SSI, Suplemental Security Income for the blind and disabled, is also payed by the Social Security department. These functions should be separated. Don't forget that Social Security is not based on need. If the guy who gambles away his IRA has no other means of support and cannot work, then he is a needy handicapped individual. Rich people can get Social Security too. Society has to do something about people who are too handicapped to work. Even Neandrathals did that. We cannot ignore them, for even if they die, we have to dispose of the bodies. I would like to see the retirement plan aspect of SS disolved and have the transfer payments tied to general revenue.
