Brad, I think you miss a major point with your article.  What happens if I
am driving 60 to pass someone doing 55.  I am half way through passing him
and someone come behind me and tailgates.  I am in the left lane for a very
legitimate reason.  Do I abandon my real need to pass the person on the right
just so the tailgater can continue at 75?  Do I speed up to 75 so the tail-
gater can continue?  Or do I conclude that the tailgater is infringing on MY
rights and acting irresponsivly and dangerously.  The other type of tailgating
procedure that you did not take into account is on a two lane road where I
am doing the speed limit and the tailgater comes along.  I am NOT going to
pull over to the shoulder just to give him his "right" to break the law.
There is NO justification for tailgating.  It is dangerous and annoying.
