The water level drops.

When in the boat, the rocks displace an amount of water equal to their
weight.  When in the water, the rocks only displace their volume.  The
amount of water equal to the weight of the rocks must be greater than
the volume of the rocks because the rocks are denser than the water (they
sank in the water).
