Here's some info on scanners, from the Oct 1, 1984
AutoWeek. They got it from the Scanner Association
of North America, 240 Fencl lane, Hillside, Ill. 60126.
They also have a magazine, 'Scan'.

On this chart, some states that regulate scanner usage
allow it by one or two conditions. For some, an Amateur
Radio Operators License is sufficient for operating one,
in others, you can obtain a permit, if you have a valid
reason.
