I just received a copy of the Smalltalk license agreement from Xerox.
For universities, the cost is $400 per computer model.
Xerox supplies you with one magnetic tape containing:

	(a) two copies of the virtual image object code
	(b) three traces from running the system simulator
	    to allow verification of proper operation of the
	    virtual machine
	(c) one file containing the system source code
	(d) one file containing any system changes
	(e) one file containing a list of class object pointers
	(f) one file containing the method object pointers
	(g) documentation describing the tape format
