What is the context within which messages are submitted to
the network?

I've worked on a dozen systems with a dozen editors within
the past few years (including an early version of UNIX),
and quite frankly I have no desire to learn the ins and outs
of every system I come across.  I want to do what I want to
do without spending a lot of time delving into and keeping
up with Joe Blow's twiddles on Jane Doe's twaddles on some
piece of software.  When someone comes up with a telepathic
editor call me; otherwise, I appologize for any errors I
make before I hit RETURN.

Which editorial board should I submit material to?  If the
network is precise, it seems to me complaints could be
lodged against content as well as form.  If all this 
material is carefully thought out and organized (God
help us!), why not forward it to a central cite where
dilligent, intelligent workers will not only filter out
what they know to be FLAMES, but occasionally even correct
a spelling error?
