The padding to (multiples of) 25 lines (or so) seems to be
coming from people who use screen oriented readers (like "notes").
As I use "notes", it's o.k., since it allows clever (page 1) "guess what..."
(page 2) "...answer!" jokes in net.jokes, but I can imagine it must
be AWFUL for line-oriented readers. Some people also seem to use the
technique to force "spoilers" to the second "screen".
The one that gets me is people that post articles with form-feeds in
them, like "How many XXX does it take to change a lightbulb?".
Notice that many terminals CLEAR THE SCREEN on a form feed, per ANSI
standard! ("Just pipe it through 'cat -v', Ma, or maybe 'tr'...")
Reading news at 9600 baud becomes a whole new game, with form feeds... ;-<
