Sorry, good try, but the winner is still the 6502 at 42 bytes.

(Which leaves one wondering if the question to the ultimate answer has
something to do with tight roman numeral loops)

Mind you the 6502 routine does do a silly trick to save a bite, and the
smallest 'clean' routine is 43 bytes. (so far)
