I belong to a sports club with a long history of skating medals, and I
asked about the question of dance tempo that was raised in this newsgroup.
Apparently Torvill and Dean were concerned about the question, and
previewed their program some long time previous to the Olympics to
see whether it would be acceptable in principle.  Since it was judged
to be acceptable, they used it.
