Large breasts have more fat, yes, but not a significantly larger number of the glands that produce milk. Do you have references? I think it's more a social conditioning, or something that goes back to a mother/nursing memory (I do have references, if anyone cares). If nothing else, it's one of the more obvious reminders that this person is a member of the opposite sex.
