Don't really remember the name of > that one either. No I don;t think so. From the story synopsis of the Ambassadors of Death it doesn't sound like it fits the description. The Ambassadors of Death; third story with Jon Pertwee. Seven months after leaving Mars, the *Probe 7* ship has still not returned to Earth and a *Recovery 7* rocket is dispatched to investigate. *Recovery 7* returns to earth but, after landing, the astronauts are kidnapped by men masquerading as UNIT forces. Liz Shaw notices the ship's geiger counter is at maximum; the crew would normally have been killed by the radiation. The Dr. is convinced that the crew are not human. He makes a solo space mission and finds the real astronauts held aboard a large alien space ship. The captain of the alien ship asks for the return of his "ambassadors" or he will destroy the planet. The three recaptured aliens are exchanged. Incidentally the show with the mannekins that I described yesterday "Spearhead from Space" was the first story featuring Jon Pertwee. The Autons (the mannekins) also appeared 4 stories later (the start of the 8th season) in the first show featuring the Master. It was called "Terror of the Autons." The scene described could have come from either story but the first gets my vote because it had mannekins replacing cabinet ministers and "government ministers" were specifically mentioned in the description.
