Regarding raising dough in electric ovens:

Generally, appliance bulbs are extremely low wattage and thus
do not generate a significant amount of heat for raising dough.

A suggestion to you would be to turn your electric oven on to
its lowest temperature(180-200F), when it gets to temperature
shut it off and wait one hour. The temperature by then should be 
about right for bread making. A pan of water in the oven would also 
help keep the bread from drying out while rising.
