The "HILL" signs you see in the mountains are to warn truckers (who are about
to head down it) that they may need to shift into a lower gear or do whatever
they find necessary to keep their trucks from running away on the downhill.
Sometimes the signs will also say "7% grade" or "Trucks use lower gear" or
some such.  It isn't really designed to let the average motorist know that he's
reached the top of the hill....
