According to Michael Douglas the producer of said movie, and to an article
I read, the control room sequences were filmed in a set that was built for
that purpose.  All the warning lights and readouts were controlled by a
process control computer.  Douglas said that no reactor site he contacted
would allow filming due to security and "other" reasons.  He also had to
use an optical matte painting for the reactor containment building.

The funny thing about the reaction of the nuclear industry was that they
were going wild for the ~2 weeks after film release and before Three
Mile Island and then they all shut up!. (The TMI accident was MUCH worse
than the film accident.)
