A problem was posed about a month or so ago, about estimating 
Planck's constant given that one cannot get sunburned behind a 
glass window.  O.K., I bite!  All that I can guess is that
there is an outer electron of the SiO2 molecule that has energy
equal to -hf (f=frequency) for the low U.V. frequency.  Is that it?
Am I supposed to be able to estimate the outer electron energy
level for that molecule?
Help!
