I think the answer to the "why" is because there was nothing better to do
at the time.  This also explains arbitrary changes like those to awk
and to _filbuf and so on.

This change seems particularly absurd, who in their right mind would use
"features" as amazingly unportable as this?  I don't even want to
gethostname(), as convenient as it may seem.  I want my programs to work
on lots of UNIX* systems.  Or do we think that 4.2 will become a new
standard?
