You may wish to look at the Assigned Numbers document published by the
NIC. One of the lists which this document gives is assigned *Internet*
network numbers. The Internet is specifically those nets which abide by
the defense department protocols (IP/TCP, etc.) and which are connected
to another Internet network.
You can get a copy of the Assigned Numbers document via ftp to SRI-NIC
(address: 10.0.0.51) using GUEST as user id and ANONYMOUS as password.
Retrieve the file "RFC870.TXT". I can mail you the Assigned Networks
portion if you can't get to SRI. It's an interesting (and lengthy) list.
