If you have been running the game for quite a while and
saved it some 16 times, you will hit that limit.  It is
present in all the versions of rogue I have seen.  There
may well be other bugs that can cause the phenomenon but
this is one guaranteed way to run off the end of a long
(i.e. good) game.  Killing the process will make rogue
attempt to create a save file but this is not always
successful and may create similar situations where you
can start but not run.
