Here are the meanings of the IDS escape sequences you requested.
The '3rd vertical increment' refers to the fact that the IDS
is rather unusual in that it keeps the upward, downward, and 'other'
vertical increments.  As far as I know, the :ii: entry which describes
this is NOT used by Fortune software, it is there just for
completeness. (I don't even remember what it does.)

Might I suggest that you get the current man pages for printcap(5)
from Fortune (or your dealer), rather than trying to convert an
(especially and IDS!) entry.

	\EL - set form length
	\ED - set upward vertical increment
	\EB	- set downward vertical increment
	\EC - set 'third vertical increment'
	\EJ - set margins (both right AND left)
	\ER	- select alternate char set
	\EG - move head to given horizontal position.
