Garn is not going as part of the Civilian Participation program, but as a Senator. He probably will fly before the teacher gets to. The ostensible reason is to be a 'fact finding trip', as part of his duties on that subcommittee. Garn likes to fly. He has about 10 000 hours flying time already. But this is a business trip, not for fun ( :-) ). Over the next few years, there will be quite a number of 'non-essential' travelers on the Shuttle. If you are the major payload on the flight, and the Shuttle has an available space, you can carry one 'payload specialist' to orbit.
