I have been watching Chu-Bra on Crunchyroll, or more appropriately, I
have been following the (years old?) "flame war" in the comments section
that can be summed up something like this:

Group 1: This is just a panty-shot show that is trying to find a
"legitimate" excuse for gratuitous panty shots.

Group 2: This show is very educational, and people who say it is just
an excuse for gratuitous panty shots are a bunch of pervy old pervs who
cannot get their minds out of the gutter.

I guess I am in group 1, a pervy old perv who thinks that although the
show has "true facts," it is just another panty-shot show that is trying
to find a "good excuse" to show the panty-shots.

I suppose the question is whether you are in group 1, the pervy old
pervs, or group 2, the people who contend the show is educational.

The E-mail associated with the account is a "spamcatcher" account that I
got to every couple of months to empty out, and anything sent to it will
not be seen for probably several months, if it is seen at all.

Isn't the logical conclusion that they are using panty-shots as
manipulative bait to try to force-feed people education?

I think the most logical conclusion is quite the opposite, they are
pretending to be "educational" to serve as an excuse to put in a bunch
of panty-shots.

Do Japanese shows need an excuse for that?

Not really from what I have seen in manga.

No panty shots in "Showa:A (manga)History of Japan".
Not so much in "Yawara a fashionable Judo girl!" but it starts with
one. A few in KOR and some jokes in "Maison Ikkoku" with very
few in the rest of the work of Takahashi Rumiko aside from her classic
"Urusei Yatsura". In MI we have a peeper(voyeur) as a regular character
and in UY most of the younger males are pretty much obsessed.

Shows aimed at kids of a certain age like the guys in "the Ping-Pong
Club" seem to start caring about what is under the skirt.
The skirt itself provides the setting for the "upskirt shot"
and the mysterious difference that so tantalizes the adolescent male
imagination.
Panty shots of very young people infants, toddlers, pre-school and
kindergarten seem to be a symbol of the purity of the children
except of course when they are written for perverts i.e. pedophiles.

In stories featuring realistic TG or even traps the meaning
of the panty shot is reversed. Re-reading "No Bra" manga with the
protagonist agonizing over the roommates actual sex while the roomie
is unembarrassed by the situation.

Personally I do not care for lots of gratuitous panty shots
or other stuff like that in my manga or anime. Genshiken is gratifying
in that respect.
