All the address and data lines, plus some decoded select lines
are available on the expansion bus - which uses a standard 22/44
on .156 centers for the edge connector.  You ought to be able to
burn your program in ROM and put it at $1000 (or $0400) so that
when you power up, you can simply type run and away you go with
a basic program in ROM.  If you are willing to get deeper, a
machine language program could auto start on power up.  (This method
applies to the VIC20 - the 64 has a different connector and would
probably be an over kill for your application.)

I don't recommend mucking up an audio recorder.  You get what you
pay for.
