"Advertising" is not well defined.  Sure you can draw a line but you can
draw lots of them in lots of places.  No two people would come up with
the same judgements of what is "advertising" and what are one time
announcements of "general interest".  Maybe a consensus could be arrived
at by usenet veterans but with sites being added and user turnover, there
would always be lots of violations.  Having a policy maybe be better than
explicitly not having a policy but consider how much mail is generate
ranting and raving about violations of any formal or informal policy or
suggesting changes to it.

The only solution is good message filtering.
