Two years ago our governor Dick Celeste boosted 
state income taxes by 90%.  Since then a surplus 
of $150 to $400 million (depending on whether 
you talk to a Dem. or Rep. economist) has
developed.  Celeste has magnanimously decided to
return $40 million of this surplus to the people
of Ohio in the form of checks averaging $14.00
each.  The cost for mailing these checks has been
roughly $600 K.  Of course, the fact that they
are being mailed 1 month before the election is
strictly a coincidence.  So, why do I feel like
I'm being bribed with my own money?
