I agree 100%. I swim at my "Y" and I have the same problem. I have
seen actual fist fights over this problem. What I do is.
1. Swim around them and kick harder as I go by to get water in their mouths.
2. Wait at the wall and come off a bit harder to scare the ##c#ing hell out of
   them.
3. Just ignore them and hope they tire and go away.

If you find a better way let me know.
