This is a reply to the simple&neat example
by Mr. Ngai (I live in the desert, you live in the 
lake, etc)

Well, time to think business!! Nobody has obliged or 
somehow made you to give water. In most cases (see superpowers)
help given represents a small fraction of the return (even 
from Ethiopia -- you never know, strategic placement, oil, etc). 
So in any case it is NOT good will or charity, but simply investment
(see the European Truman Doctrine, Marshal Plan, etc of WW2 era).

PS:  you can always SELL the water, after donating a little
     in the beginning. It would cost the same, but you are
     guaranteed a lot in the future (FLAME if you didn"t get it)
