As I understand it, such is the rationale of the "ug" prefix newsgroups (e.g. "ug.jokes"). [Paraphrase: if sewage must exist, build sewers....] As part of our next local update of netnews, we will set a default subscription list of "all, !ug.all". I have already changed our 'sys' files to forward "ug.all", and I encourage other sites to do likewise. With this outlet available, it should be possible to convince most of those who must submit such things to at least keep it in its place. Disclaimer: The above policy is of my own devising, and is not officially endorsed in any way by Bell Laboratories. I personally believe that at least some of the material under discussion violates Bell Laboratories' affirmative action policies, and see this approach as the best way to resolve those policies with the intrinsic freedom of expression of netnews.
