You will remember that the doctor (Tom Baker) had a conversation with the watcher early on in the show. The watcher told him that he was going to be killed and that inorder to preserve his future regenerations, it had been arranged (apparemtly by the Time Lords) to have the doctor's future self protected. (In one of the early Tom Baker showswhen the President of the high council was killed it was shown that if a time lord is injured severly enough, he cannot regenerate, the President had one regeneration left but was killed by the shot) If these measures hadn't been taken, the doctor's lives would have ended when he fell from the tower.
