I think the operational logic is: abuse implies high net usage
but not the converse. Hence the need to interpret the stats intelligently,
and in conjunction with peer response by mail. The stats point out a
possible problem; they don't act as judge and jury. The automatic mail
messages should reflect this attitude (thus my previous stress on "polite
and informative" messages).
