Thanks to those who sent me responses on my ARPAnet
query.  Because I received some requests and because
I see the question on the net again, I will repeat
the answer I found.  Apparently, to get mail from the
USENET to the ARPAnet, one should first find the most
direct path to ucbvax.  The mail address to use to send
to an ARPAnet user is then "...!ucbvax!user@ARPA_location",
(e.g. ihnss!ucbvax!sam@mit).

To receive mail back from the ARPAnet to the USENET,
the address should include the path between ucbvax
and your (USENET) location and terminate with "@berkeley".
For example, my ARPAnet address is "ihnss!houxi!sherm@berkeley".
