Since then a surplus of $150 to $400 million (depending on whether you talk to a Dem. or Rep. economist) has developed. Celeste has magnanimously decided to return $40 million of this surplus to the people of Ohio in the form of checks averaging $14.00 each. The cost for mailing these checks has been roughly $600 K.
