What you are probably remembering is the DECUS C system, which is a set of public domain software including a compiler, several libraries, and lots of familiar utilities. This software runs on many DEC operating systems, including RT-11, RSX, RT emulated on RSTS, RT emulated on VMS, others I can't think of offhand. It's available as DECUS 11-SP-18, second (1983) release, for the cost of reproduction.
