  Speaking of welfare fraud, the feds have just discovered a new angle.
Last year a hospital decided to give out "birth certificates" to little
girls dolls who could not afford a cabbage patch kid. The certificates
were real enough to allow the parents to apply for social security numbers
and additional welfare benefits.
