Summary: 

The staff of striking has a number of charges that make it very useful
for a couple of strikes.  You can either zap with it, or wield it and
hit (and you must be next to the monster).  I think it uses one charge
when you zap, and a double charge (and double damage) when you strike,
but it just might be the other way round (it's easy to tell if you
identify the wand before using it).

Advantages: It always hits even when you are confused, if it is
charged.  Two blows with a charged wand will ocasionally kill an animal
that you had no chance of killing otheriwse.

Once the charges are gone, I prefer to wield my mace.
