I've had success using CTTY over the COM port at 9600
baud.  I recommend that you first try a direct connection
between the terminal and the PC (an RS232 connection without
modem) before you look for success over the phone.  Especially
try crossing lines 2 & 3 on the RS232.

Plug your terminal into the COM1 and set the MODE accordingly
(see the manual if this isn't already familiar ... you need to 
match protocols between the PC and the terminal ... baud, parity,
etc.)  Get this to work ... and then change the baud to 1200,
or 300 depending on your modem, without changing any other 
parameters.
