If the radiation argument were true, one would expect that a dark skin would help one to keep warm in cold climate. The reason for the fair skin is to allow the maximum production of vitamin D with tha available sunlight. Vitamin D insufficiency leads to ricketts, a bone disorder which affects, among other things, the ability of a woman to bear children. So evolution triumphs again.
