I worked on AT&T PBXs for several years and can tell you
that our PBXs (specifically Systems 75 and 85) can do
intelligent things with call waiting.  There are options
that disallow disruptive tones on a data call.  These options
can be invoked either on a call-by-call basis or for every
call originating on a given extension.

I can't vouch for the central offices since I can not be
everywhere at once. :-)  However, if call waiting bothers
your data calls, just stop paying for it.
