INTEL 286 BUG??

It appears that the 286 implementation of execute-only segments is not
very useful.  In protected mode, with segment access set to Executable
and not Readable, protection faults are generated for all forms of move
immediate instructions!  This seems unnecessary since all the protection
that is needed is available by restricting the loading of execute-only
segment selectors to the CS register?
