A point to be considered when asking for a woman's phone number is this:

Don't ask for a woman's phone number unless you seriously intend to call her!

I have learned that when a woman gives you her phone number, you are getting
a very valuable possesion from her.  By so doing, she is making her privacy
very vulnerable.  The giving of a phone number (at least for most women I've
met and talked to) is a sign of trust, and also of interest in you.  If you
do not call her back after receiving her number a woman may be very hurt, or
at least disappointed (and maybe insulted).

Realize what you're being given here, and what is being communicated. 
Temper this with courtesy, and consideration for the other's feelings ("Do
unto others, as you would have others do unto you."), and you may just find
your social life improving.
