Summary: net.personals is a bad idea

Let me add my voice to those claiming {net,mod}.personals as
a bad idea.  I think it is also a stupid idea.  The distribution and
content of such messages would be totally inappropriate for
this network.  

If you want some kind of personals group, it would make much more sense
to create a local group and use that.  At least the readership of
that group would be in the immediate vicinity of the poster and more
likely (or able) to respond to any such posting.

I'm sure that the folks in Europe have no wish to see articles about
"Male grad student in W. Lafayette seeking female wombat for
meaningful relationship."  I also doubt if many people paying
for their sites' participation on the net would find such postings
worthwhile or useful -- possibly to the point of quitting the net.

This is an information and idea exchange, not a dating service.
