Entrance ramp crawl?  In North Carolina (the only state in which I've seen
this particular maneuver) drivers who have "mistakenly" gotten onto
interstate ramps have been known to *back up* the ramp.  Similarly, drivers
who miss their exits have been seen backing down the shoulder of the
interstate...
