If you frerquently run into cases where stores advertise a sale
item, and are out of it, and won't give rain checks, COMPLAIN.
I think most state laws require a store to have a reaonable number of
the sale items, or else to indicate otheriwse in its ads.
Very effective complaints can be made to:
	 the store manager, with a copy of the letter to
	 your congressman.  I've gotten spectacular results
	 (and fast) this way.
