Price is VERY relevant info. However, before spending $200 on this package, I'd consider how useful it is. There are public domain versions of a great many UNIX style utilities available; PC-SIG is one source (about $6 per disk, if memory serves). Also, Kernighan & Plauger's book "Software tools in Pascal" contains a great many of these programs. A business might want to spend the money to avoid the hassle; an individual may do better haunting user's groups or mail-ordering from PC-SIG (or bulletin-boarding....).
