There may be some obvious answer to this, but I haven't stumbled across it
yet.  I have an .exe file that was built on a system running a higher 
version of VMS than where I have the file.  It won't run cuz the activator
[I suspect] complains about mismatched RTL versions.  It works okay the
other way, if I bring .exe files to a higher version VMS.  Is there any
easy way around this, or do I have to mung the image header, or is it just
plain impossible if the image will call non-existent hunks of my RTL?
