Our son (17 months) bagan to join a play group at ~10 months, and has done very
well.  My wife works in the YMCA child-care center, where staff children and
guests children stay during the day.  He has made some very good friendships
with some of the other staff kids, and knows some of the regular guests' kids
as well.  He has also learned a lot of social skills, and has had access to a
lot of toys/play equipment that we could not afford to get for his use at home.

I suggest that you check with some of the day-care or drop-off facilities in 
your area, determining whether they will allow you to bring your son in for
short periods of time at regularly scheduled times.  Or join a health-club
or YMCA which has child-care, and go swimming or ?? for a couple of hours a
couple of times a week.
