Here is some additional information to clear up the definition of
military time zones:

My "Standard Time Zone Chart of the World" prepared by the Defense
Mapping Agency Hydrographic Center in 1976 shows PST as +8hrs.  Except
for the 0 time zone (Z) and the two half zones sharing the international
date line, +12 (Y) and -12 (M), the "time zones are designated by
numbers representing the number by which the standard time of each zone
differs from that at Greenwich.  Such zones in west longitudes are
numbered in sequence from 1 to 11 and labeled plus; those in east
longitudes are likewise numbered in sequence from 1 to 11 and labeled
minus."  (The quoted part is straight off the map.)

The following table may help:

     Military   Civilian

	"Z" = "UT" = "GMT"

	"Q" =         "EDT"
	"R" = "EST" = "CDT"
	"S" = "CST" = "MDT"
	"T" = "MST" = "PDT"
	"U" = "PST"
