the arrl has filed two petitions for rule making with fcc.  the
first  petition  asks the commission to authorize the use of f2
emissions on the 10 meter band from 29.5 to 29.7 mhz  to  allow
10  meter  repeaters  to  identify using that mode.  the second
petition asks fcc to amend  part  97  of  the  rules  to  allow
amateur  satellite  operation  on  the frequencies allocated at
warc 79 for that service.  no rm numbers have been assigned  to
the petitions yet.  details will be reported in the arrl letter
