I have looked at a package called 'PC-PLOT-III' from Micro Plot Systems.

It is described as a Tektronix model 4010 Graphics Terminal Emulation
Program for the IBM Personal Computer.  It will also emulate a VT-100 terminal.

I used this package to display graphics generated on two mainframes:
An IBM, running SAS, and a Plot 10 application run on a Cyber.

This package is compatable with IBM or Plantronics Color + boards, or a 
Hercules graphics board.  It also comes with device drivers for Okidata 
and Epson printers.

The package allows the user to download the picture image to file on the PC.
Then, a utility which comes as part of the package is used to DRAW the file.
In addition the upload/download facility allows transfer of ASCII text files.

The setup procedure for the package is clumsy, but can easily be worked around.
An On-Line help facility is available.     

A small subset of the Tektronix model 4027 terminal commands is included
to select colors when the screen is in a mode that will display colors.

In addition, a plotting utility for the HP 7470A is included.
