I suspect the reason most people tailgate is that they want to go 75 MPH in
a left lane where the prevailing speed is 65MPH.  THIS is quite aggravating;
I refuse to move over just to give them a chance to pester the guy right in
front of me.  If the whole lane is going 65MPH, especially if close-packed,
the reason is probably NOT a perverse desire to slow traffic.  The reason is
probably just congested traffic conditions.  Another reason for not going
very fast in a lane other than the rightmost is exit-only lanes; either the
leftmost lane is an exit lane, and you have to be in it to exit, or the
rightmost lane is an exit-only lane, and you have to be out of that lane not
to exit.

On the other hand, there are roads around here with a 55 MPH speed limit where
some bozos insist on going 45 in the left lane; an armed Sidewinder up their
tailpipe is too good for them.
