The Atari joystick and the IBM PC game port are fundamentally incompatible!

The Atari joystick is a collection of on/off switches.

The IBM PC game port (according to the Tech Ref; I assume your Quadram
is the same) calls for proportional control using 100K pots. (I've
heard a nasty rumor that it really needs 400K, in spite of the manual.)

Thus no amount of cable transposition will help. Sorry.
