Brower may be going a little too far, but it is true that a third
or more of the Soviet staff at the U.N. is KGB or GRU.  What's
even more interesting is that the USSR, like many other
countries, require their UN staff to hand over their UN payed
salary.  After all, UN salaries are gargantuan compared to pay
rates in most of the world's countries (excluding  the western
industrial powers).  In this case, the KGB is getting some of the
funds the UN is paying out.  Since the U.S. pays a large chunk of
the UN budget, you could say (as John Barron did) that the US is
providing funds for the KGB.
