     Does anyone know how to modify a Yeasu  FT-290  (bought
in the U.K.) so that it will cover the frequency range 144 -
148 MHz, instead of the normal 144 - 146 MHz.

     Also, does anyone know the rules and  regulations  that
cover  Packet  Radio,  both in England and the United States
because the English licence makes no reference to it.
