The story Steve Dennett wants, about a society with bizarre legislative
customs, is "Polity and Law among the Camiroi" by R. A. Lafferty.  It's
a companion-piece to "Primary Education among the Camiroi", same author.
I love Lafferty, in small doses.  My two favorites are "Nine Hundred
Grandmothers" and "Land of the Great Horses".  I don't like the man's
novels, probably because they exceed the recommended dosage levels.
