Yes, there are noise differences for light aircraft between takeoff
and landing.  Why then does MASSPORT put a $20 fee ($160 if you're
over 12,500) between 11 pm and 7 am.  Why not let light aircraft land
(or even just let Hanscom based light aircraft land), maybe only on
Rwy 11 (i.e. over the swamp).  I suppose this is a case where an
alledged solution to noise goes far past the noise problem, and as a
result, takes a significant bite out of the utility of general
aviation.
