  I think many of the local Bell utilities have similar provisions
for modem communications, but they're very hard to enforce, and in many
cases the local phone companies just aren't familiar with there own rules.
  I know that the phone company where I lived last year wanted to charge
modem users a lot more, but I don't know a single person who paid anything
extra.
  Watch out if Ma Bell catches on to the growing numbers of modems and
finds a way to check the lines--we might all have to give up our home
terminals.
