This is not true with an AXE exchange. Call Waiting is there
indicated by a short double beep. This does not seem to interfere
with modems, which means that it will be hard to detect unless you
have a loudspeaker and a keen ear.

The only solutions seem to be either to disconnect Call Waiting
during every session or, if that is not possible, to disconnect it
permanently.
To use Call Forwarding to an always busy number as a way of
nullifying Call Waiting seems ridiculous. Why have Call Waiting in
the first place then?
