Drunk driving on interstate freeways should be made a serious
Federal crime.  I'd say three months in a Federal Jail for first
time, and three years for second.  Second offenders have licences
lifted and never get them back.  Never.  An accident involving
a drunk driver should be handled as an attempted first-degree
murder, if a death is caused, it should be (as MacGarret always
used to say) Murder 1.  "Drunk" should mean .05% blood alchohol
level.  Getting licenced should involve agreeing to take a bal
test whenever a poly pulls you over and asks for it.  Refusal
should be automatic suspention of driving privs.
