You can get a lot of information from the ARRL on the current state of
Amateur Packet Radio.  They are probably your best first stop, as they have
reprints of a number of interesting papers to send out.

Some of the individuals involved out here have been very helpful in
disseminating information, but as individuals they tend to get inundated with
requests for info, whereas the League is set up for this kind of thing.
