Speaking of passing on the right:

In the State of Washington it is *legal* (yes legal) to pass another
motorist to the right if the road is wide enough to allow it (you can't
drive onto the shoulder--at least there is some sense in this state).
If you don't think it's safe for people to pass to the right on the
freeway in their well marked lanes, try it on a city street sometime.

One quite good reason for not using the right lanes on California
freeways is that the trucks are required to stay right so the
right-most lanes are horridly torn up.

It's also common courtesy, in city freeway driving, to try and stay out
of the right lane to allow oncoming cars the opportunity to merge and
exiting cars the opportunity to leave.

Sure, everyone should try to keep up with the flow of traffic, but I'm
sure that those whom you zoom up on, view you as being every bit as
detestable, dangerous, and expensive, as you them.

Washington State, by the way, has the reputation of being a place where
you find four lane highways with four people driving abreast at 55 mph.
It's interesting to watch the antics of transplanted California and
east coast drivers when they encounter this.
