Not in most states (if not all), only probable cause.

Examples of probable cause:

	1) You zip by an unmarked patrol car at 65 and then mysteriously
	   slow down immediately after the cop turns his radar on.

	2) A cop his right behind you with his radar off.  The cop turns
	   his radar on for a moment and immediatly a red light flashes
	   on your dash board.  Your nailed.
