My father owns a Citation. It is a four cylinder with power assisted
brakes and steering. It also has the "performance" suspension package
and an air-conditioner. On a recent 2,000 + mile trip he averaged better
than 32MPG while using the air-conditioner constantly.
It is a true five passenger car with a decent sized trunk. It is one of
the few mid to compact cars in the world I can sit up straight in. You
should see the amazing things I have to do to sit in my 79 Rabbit. 
(Toyotas and Datsuns aren't any better in this regard)
The car's handling is terrific; it makes my Rabbit look like the top
heavy slug that it is. The performance suspension is definitely worth it.
He has had numerous mechanical problems, including a very serious and
general transmission failure.
In summary I'd say the car is potentially great, but its current production
execution is not so good.
