One of my frustrating times with the phone was recently in the 714 area
of Southern California, when I tried to call an exchange within the area
but outside of the local exchange.  On some **stupid** systems in other
parts of the country, you get an intercept message which asks you to 
"Please dial 1 before dialing number."  From Laguna Beach one receives 
a **BUSY** signal.  

The subtlty of this indication to do something I think is unnecessary 
(dialing 1 within the area) led me to redial several times.  Since I was
calling a hotel switchboard, I eventually decided to consult the directory:
"How do you use this turkey thing?"

Dialing long distance within Europe requires removing some digits from 
the number as used within the country and adding others.  Quantity and
quality of digits deleted/added seems random.
