Don't forget that the BREAK key doesn't just send another arcane character from the ANSII character set: it generates what is in essence a hardware hiccup (simulates the effect of a gopher chewing through your cable) which you can only hope will be meaningfully detected and handled by BOTH the hardware and the software at the other end of the line.
