I too have trouble with the caeser decoding on our netnews.  It seems that
short lines are sometimes not decoded, meaning that many short punch
lines are left unintelligible, as in

Q: What did the moron say to the ethnic as they were both falling
   off the Empire State building?

N: Tket mel a fqpei!


My question is this, why does this happen on many different jokes.  This
would appear to be a problem with the decoding, because the jokes that
have this problem come from many different sources.  Can anyone explain
this problem?  How common is it.  Does anyone have a fix for it?

By the way, the netnews I use is running on a VAX running BSD 4.1.
