If the offended party agrees to prosecute the offender or to testify against him/her (I think the Police actually charge the person), the offender is in fact prosecuted. If you do not agree to charges being placed, neither the Phone Company nor the Police will waste their resources on your problem. Other than that, it's exacttly as you described. Brint
