In New Jersey, (and I assume in all places where dialing 1 is
unneccesary), dialing 1 is ignored.  A logical reason for all those
800 number ads to give their numbers with a 1 prefix is that they want
to insure that people who want to call them up get through.  It seems
reasonable to assume that many people who call 800 numbers rarely make
REAL long distance calls, and thus are not aware of the 1 prefix.
Since some marginal group of people would probably not bother trying
again after failing to complete the call the first time, it is certainly 
worth the minute effort of adding the 1 prefix from the advertisers
point of view.
