True VDH running in the VAX is certainly not the way to go.

ECUs are somewhat tempermental and a link that uses them isn't
considered part of the ARPAnet backbone.

AIDS-UNIX is going to be a server host sometime in the next month or so
by connecting to the SUMEX C/30 IMP.  We're using BBN's HDH
protocol over a 9.6 kb leased phone line.  This setup requires an
RS232C interface board in the C/30, an ACC IF-11/HDH interface
board in the VAX, and a UNIX driver for this new interface (being
written by BBN).  I'm not sure how production versions of the
ACC and C/30 interfaces will compare with a pair of ECUS in price,
but reliability and throughtput will probably be better.  DCA and
BBN would like you more, too.
