   You must realize the "in October" is not the same as "in the October time
frame". Its the same difference as between "1984" and "fiscal year 1984". The
problem is that everything that has to get done by the end of the month     
normally doesn't get done until the 5th of the next month. Therefore time      
frames run from the fifth of one calendar month till the fifth of the next one.
It makes meeting schedules a whole lot easier.


   Time frames can also vary depending on what what month it is. For example
the December time frame runs from Dec 6th to Dec 20th making it the shortest
month of the year.
