Has anybody looked at the time it takes for the various network
control messages (for example the one that requests a copy of the
uucp information) to propogate around the network?  It seems like 
this would be a good estimate of the health of the network.  My
prediction is that it would average less than a day with a REAL
LONG tail.

Also, has there ever been a official decision about what newsgroups/
maintenance messages a news interface should support?  For example
notesfiles does not support the .ctl messages (for cancelling) or
the senduuname type commands.  This isn't a problem yet, because
all notesfile sites are also running alpha/beta news.
