I doubt Sen. Kennedy thought about it at all. It is extremely fashionable to get arrested at the South African embassy (all the Congressmen are doing it) and to perform superficial nose-thumbing (whether has any effect on apartheid, or even if it makes it worse), so Kennedy is just doing what's popular and looks good.
