Can I change the example a bit? (I can.)

Large numbers of responsible retired people lose all savings held by an
investment institution- (i.e. Baldwin-United) - should we (our community, 
government, whatever,) support them?

Doesn't the much reviled SS provide a secure resource for everybody?
