Often the news administrator for a machine is different from the system administrator. net.news.sa is for postings aimed at the SA, net.news.adm for the news contact. There is a significant group of people who are SA's, don't have much time for the net, and would be tempted to unsubscribe if the discussions in net.news.sa were to generate much volume. Eliminating either group is likely to increase the volume, and to increase confusion by some SA's and news admins who aren't very familiar with the other topic and won't know whether to pay attention to the postings.
