Vis-a-vis the PC Tech Journal... I've only seen issue #1, and it's fair to
middling.  It's not very 'technical' at all, but at least the articles assume
a minimum level of background.  They have a source listing for a Ratfor-like
preprocessor for Basic, and an article detailing the functioning of the color
graphics card.  Beyond that, it's not very sophisticated.
Ideally, there'd be a publication like DDJ or somesuch dedicated to the PC;
the trouble (as the original poster pointed out) is that it's hard to find
technical types who can/will write articles.
