I think that what you are experiencing IS "bait and switch" tactics. Such tactics are sooooo classic that it's almost trying to bring down an institution. I don't know about the raincheck laws in your state (in fact, I don't know where nbires IS!) but I think you are entitled to ask for a raincheck and a restocking date.
