The problem of people moving near an airport and then making demands
for noise reduction is an old one. I know of two solution that have
worked:

Zoning: get the area government to zone the area around the airport
for non-residential uses. This requires cooperation of the
government, and requires that you trust them to maintain their end of
the bargain. It is also offensive to some people who see it as just
another example of government coercion.

Easements: the developer of the airport gets an easement for the
flight patterns. This is then written into the property deeds for the
areas affected. This requires the developer to put out money (Now) to
avoid a future problem. Not too many are that far sighted.
