I think it was Larry Niven who first suggested, (proposed?) that as 
transplant technology matured, and the demand for parts increased,
society would start using its prison population as a spare parts bank. 
Unfortunately, as the demand for parts increased, the number of capital
offenses grew to include parking violations.

Maybe this would solve the handicapped parking flame as well.
