I'd like to suggest a simple alternative to the child restraint
laws currently being enacted in many states:

Failure to use a child restraint for a child under 40 pounds
should be considered prima facie evidence of child neglect.
Similarly for children under age twelve not in seatbelts.
That's simple enough. The parents would then have to convince
the court that there were circumstances mitigating their
callous disregard for their children's safety.
