TEMPEST qualification is a program where hardware is certaified to emit a very low level of EM radiation. The reason for this is to ensure that highly-classified material is not ``readable'' at a distance. It usually makes the hardware sort of hard to use -- shielding over a CRT is apparently a real problem -- but it works. Sometimes they just shield the room instead. Also, DoD isn't all THAT sensitive about TEMPEST -- it's only classified a little bit, and that only in the specs. -- Opinions stated here are my own and are unrelated.
