A recent submission:

Since the above was submitted by a USA member, I would call it a
self-contradictory statement.  But I'm not a "language consultant", so I
could be wrong.  Has `' supplanted ""?  In any case, is not `' an innovation
compared to ``?  Furthermore, were the previous two sentences
grammatically correct?  

Are there any English teachers out there?  I think I need help.
