Indeed, I have read Frank Herbert, like many other sci-fi writers outside
the "techno" group. I appreciate the detailed review.  
The reason for "technocratic" sci-fi request was my general preferance
of a particular mode of sci-fi. As one of the respondants correctly pointed
out, Stanislaw Lem and Philip Jose Farmer (two authors I really like)
are not really classified as "technocratic".
With regards to a truckload of responses: I really appreciate the
recommendations. Some of the people out there have even taken the 
trouble to send reviews of books and their authors. thnx again. I
will summarize all the recommendations for the benefit of the others
with similar reading interests.
