If that's so, why would Sulu flash his Star Fleet ID at them? It also doesn't make much sense for an off duty Star Fleet security fellow to haul McCoy to a civvie jail for mouthing off about an area restricted by Star Fleet. I think the guards were just insubordinate, and under different circumstances, Kirk probablly would've strung them up by their thumbs for their behavior.
