It does not.  Rot 13 has all the security of a Captain Marvel ring set at M-1.
Rot-13 is one of the 26 different possibilities that a well done ring has.
But, what the hell, it's faster.  (Oh, damn.  I just sent something trivial to
net flame--I didn't even call that fool a nasty name.)
