I believe this has something to do with the liscensing for radio itself. You supposedly cannot recieve these special bands (radar) without a liscense to do so, just as you can't transmit on them. Note that in the U.S. a ham radio liscense (Technician's and above, I think) will enable you to own a detector legally. Interestingly, this same law also prohibits you from owning police "scanners". I think this law is one of those that isn't very strongly enforced, and I believe there is legislation somewhere to try to get rid of it. Out on the East coast, there is a group who has given up trying to make detectors legal. Instead, they are trying to outlaw radar, on the grounds that it constitutes "illegal search and seizure" of your vehicle.
