Ahem!  Jeff, I advise you to get that mote out of your eye and give this
"young female friend" a call.  Reading social signals will always be an
art, and not something which can be codified in books, but its been my
experience that one's intuition about sexual signals is generally right.
Naturally, as you get more adept, you fine-tune your perceptions.  In any
case, it seems to me that sending a wallet-size photo is certainly an
exceptional behavior, and it wouldn't be inappropriate to get in touch with
her, perhaps mentioning the photo in a friendly way, to see what her
intentions are.  You don't have to react inappropriately, just take this
as an invitation to see if what you perceived was real.  If it is, you'll
know soon enough.
