Maybe knowledge about the prefix code is given to all senior officers who
are in COMMAND positions.  Note that Spock was/is a Captain, as was Sulu.
And everyone is expecting Checkov to become one soon (at least that was
the impression given in the series that he was a Kirk in the making).  
Therefore, the prefix code knowledge is not limited to Admirals.  after
all if you were a captain and the klingon's got your prefix code, you should 
be able to do something about that.  If you didn't know what was going on, 
well it would be bye-bye forever!
