I believe Canadian radio stations are still required to
play a certain amount of Canadian music.  When I was up 
there last summer, rock stations were playing a new song
by Three Dog Night which I have never heard in the U.S. 

As for jamming U.S. tv programs, for a while the CRTC
(Canadian FCC) required all cable tv operators to 
blackout any program broadcast by a U.S. station that was
being broadcast by the local Canadian station at the same time 
slot.  I guess this was to protect Canadian advertising
revenues.
