Rather than reposting the (rather large) netiquette article to net.news
or net.general every month merely to be sure everyone sees it, how
about this:

As part of the netnews source, include the netiquette article and a few
other informative ones, such as a list of newsgroups and a short site
map.  The shell script that installs netnews would post these articles
to a group such as "beginners" (net.beginners, maybe, if we want to add
items to it occasionally).  These articles would have infinite
expiration dates, and this newsgroup would be the first in the active
file, so the first thing people read when they get onboard netnews
would be these articles.  Note that it would also be easy to re-read
these articles at any time by simply typing "readnews -x".
