I second your drunk driving opinions, but you are forgetting a few things.

	1) The drinking age for alcohol is not set merely because of drunk
		drivers.  Drunk anybodys can be dangerous.  Generally people
		have to do more for themselves as they get older, and they
		get more responsible, so therefore they can supposably be
		wildly drunk and resonably responsible at the same time.
		However, this has nothing in account for the teenagers who 
		matured a little faster than their peers and are restriced from
		"adult" restaurants, bars, dance clubs, etc., and the 
		irresponsible "adults" who will get drunk and drive or whatever
		despite their age and (hah!) maturity.

	2) If you raise the driving standards so high that only half of the
		"drivable" population can drive, how are the rest of them going
		to get anywhere?  Public transportation in California sucks the
		big one and I'm sure elsewhere it isn't too hot in "car crazy"
		America.

	3) Even if a person passes a real crusher of a driving exam with flying
		colors, it has little guarantee that he won't get drunk and
		try starting a off-road derby in a Safeway.  All you'll have
		is drunk people driving who are/were good drivers when sober.
		And how well an indication of your true abilities are tests
		anyways, huh?  Do you cram and study for each time you go out
		on a Sunday drive?
