If someone crossed the street to avoid me, I'd wonder what they were up to (my wife had the same reaction when I told her of the street-crossing argument), but I wouldn't feel threatened by someone ignoring me. My own belief is that, if you don't want to frighten someone, DON'T DO ANYTHING WEIRD. This includes smiling and greeting a stranger as a friend, and also includes crossing the street to avoid them.
