I'm at a loss as to what "the height of Congress" is supposed to convey.

The last person I heard using the stock market as an economic indicator
was the President, so maybe you're right.

Blaming the deficit on Congress is about as silly as anything I can imagine.
The Administration has dramatically cut its income and increased its
expenditures and that is why the deficit has increased.  The President
claimed the tax cuts would lead to INCREASED revenue, remember?  I guess
voodoo only works if you really, really believe in it...
