In ARPA-land, people don't use news or notes; they get these things by mail by putting their names on mailing lists. -> Requests for addition to the list are supposed to be sent to, say, SPACE-REQUEST@arpa-site, rather than SPACE@arpa-site. <- Usenetters don't have to go through this -- just add net.space to your sequencer or .newsrc or whatever. If you aren't on the ARPAnet or Bitnet or any of those other networks, don't send out messages asking to be added to the "mailing list." You are already effectively on the list (as user "usenet").
