If you park in a Handicapped space without either a placard from the DMV, or special license plates, you will be socked with a big fine AND be towed away. I make a point of turning these creeps in. At least one major store here in the bay area calls tow trucks regularly. Disabled folks hava a hard enough time as it is, let's not make it any harder than necessary for them.
