But when I tried it out, the audio worked, but it was just a monochrome video. When I switch to the RF jack, it's in color, but of lesser quality video. I'm pretty sure there are no stray wires touching anything.
Any ideas what I may have done wrong?

The Atari 800 has separate luminance and chroma outputs. If your TV has an
S-Video input (small round multi-pin socket) there are adapters, or I think
the signals can be mixed with a few resistors.
