While I would love to see junk mail and first class swap rates, it will
never happen for economic considerations.  The reason that junk mail
(bulk rate) is cheaper derives from the quality of service guaranteed:
almost none.  There is no forwarding, returning to sender, or preferred
delivery time with bulk rate.  These are the services that make first
class cost more.
