While the "basic" tone frequencies in use for the CCITT standard modems
and U.S. standard modems (CCITT V.22bis vs. US 212) are the same, there
are important differences during connection initialization that can
make them incompatible without modification.  For example, echo suppressor
frequencies are different in most of Europe and this is important during
call startup.  Also note that laws regarding modems are very strict
overseas -- in general most equipment must be rented directly from (or
be explicitly approved by) the telecommunications authority.
