By combining a couple of Maxwell's equations, one gets a wave equation
describing electromagnetic wave propagation. As it turns out, this
shows that the porpagation speed is equal to 1/sqrt(mu * epsilon), where
mu and epsilon are the magnetice permeability and dielectric constant for
the medium, respectively. In a vacuum, one obtains
c = 1/sqrt( mu-0 * epsilon-0 )
Because of this relation, I suspect that if any of the constants c,
mu-0, or epsilon-0 are a property of space itself, the other two would
also be.
