Don't forget that right next to Moscow are several dozen missile
silos.  Their ABMs are to protect the missiles, not the city.
In fact Moscow has been a "withheld" target since the early 60's
(I can look up the date more closely if anyone's dying to know) -
it is not scheduled to be hit in any plan, unless it is chosen
specifically.  Certain Command & Control centers are exempted from
attack in order to preserve a command structure capable of standing
down and conducting negotiations.  Recommended reading in this area
is _American Defense Policy, 5th ed_ and _S.I.O.P._.  Information
on publishers, authors, etc. available on request; or look them
up in _Books in Print_ or your local library.
