Phil Ngai has probably come up with the best solution:

p.s. I guess the "Telephone Companies" have to decide whether it is the
"ACCESS" code (phil's) or "AREA" code (mine)  :-)
p.p.s. For me, almost all of ol' Mexico is area code 903.  Oh well!  :-)
