Let's say you find 10 people with an annual income of $100 (not hard to do when
half the world is starving).  And you provide at least half of their support -
does this make them legal dependents? So that you can deduct $2000 X 10 = $20K
from your income?                          

Sounds shaky to me - but where's the catch?
