All you do when talking to a site that is not in your local group is
have a sys line that says:

remotesite:all,!local,!statewide,!att

or whatever combination you like.  Then articles to those distributions
will not go out.  If you want to force a group to be local only, then
you can still call it local.announcements or whatever.  The point here is
that these groups will be in a minority compared to groups that exist
at all distribution levels like "science-fiction" etc.
