Maybe the interrupt logic is going to sleep, could also be dirty contacts between board and backplane. Cleaning the contacts and reseating the board may just do the trick. I have seen some very funny things solved by doing that. Also if it is a DZ, check the ribbon cable between the ports and the controller, it may not be properly seated. I say this because you stated that it would not echo.
