If this is (or was, at one time) a bell, which could be characterized as "going 'bing'", than "below bing-o" would mean that the alarm has sounded and you need fuel NOW! (Seems reasonable, but reason has little to do with such jargon...) (And now, I suppose the audible alarm is one of those recorded or synthesized voices which calmly announce "Fuel low" in a sexy female voice...)
