I have never seen a submission to ug.anything, and it takes active
interest on the part of every netnews administrator on the net to
forward ug.all before ug.groups become viable.  Posting to a newsgroup
when you have a feeling that no one will be able to read it is pretty
pointless.  I have no interest in submitting ug.test messages and then
scouting to all corners of the net to see if they stick.  I know that
net.messages get everywhere and I can't blame vulgar folks for using
them.  net.jokes.q was here, but because of the design of group names
someone found the name inadequate, and because of the design of group
names ug.jokes is not an adequate replacement.

The problem is that the administrators at central points have to power
to limit traffic, either by choice (by actively refusing to forward
groups which they don't like) or by sloth (by not, for instance,
putting ug.all in their sys files).
