Of course the constitution was never meant to proscribe school prayer. At the time the constitution was written, the government(s) weren't in the business of running schools. Such as it was, that was done by churches and various private institutions. "Public" schools came along long after the constitution, bill of rights, and several other amendments that have been "retrofitted" to the whole concept of public, government supported and run schools.
