	I just read an article in the Wall Street Journal that
was in favor of legalizing drugs.  As part of the argument the
author pointed out that the use of tobacco, which is a legal
drug, is going down while the use of cocaine, which is an illegal
drug, is increasing dramatically.  He offered this as evidence
that education was superior to regulation for control of drug use.

	Perhaps gun control would be as successful as Reagan's war
on drugs.  Since the "war on drugs" began so much cocaine has
come into the country that there is a glut and prices are as much
a 50% lower than when he declared war.
