I would like to have a shell
that echoes a control sequence to the terminal to turn off XON/XOFF,
calls emacs, and turns them back on when done. Unfortunately,
I cannot seem to find that magic sequence to toggle the XON/XOFF
     bit on the vt100.

There is no such sequence. Use of XON/XOFF is not a host-settable
parameter in the VT1xx series. Hopefully this is something that is
fixed in the VT200 series, but I'll bet it isn't.
