As I recall, the material referred to was developed at Wright Patterson
Air Force Base (either at the base or privately by an employee).  It is
a special crystalline form of titanium borite the superconducts along
one axis at room temperature.  Research is going on now to investigate
its suitability for use in ICs (!) and an attempt to make a flexible
form for use as power cable.
