They KNOW that the typical motorist will just curse a lot and send in his money, EVEN if he has a chance at a good day in court. Why? Because the poor bastard ain't got the time, knowledge, or money to make a court appearance! How many of you would take a day off, at say $100 a day, to go to court and fight an $40 ticket?
