I assume, from the way Robert's reply is worded, that he is being facetious,
however some people really feel this way.

How to handle these incompetents?  First let's look at the overall situation.

1. The roadways are full of them.

2. The roadways will be full of them next week.

3. There's nothing you can do to change them; you are only one person with
   5 minutes of their attention.

You handle them by being on the lookout for them, and avoiding them (i.e. lag
behind or get well in front of them).  Counter-malicious driving will only
piss them off and increase the risk of an accident.  Leave them alone and
save yourself some aggravation.

BTW, it's always possible that that 'incompetent' is as good a driver as you
and just made his first mistake in 3 years.
