You've got to be kidding.  Foreign cars have to "answer" to every regulation
that the American cars do.  Did you know that one of the safest cars on the the
road is a foreign car? (According to the NHTSA and Consumer Reports)  Look on
page 186-187 of the April issue of Consumer Reports.
