It means that this method is more likely to be used in the future. And instant justice is no justice at all. For the record, I'm don't admire Goetz, nor do I have great contempt for him. I think his actions are understandable, and perhaps they were almost legal. I certainly have little sympathy for the four criminals that he shot.
