Magical Resistance, how does it work ?

I'm currently playing in a campaign where the main evil (and there's
hundreds of them) all have Magic Resistance.  Yes, they are Drow, and this
is The Vault of the Drow.  My problem is this, what is Magic Resistance ?

Sure, it makes sense that some magically resistant monster would not fall
for my lovely phantasmal force, and laughs at my ineffectual chaos spell;
but what about fireballs ?  Some magic will physically create things, such
as fireballs, that are real....I'm always losing stuff when it fails it's
saving throw....but does magic resistance work against fireballs ?  
We said no.  If something is an evocation, physically creating something,
then magic resistance is useless (in a deep breathy voice 'Resistance is
useless' :-)).  What does the playing world think about that concept.
The DMG doesn't offer much help in this area.
