Charlie -- thanks for answering my question about the FCC.

Now .... who knows about the interesting problem in Law?  I suppose
this happens all the time, since you always hear of higher courts
declaring things unconstitutional, or whatnot.  

Has anyone taken action against a State that KNOWINGLY makes illegal laws?
Or against the people who wrote it?  Is there a special place in the Inferno
for them?
