      Recently in Oregon a enviromental group held a sit down protest to
stop construction of a logging road in a national forest. The police
declared it a riot an arrested about 12 people. They also arrested 3 others
who were on the sidelines and charged them under an old law that requires
bystanders to assist the police during a declared riot.

    The kicker was that they faced a stiffer penalty for that than if they
had been participating in the "riot".
