I am not sure why NPR singled out this particular manga about a teen
learning to cook but I don't recall Shonen Jump serializing manga about
cooking since 1970s.

Says 2012 and

I don't follow the translated online version but it is frequently
translated and posted to several sites.

As for singling it out they cover several other stories
including but not limited to Yakitate!! Ja-pan

I think it covers the topic of food manga pretty well. It
also provides a bit about the relationship of manga and the Japanese
people pretty well and includes Oishinbo.
