arrl has filed comments in mm docket number 84 706 opposing fcc
licensing  of  any  shortwave  broadcast  stations  outside itu
region 2 permitted to use frequencies in the 7100 to  7300  khz
band.   although  fcc is legally within its rights to take this
action,  arrl  argues  that  it  is  unwise  because  of   fccs
historical  role  defending  this  band segment for amateurs in
region  2.   at  the  very  least,  fcc  should  require   that
broadcasters meet stringent standards to abate any interference
to amateur operation in region 2.  details in arrl  letter  and
