The aliens are just a setup apparently, in this latest iteration. In
Kashimashi, the story you mention, the aliens hung
around to see what would happen and the new girl in town has some
problems with relationships and even with pre-planned Gender changes
the new girl generally has problems with relationships.

Gender changes for most boys would be frightening. To
be armed by aliens and become a cyborg might be attractive to
the powerless young people.
