I was wondering that also, so when STII:TWOK came by The Movie Channel this
month, I paid close attention to uniforms.  The strap that holds the front
"flap" of the uniforms seems to have a rank insignia.  Kirk wore a star.
Spock and Terrel wore something that looked like:
	^

	v
Sulu, Scotty, Chekov, etc. seemed to be wearing the same thing, namely
	v
	=
	^
So it would seem the movies have Sulu as a Commander.  Anyone else notice
this?  I have yet to confirm this with a second viewing, so I could be
wrong.
