If person a is speeding (any # > 55 will do) and said person passes
an unmoving police car, if the person does not decrease their speed
how can the cop catch the person to give a ticket without breeaking
the law.  The cop would also have to > 55, and according to recent
flames this is illegal in (many,most,all) states.  I wonder how the
average cop would react to being told that they had just broken
the same law that you are getting a ticket for.
