Doesn't the fact that lots of people do not wear seatbelts (and consequently
run up large medical bills) increase liability insurance rates for *ALL*
drivers?  Why should I pay for others' stupidity/foolhardiness/bravado?
The point is that not wearing a seatbelt is *NOT* merely a matter of
personal freedom, it affects others as well, and the cost to individuals who
are made to comply (i.e wear a seatbelt) is less than the gain to the general
populace.
Semi-serious suggestion for solving the problem-
get rid of all non-wearers.  They will die off sooner or later anyway.
