You might look into P-Lisp by Gnosis (about $100 with the tutorial) 
for DOS 3.3.  If you
are interested at this price sent me mail and I will look up the address.
It has a simple Lisp editor and the basic Lisp functions.  I've found
a few simple bugs, like (member  NIL) generates an error.  
Also there is no EQ function, but there is a built in EQUAL function.
It has an interface to the hi res graphics of the Apple.
There are other Lisps for Apple CPM.
