I've been looking for a data base system similar to the one you want,
but for an HP150/IBM-PC class machine.  The closest I have been able
to come is the TURBO-TOOLBOX/TURBO-PASCAL package from Boreland.
It's not a complete DBMS, but has all the tools (index building and
maintenance, data storage/access/ retrieval/deletion) needed for a
PASCAL programmer to build his own.  All the components are provided
in efficient, annotated, PASCAL source code, for under $100.
