet kernel.
