The way that DEC Hudson got its traffic light (back after the town of
Hudson, MA set it to blinking mode) was to hire an off duty policeman to
direct traffic there during rush hours.  I realize that most people do not
have the resources to do this, so I offer another solution.  I heard that
the number of accidents had increased dramatically when the light was
changed to blinking!  If you can find a similar intersection that has a
traffic light then get yourself some accident statistics and massage the
data correctly you might be able to convince them!
