Perhaps a more general observation that applies to
drivers who hog the left lane:

licenses to drive are too easy to get!

The fact that SO MANY people are allowed the privelege to drive
suggests a certain degree of blanket incompetance.
Let me justify that.

Driving is not a natural ability; it must be learned.
It involves physical skill AND decision-making.

Now, if you consider how many people are allowed to drive
relative to the number of those old enough to get a permit,
you have to draw one of two conclusions:

	there are alot of properly skilled and satisfactorily
	screened drivers in this country or,

	the licensing process is woefully inadequate.
