If the question is: "is there any way to build EPROMs on a conventional
N/CMOS process?", the answer is no.  You *don't* do EPROMs unless you have
access to an EPROM process. (You'd know if you did; the design rules would
include constructs for defining the very thin oxide layer that allows you
to inject charge onto the bit-cell gate)

If you *do* have the process and are simply having problems with circuit
design or with making your "Mead-Conway" toolset behave, drop me a line.
