The best solution I have heard about tailgaters with Bright Headlights is to
zap them with your rear view mirror. An engineer that I work with ran into 
this problem in a small car with adjustable side mirrors. She managed to catch
the beam in one of them and focus it back onto the tailgater. He then backed
off.

Some people can get mean when you don't dim your lights. I know of one guy
who had a car with a double set of headlights. He replaced the two that were
only on during bright with a set of Aircraft Landing Lights. If you forgot to
dim your lights then he would be sure to let you know about it.
