Newsflash!  JD is Canadian!

... so, now that we've heard this a million times, let's drop it.
I suggest that all situations like this in the future be acted upon
like a good packet switching network:  it waits a period of time
before flooding IMP-news packets to all neighbors in case they got
the packets already from other ajoining (sp?) neighbors.

Just make sure that youse guise wait different amounts of times,
udder-wise (smart milk farmers) wheeze all will send our postings
at the same time.  How long does user "x" wait?  Just write a
random hashing function for yourself (with no zero multipliers)
and use the output as a guideline for waiting-time.
