Can anyone tell me what steps I need to take to allow myself to
set host to myself even though I don't have a DECnet license.
We use a derivative of this ability in our software, but it
stopped working in 4.0.  There are several things which could
be wrong, but I'd at least like to confirm the Set Host 0 still
works.  It doesn't, but I'm not sure I'm setting everything up
right.  Even if someone can tell me how to do it in level 3
systems, I can at least try that and see if it works.  Now I
get the message 0%SYSTEM-F_SHUT, remote node no longer accepting connects.
