In a flame I just read, Tim Maroney argues that public opinion
should be sufficient to stop people from bothering others with
their cigarette smoke.   If that were true, why would anyone be
talking about passing laws?   Obviously, neither public opinion
nor common decency has been sufficient.

Tim then goes on to say

	We don't need the laws unless it's a health hazard.

You're not a very sharp fellow, Tim, are you?   For those with
a little more RAM upstairs, I don't think it's necessary to talk
about the health hazards associated with smoking.
