I am from the DC area.  There is a supermarket Katz's.  The one in the
Rockville, MD area (suburb of DC) has a "cafe" section.  Whether it is
Kosher depends on who you believe.  Katz (the owner) has had a 
running feud with the local va'ad (supervisory council).  He refuses
to pay for a mashgiach (on sight supervisor) and is open on shabbos.
He gets his meat from a Kosher supplier (one with a heksher [approval])
and the butchers are all trained (eg.  most have worked for the approved
Kosher butcher in town) as Kosher butchers.  In general, careful people
will not eat there.  Certainly none of my Orthodox friends will.  If 
you are willing to take Katz's word for it, go ahead.  I must admit that
my family buys meat there.  Whether to buy meat at Katz's or not
has been an ongoing debate in DC for as long as I can remember (I moved
there in 75).
