Another solution if backbone sites drop is to find new ones. Maybe we can work out a system whereby a link of local calls (or nearly local calls) will stretch across the U.S., Canada, and Mexico (are they on the net), leaving non-North-American links as the expensive links. There goes the international network, but we still have a working net. Of course, this depends on local telco practices. Maybe you can't chain enough machines together cheaply in this way.
