Sand the rust down to the metal. Use a fiberglass/resin
kit to patch the hole. Use rubber gloves and acetone cleans
the brush. Then sand the hardened glass. Use bondo or spot
putty to fill in any irregularities. Use wet sanding from 
medium to fine. Prime, wet sand with fine again, paint,
and if you're using lacquer buff out. If you're using 
enamel you shouldn't have to buff.
