Why not have each University/Research Center send a list of their technical
reports to a central site where they will be collected and then
redistributed to all the members.  This would enable anyone anywhere to find
all relevant technical reports to any particular subject.  

The format should be agreed upon in advance.  It would include:

Title
Author
Institution
Date of Publication
Keywords
etc.


Using the inverted  database facility of Unix to store bibliographic
information about the technical reports would allow a given key word to
match the title, author or other fields of the citation.  It is fully
described in "Some Applications of Inverted Indexes on the UNIX System",
M.E. Lesk, Computer Science Technical Report No. 69, Bell Laboratories.

What?  You didn't know this existed?  SEE, WE DESPERATELY NEED THIS SERVICE
What I am proposing is used here at the University of Rochester to keep track
of all the libraries' technical reports.


I am open to any suggestions regarding compilation and format of this
database, but I am unfamiliar with inverted databases and would prefer that
the compilation be performed by another.  I will conduct a survey to see if
there is enough interest so please reply to me and not to the net.  

Short term solution: Title, Author, Institution, Date, Keywords 
Long term solution: Abstract and 
		    hopefully the actual report  (don't hold your breathe)
