"Prayer in schools would be divisive.  Silence in schools is a waste of
money."

How nice it would be to achieve silence in a classroom!  It's not the
easiest thing in the world to do, to get 40 kids quiet simultaneously.
It couldn't hurt even if it were only used as a pointer to tell the kids
that it's time to get down to business now.
