I would much rather see the technique of "peer pressure" being
effectively used to deal with such problems, rather than introduce 
the many hassles of charging, collecting, and distributing money for
such offenses.  The problems of how to deal with people who
refused to pay, who claim that their messages actually were not
violations, or similar circumstances are also pretty serious.
Of course, the worst problem is that such techniques encourage
the people with the money to just go ahead and do what they want
regardless of any "fines".  Let's try to keep explicit monetary
exchanges out of Usenet, please?  We have other "methods" at our
disposal.
