I think that individuals should be allowed to determine the appropriae level 
of safety for themselves IFF they also have to pay insurance costs relative
to their chosen level.  I resent having to pay high insurance rates for
someone else's recklessness, and as far as I can tell drivers who use
seatbelts don't get a significant (if any) discount.  (Maybe they do in some
states; anyone know how common it is?)
