Summary: 

I won't discuss computer access here at Maryland other then to say that
for grad students and some other people, there are opportunities to hack
systems.  The general undergraduate population doesn't have free or
unlimited access.

However, at the College of William and Mary (unfortunately the year after
I graduated), they added a mandatory equipment fee to the usual student
fees generally added to tuition.  (I think it is something like $30 each
semester.)  EVERY student has an account on one of the school's Primes.
There are many (>200) terminals available throughout campus with a few
printers scattered as appropriate.  Students are encouraged to use the
computer for other subjects.  (They have some intros to get people started.) 
This approach seems to be working.  The university finally decided to provide
enough computing resources to handle the crunch.  As more people use the
computers, more computers will be added.  Unfortunately, there isn't a lot of
room for system hacking on the main machines.  I'm not sure of the availability
of other systems (things have changed in three years).  Someone associated
with W&M (Hey, Bob, are you reading this?) could say how that is handled.

And I remember how difficult it was to get a TSO account for each
semester.  :-)   These people may never have seen a keypunch machine. :-)
