Curious (or is it?) that this appears to coincide with preparation for
Big Pine III, the combined naval/air/ground war games that are
scheduled to begin very soon in the Carribean...?

Conjecture: The carrier [which sounds like audio feedback] is
jamming from some source on the "other side," and the audio
SSB you are occasionally hearing underneath is legit from "our side."
