Exactly, interfaces facilitate communication.  So if you're going to
build one, say a terminal, what are the limiting factors on the dialogue
you're designing for?  Now, is it easier to change the people or their
tools?  Tools survive because they are efficacious compromises that
make life easier.  Whatever changes get made to the tools will have to
make them easier still before people will start using them.
