Question time:

   Let us say that you are flying under the hood with a fully qualified safety
pilot.  Regulations state that you are pilot in command and you log the time.
What (if any) are the legal responsibilities of the safety pilot?  To be more
specific, let us say that during your flight you managed to turn right in
front of this other plane in a blatantly illegal manner requiring that pilot
(who just to keep things interesting we will say is an FAA administrator) to
execute an abrupt collision advoidance maneuver.  Now in the follow-up which
is sure to occur you are confronted by some nasty dude who wants to know what
the hell you think you were doing and you say "Hey, I don't know what your
talking about.  I was under the hood with Mr. Joe Ace as my safety pilot and
he didn't say a word".  Who (if anybody) gets nailed?
