After living with the same expectations, I guess I'll repost the answer....
There is no TERMCAP for a COMPUTER, only a TERMINAL!!

Since there are several terminal emulators for the ATARI 800 out there, pick
one and use the TERMCAP as appropriate. Several good ones include
ADM-3A (by SWP) and CHAMELEON (by APEX). In addition, CHAMELEON allows you
to customize and roll your own.....The ADM-3A emulator with the SWP
ATR-8000 can run in either 40 or 80 column (with monitor) and no additional
hardware.
