A break appears as a "framing error", at least on the DH-11.
Some terminals, e.g. Tek 4014, maintain the break condition
so long that *two* framing errors are detected by the DH-11.
To avoid various kinds of havoc that this can cause on UNIX,
Duke's dh was modified so a framing error causes further input
to be ignored for BRKTIME seconds (my guess was 300ms).

Perhaps your "two break" problem can be solved this way.
