Maybe this would result in lower insurance costs for the rest of us. When I moved from Oregon to New Jersey (God, what folly!), my car insurance rose instantly from less than 200$/yr to nearly 800$/yr. Same company, same coverage, no tickets or accidents in over ten years. I won't speculate on some of the more obvious explanations for this, but will say that a substantial portion of this cost undoubtedly goes for medical costs and "pain 'n' suffering" lawsuits.
