    Garn is not going as part of the Civilian Participation program,
but as a Senator.  He probably will fly before the teacher gets to.
The ostensible reason is to be a 'fact finding trip', as part of his
duties on that subcommittee.  Garn likes to fly.  He has about 10 000
hours flying time already.  But this is a business trip, not for fun
( :-) ).

    Over the next few years, there will be quite a number of 
'non-essential' travelers on the Shuttle.  If you are the major
payload on the flight, and the Shuttle has an available space, you
can carry one 'payload specialist' to orbit.  I'm sure no company
or countrythat has the opportunity will pass it up.
