When I want someone's phone number, I usually just ask, (1) are you 
single or otherwise unattached? then (2) initiate a neutral conversation, 
usually about work, then (3) then say, "do you happen to have a business 
card with you?" (after an appropriate show of enthusiasm about their work, 
which, by the way, is usually not faked) then (4) if they don't have a b-card, 
they usually say, "well, let me just give you my phone number".  then 
(5) if they have a bcard, they usually ask for one of mine, which I don't 
have (haven't taken the time to have them printed yet), so I just give them 
a deposit slip from my checkbook.  We usually laugh about this.  That 
breaks the ice and voila!  

Also, what ever happened to the old standby:  "would you mind if I called 
you?" or how about "would you like to meet for lunch next week?"  I've had 
great success with "lunch".  If "they" say "they" are busy all next week, 
one can assume a rejection is taking place and not waste any more time.  
If they say, "yes", then, the process of obtaining a phone number is 
greatly eased.  And "lunch" is safe...time is constrained, no need to worry 
about kissing (?) on the first date and so forth.  All in all, I highly 
recommend "lunch".  (not to be confused with "brunch", which is another 
matter altogether).
