>From the gateway viewpoint, it seems that if you can get the connection open,
it is less likely that there is a routing problem in gateways or the hosts
involved.  In order to be able to send the header at all, you must be able
to pass the 3 way handshake for TCP which sends packets in both directions.

What you may be seeing is a problem involving packet size, either the sending
host is outputting a packet too big for its local net, the local gateway is
not fragmenting properly, or the destination host is not reassembling properly.

PS: can you list some hosts, both BBN and non-BBN, to which you cannot send mail?
