You should consider some of of 68000 based computer systems 
unless you really have to have a VAX for a reason not specified
in your information request.

My employers manufacture a system that would seem to fit your
requirements, except for being a VAX.  It is a Dual Systems 83/80.
It has a fast 80Mbyte disk with a controller that has a full
track buffer,  serial I/O processors and comes with a UNIX port.
It has done very well in some benchmarks performed by Yates Ventures
I believe.
