When to encrypt: whenever the material could conceivably be offensive, degrading, or disgusting in any way to any human being. 2. When not to submit: When the material degrades or slanders a particular person (except for public figures), or would offend or disgust a sizable segment of the USENET readers without amusing them. 3. How to form the subject line: Describe the material with a few words. Make sure not to say anything offensive. Follow them by the offensive category it falls into: RACIST, DISGUSTING, RELIGIOUS, or whatever word applies, and place the encryption notice (shift 13) at the end. 4. How to encrypt the body of the notice: Pipe it through any one of the suggested shift 13 encrypters. Do not add any unencrypted headers, signatures, or other text to the notice after encrypting, because no one will ever see it undecrypted. The entire body of the item must be encrypted as a unit.
