Susan Azibert (sorry if I botched your name), who is product manager for
VAX-11 C, called me yesterday to explain the new policy on the C run time
library code.

It used to be that you had to have a license to use the C run time library.
Now you don't. There is only one catch, the distributor/author of the code
must include in the documentation, and the source code (if distributed) that
the C run time library is copyright Digital Equipment Co. That's it.
