I had a problem like that with my 81' Buick. My symptom
was that the car would surge at stop lights and signs.
There is an adjustment for the gas/air mixture sensor in
my carburetor which is computer regulated. When this sensor
was adjusted properly, the problem was solved. If the Honda
has something analogous, it may be that the sensor has become
contaminated.
