The Isaac Asimov story in which the premise is that jokes are of 
extraterrestrial origin is called (I think) "Jokester" and
is reprinted in _Earth_Is_Room_Enough_.  Mr. Pope may, indeed,
have had this as an independent thought, but methinks he must
subconsciously remember the short story since Asimov makes
the same exception for puns:  people make them up, but they don't
count.
