If a driver is distracted by signs near a road and blames those signs for
an accident, they are not very good drivers. When little things
like a sign can break ones concentration on driving, then that person is
not driving carefully.

A distraction for a driver may be an insect about to harm the driver and 
the driver tries to get rid of the insect. Anyone that lets an inanimate
object interfere with their driving, shouldn't be driving.
