In response to the question of whether jokes "just appeared" or
whether anyone ever wrote any original ones, the following two
(admittedly somewhat out-of-date topical) lightbulb jokes are
originals. That may have something to do with their being not all
that funny. Perhaps jokes have to mellow a while through the
cultural filter ( cat original | tell2friend | tell2friend | ... )
before they get good. (Was that a UNIX joke??? Oh, well)

Most, of course, die along the way. Cultures have evolutional pressure, too.

LIGHTBULB JOKE #1:

How many Polacks does it take to change a lightbulb?

Just one. (???...) But you need 6000 Russian troops
in case he goes on strike!

LIGHTBULB JOKE #2:

How many Federal Government employees does it take
	to change a lightbulb?

NONE! That item has been cut from the budget!
