	But there are also laws on the books that encourage
(maybe "don't discourage" is a better choice of words) discrimination.
And they are not all old. How about the very recent law that says
if a school discriminates in one program, then it only loses the
funding to that one program? Doesn't sound an advance for the
cause of equality. Sounds like a step backwards to me.
