I can't speak for Quebec City, but having spent the first 21 years of my life in Montreal, it can get very cold. The Laurentians are nice in winter - very picturesque, even if you don't like skiing. I'd suggest a day or two driving the secondary roads north of St. Agathe to see a bit of how it used to look. The high tech ski area has spoiled a lot of it, of course. In the city, winter is very much like any other - ice and slush. Except in the center of the city, Mt. Royal. Very nice, still uncommercial- ized. If you skate, try Beaver Lake. Bon voyage.
