No, News does not display a copy of the "basenote" before each response.
Bringing this matter to peoples attention won't do much good.  many more
people on the net use News than notes.  It helps to know the context of
a followup.

To forestall the inevitable response - No, I have no desire to switch to
notes.  Notes were never intended to, and don't interface well with news.
If notes provided an alternative interface to the net, I might bring it
up for some of the users here.  However, file space isn't cheap enough
(yet) that I can afford to keep two copies of all the traffic on the net
online.  I get the screen oriented interface with vnews, while readnews
allows a user on a 300 baud dial-in to deal with a reasonable interface.
I can select articles based on title, date, author, etc.  Once the 
topic sorting of B News 2.11 is available, there will be even less
reason to use Notes.
