No, it shouldn't.  It's (now watch carefully):

    "IC's" *is* OK, too.
    IC's *are* OK, too.

The former, with quotes, means "this particular style or character
string is proper."  The latter means "integrated circuits are the
cat's meow."

So, you would write: "Strunk and White" *IS* a fine reference.
Without the quotes: Strunk and White *ARE* nice guys.  The moral--
read "Strunk and White".  And spell my damn name right!
