I think I read something in the Screen Manager documentation about
the terminal table getting mapped into the system at boot time.  There
is something called SMGMAPTRM out in SYS$SYSTEM as well, maybe you
have to run that to remap the old terminal description.  Maybe you
have to reboot.

I tried defining a terminal using a private terminal table.  The
documentation says you define a logical name to point to the new
termtable file.  That all worked fine.  I was able to say SET TERM/DEV=H19
and it ran just fine.  Only thing that doesn't work is SHOW TERMINAL.
It tries to access a nonexistent file in SYS$LIBRARY.  At DECUS they
said this was fixed in V4.0.

I haven't tried changing the system terminal table though...
