It's misleading to say that the way to prevent war is to give up seeking
revenge. Wars start for very complex reasons, and the immediate cause is
just a trigger for forces that are waiting to be let loose. There are
several ways to really prevent war, most importantly, ensure that the
international order is accepted by all of the major powers involved. If
nobody is dissatisfied, their interests will be to preserve peace as a
better way to achieve their goals than way. Only in situations like
30's Germany, where one power is very dissatisfied with the way things
are and see war as being a better way to solve its problems than
peaceful means.
