Our older top-of-the-line VHS machine has fast-scan in addition to fast-forward
(in all speeds although the LP speed is only at 4.5x instead of 9x)  Our newer
basic machine still has it, but you get fairly bad picture breakup at both SP
and LP; it really only works at SLP.  All newer models have fast-scan at SLP
so far as I know.  I suspect that 4-head models have it at SP (guessing here).
Since pre-recorded tapes are recorded at SP, it sure would be nice if the
machines gave you the special features at that speed as well as SLP (which
most people use because it's cheapest in terms of tape).
