Nah, after you pull the valves (to stop it from going away!) you call the
towtruck.  Now it will cost the fool more because they'll need extra equipment
on the truck.  

I suppose one could be charged with vandalism, but I doubt that the guy would
have the gall to press charges ("You see your honor, I was illegally parked in
the handicapped spot when this man removed the valves from my tires."), but
even if he did, I doubt that the jury would convict.
