The NSA doesn`t listen in, it monitors traffic.
They monitor for either certain phone numbers, ie the Russian embassy
in Paris, Ottawa, Washington, the use of key words like nuclear, secrets,
President, assassin of even NSA in spoken and data communication and the
system then records and flags these communications for further analysis.
The NSA, surprise surprise, has reciprocal agreements with Canada, New Zealand,
and Australia to swap information.
This means that the KGB can't nip across the border at Niagara Falls for
a secure chat home.

Just when you thought it was safe to phone home, Big Brother is on the
upstairs extension.
