As a suggestion, next time you see a cop do something nominally illegal,
write down as much details as you can- place, time, numbers on cop car,
violation, etc.  Then write a letter to the headquarters of the offending
agency with that information.  You may not want to include your name. 
Send a copy, with your name and address, to the closest large newspaper,
especially one that has an "Action Line" or "Troubleshooter" column.
It ain't much, but you might institute a study or investigation by the
newspaper, and, in defence, might cause a bit of beaurocratic shuffling
at the P.D.  You might even send a copy to the governor or mayor, depending
upon whether it was city or state cops.

But on the letter to the P.D., put the following on the bottom of the
letter:

Copies to:  Governor John Doe 
	    Mayor Mary Smith
	    Daily News attn:  city desk

Use real names as appropriate, of course.  This may cause a bit of 
immediate cautioning at the local level, if my experience with 
government is any indication.
