When I lived in Texas, I used to drive between Austin and
Dallas all the time. I used to flash my high-beams to get
people to move over and it worked  every time.
Since I only drove about 70 mph or so I had people do it to
me on several occasions and again it was no problem, I just
tromped on the gas, hurried up to pass the car in the right
lane, and moved over out of the way. I always thought that
flashing highbeams in this manner was universal, unless
it came from someone coming from the opposite direction when
it would mean "Shut off your d*amn brights; you're
blinding me you *ss !!! "
