About combing cemetaries for dead babies: Tom "Slick" Hayden didn't cook
this one up: read "The Day of the Jackal" by Frederick Forsyth.

The Jackal, a professional assasin, pulls the birth-cert trick, and the
cops are after him.  They figure out that someone has pulled this trick,
and say, "Aha, all we have to do is find all dead babies born in this 5-year
period who are signed up for [insert British equivalent of Social Security]
and we've got our man!"  Days later, they have a list of 6,000 names.
