Am using the VICE emulator in Linux. Sometimes after starting a game I
would opt to use a "joystick" (USB game pad here). But the game pad is
not available then. I have to quit the emulator and start it again with
plugged in game pad.

Is there a way to get the game pad working without restarting VICE?

No, it does the detection of USB HID devices on startup.
