Permanent postings are a good idea.  But how does it get done?

A problem mentioned was updating them upon change.  Simple, when sending
out the new posting send along with it a control message cancelling the 
old posting.  This has the added benefit of letting all the newsgroups
readers know that a policy has changed or something.

Causing problems with 2.10.2?  If we really want this feature then change
the algorithm.
