Personnel departments of every company I have worked for since
I became aware of such matters trade information on salaries,
and other personnel matters quite openly.  It's considered part
of their job to keep up with what other organizations are doing.
If there is such a group, and if they do trade secret information,
its not likely to be personnel data.
