Obviously, given identical accidents at different speeds, the
one at the highest speed is going to involve the most material
and personal damage, since the energy involved goes up with
the square of the speed.  The point people are trying to make
is that at higher speeds, (1) there aren't as many accidents
(due to a number of reasons already pound into the net) and
(2) the accidents are not the same.
