OK, OK, imagine a rope securely fastened to the center of
the face of the moon facing earth.  Extend that rope to
one foot off the surface of the earth.  IF the moon rotates,
the rope will be wound up on the moon's surface.  However,
since it does Not rotate, the rope will remain one foot
off the surface of the earth.  Think about it.  It is no
different than many of our satellites which present the same
face to the earth at all times.
