Actually, the DEC DZ11 does run at 19.2Kb.  It just isn't documented.
Just change the dz_speeds table to:

char	dz_speeds[] =
	{ 0,020,021,022,023,024,0,025,026,027,030,032,034,036,037,0 };

and you have 19200 baud!
