Massachusetts has been in the process of phasing out double plates for
some time now.  Newly-issued plates are all single; when existing double
plates expire, they are replaced by single ones.

BTW, is it true that Illinois and Mississippi are the only remaining states
that issue new plates every year (as opposed to semi-permanent plates
with renewal stickers)?
