Just because I've made myself curious by doing a paper on merit pay plans
(incentive pay plans, differential pay plans, Career Ladders):

What ever happened to the notorious "Tennessee Master Plan"?  Did it
pass?  What is holding it up, if it didn't, and what do people there
think of its potential for success?

My paper is due December 6th,  so I don't believe any replies will get
here in time to influence it.  As I said,  I'm just curious...

I sure hope I've posted this in the appropriate place.
