I just thought the line meant her powers were great in Limbo, but
limited on Earth.  So far all she's done on Earth is astral
projection and the soulsword/armor.  Eventually she'll grow more
powerful - powerful enough to "lay the world at Kitty's feet."
But right now she's still a child.  Belasco's powers were much
greater in Limbo, too.
