Supposedly, "Assignment: Earth" was supposed to take place in the early 70s (ie, near future) where they would have improved space tracking facilities. Why didn't anyone notice the lumbering starship up among the heavens? In "Tomorrow is Yesterday", they were able to spot the Enterprise with radar because the deflectors were not working. In "Assignment: Earth" they were, and were thus able to hide from such primitive devices as radar.
