Regarding the statistics that show that the poor (as defined
by the government) have remained steady at about 15% of the
population, despite food stamps, welfare, etc.:  Maybe the
government definition is that you are poor if you make less
than 85% of the population.  Therefore, regardless of what you
do, you'll *always* have 15% poor.

Does anyone out there know what the official definition of "poor" is?
