Many punters continually kick the ball into the end zone for a touchback in this situation. Your idea might create some turnovers, and there is a good chance of the punt squibbing inside the 20 and being downed there. A turnover, as your BONUS question asked, would stop the clock because of change of possession. As soon as a punt or FG attempt crosses the line of scrimmage (even if blocked) it is a change of possession. Here is another one: With time running out, would it work for an offensive player to spike the ball if he cannot get out of bounds. This would stop the clock momentarily, enabling the players to line up, and delay of game is only a 5 yard penalty. This is a strange idea, is there any reason it couldn't be applied?
