    In my experience (as a DJ on a college radio station, and as a director of
a non-profit folk club), the way the copyright and licensing laws are written,
one does *not* have to get a BMI/ASCAP/CAPAC license if the organization using
the music is (1) a registered non-profit organization and (2) is not using the
music for fund-raising purposes.  For most college radio stations on FM, this
is the case, since their licenses are usually of the non-profit educational
variety; however, many AM or carrier-current college stations are for-profit
enterprises.  They are liable for licensing fees.
