I also tried going to Metro Kosher in Washington when I was there
on vacation about a month ago.  I found out it's true they don't have
"fixed days/hours."  When I was there they opened officially at 4:00 
every day.  In case you can't get through to them, you can try calling a 
Rabbi Kalman Winter (in Silverspring), I believe he is the mashgiach there.
