As part of the argument the author pointed out that the use of tobacco, which is a legal drug, is going down while the use of cocaine, which is an illegal drug, is increasing dramatically. He offered this as evidence that education was superior to regulation for control of drug use. Perhaps gun control would be as successful as Reagan's war on drugs.
